The World Food Programme Somalia
activities include food assistance for relief, emergency school feeding,
nutrition and food assistance for assets creation through provision of in-kind
and cash-based transfers.

Duties and Responsibilities:
Under the direct supervision of the
Aviation Officer and overall supervision of the Senior Aviation Officer, the
incumbent will be responsible for the following tasks:

Contribute to the planning and
coordination or activities relating to the safe, efficient and effective
execution of aviation operations in accordance with WFP, UN Aviation Standards
(AVSTADs) and ICAO Search and Rescue Procedures (SARPs);
·
Support or manage aviation projects
or operational activities applying standard processes, and appropriate
operational risk management processes;
·
Provide technical advice to the
Country Office to ensure safe aviation operations are incorporated into local
program planning and transport arrangements;
·
Ensure that regular and diplomatic
mission aircraft are cleared to fly by respective civil authorities of
applicable countries in line with ICAO requirements, WFP and UNDSS security
requirements;
·
Collect and analyse a wide range of
data from diverse sources through research and networking with colleagues to
formulate and recommend actions to improve performance of aviation activities
and operations;
·
Oversee and ensure a customer care
system is maintained throughout the operation;
·
Participate in the review of internal
processes and procedures and identify ways to increase the day-to-day
efficiencies;
·
Monitor fuel supply contractors to
ensure fuel products are handled and administered in accordance with applicable
safety standards and regulations;
·
Support regular financial analysis
and budget reviews, drawing out insights and recommending actions as necessary;
·
Assist in the negotiations of air
operations tariffs, charges and taxes, and in the procurement processes related
to aviation;
·
Guide and supervise junior staff,
acting as a point of referral and supporting them with complex analysis and
queries;
·
Collate data and contribute to
preparation of accurate and timely reporting;
·
Support the capacity building of WFP
staff and partners to safe aviation operations e.g. through the design and
review of training;
·
Identify and build productive
relationships with WFP colleagues and staff within the unit or area of
assignment to align activities and enable a coordinated and coherent approach
to humanitarian air transportation;
·
Follow emergency aviation
preparedness practices to ensure WFP are able to quickly provide passenger
services, relief supplies and emergency medical and security evacuations;
·
Act in an assigned emergency response
capacity as required;
·
Perform other related duties as
required.
Minimum Qualifications:
Education: Advanced University degree in Aeronautics, Aviation
Engineering, Airport Management or other relevant field, or First University
degree with additional years of relevant work experience and/or
training/courses. Holds or has held a Commercial Pilot License, Air Traffic
Control License or Flight Operations Officer License (or equivalent),
Aeronautical Engineer or Maintenance Engineer License.
Experience: At least three years of progressive postgraduate
professional work experience of which at least 2 years demonstrated
professional experience in technical aircraft, flight operations or air traffic
management sectors, air transport economics, including, costing of operations
and services, market analysis, accident prevention and investigation, audit
technique, aircraft regulatory requirements and practices, performance and
quality assurance, monitoring and analysis, strategic resource and operations
planning, contracting and contract negotiations, using aviation safety
information systems to compile data, performing analysis on potential aviation
risks and identifying Aviation Security threats.
Language: Fluency in both oral and written communication in English
is a requirement.
Knowledge and Skills:

Demonstrated ability to design basic
supply chain networks, including appropriately assessing and escalating
challenges to provide consistent and uninterrupted service to clients,
beneficiaries and partners;
·
Demonstrated ability to collect and
analyse relevant technical data from diverse sources to forecast operational
needs under various scenarios and make evidence-based proposals;
·
Demonstrated ability to liaise with
internal and external stakeholders to consolidate preliminary data analysis, to
draft reports and to disseminate information that represents concerns and
trends;
·
Demonstrated ability to negotiate
contracts/agreements with partners and/or clients that incentivize optimal
performance by appealing to the interest of all parties;
·
Demonstrated ability to enforce
adherence to operating and quality standards within own teams to ensure that
aviation operations are carried out in a high quality, safe, timely and
responsive manner;
·
Demonstrated ability to contribute to
advancements in air-based supply chain management through effective utilization
of extensive networks of chartered and commercial airfreight and passenger
transport service providers ensuring safety and security of effective delivery
of services;
·
Hands on experience in UN
administrative regulations and policies in the area of work is a plus.

Assistant)

Organizational
Background: Under the direct supervision of the
Programme Officer (Information Management) and the overall supervision of the
Head of Programme, the incumbent will be responsible for the following duties:
–

Compile and consolidate weekly
programme highlights from all programme technical units and distribute to the
appropriate audience;
·
Provide data input and assist in the
preparation of ad-hoc, weekly, monthly and other narrative reports;
·
Attend the weekly management meeting
and bi-weekly cash-based transfer working group meeting, take notes and prepare
the minutes;
·
Act as the alternate focal person and
support the Reports Officer in preparing annual SPR and other donor reports.
Also collect and compile information from the technical teams, reviewing
narratives, entering data in SPRING and responding to queries/comments from the
Regional Bureau and Headquarters’;
·
Maintain accurate records and updated
files for the Information and Reporting section;
·
Maintain and update distribution data
through a proper tracking system, to ensure consistency and accuracy of
beneficiaries’ and MT data reported by the Area Offices;
·
Identify gaps and suggest/implement
solutions which directly improve the management of Programme Information at
Liaison Office level;
·
Liaise with field staff in Area
Offices, Programme staff and other technical units at the Liaison Office to
ensure consistency of information and compliance with established rules and
procedures of data compilation and analysis;
·
Perform other related duties as
required.
Minimum
Qualifications:
Education: Secondary school education, preferably supplemented by courses
in a field related to WFP programmatic activities.
Experience: At least four years of progressively responsible support
experience in reporting, development, food and humanitarian assistance, food
security analysis, environment or other related field. Experience in
information management, reporting, data handling, monitoring and evaluation of
food security projects in a humanitarian context is desirable.
Language: Fluency in both oral and written communication in English is a
requirement.
Knowledge: Experience utilizing computers, including word processing,
spreadsheet and other WFP standard software packages and systems. General
knowledge of UN system administrative policies, rules, regulations and
procedures would be an added advantage.
