Manager, Supply Chain Management

Responsibilities

·         Overseeing all Supply Chain processes and procedures and compliance with the law;
·         Formulating and implementing supply chain and stores policies;
·         Providing advice to the accounting officer on implementation of procurement decisions;

·         Coordinating the development and implementation of procurement plans and budgets and administrative and logistics services outlining key activities to be undertaken;
·         Assessing potential organizational risks against the organization in the supply chain management;
·         Verifying of LSO/LPO and contracts;
·         Coordinating the development of detailed tender specifications and performance standards to facilitate procurement of capital equipment, goods and services in strict compliance to both government and donor procedures and regulations;
·         Conferring with vendors and suppliers to obtain product or service information such as price, availability and delivery schedule;
·         Coordinating and participating in procurement negotiations with suppliers and vendors to consider tender applications against approved technical specifications;
·         Developing, implementing and monitoring plan for preventive maintenance and repair of motor vehicles, equipment, machinery and physical infrastructure; and
·         Coordinating cost-effective disposal of obsolete machinery, equipment, furniture and other salvage goods in accordance with government and donor supplies policies and procedures.

Requirements

·         Master’s degree in any of the following disciplines:- Supply Chain Management, Commerce (Supplies Management option), Procurement or its equivalent qualification from a recognized institution;
·         Bachelor’s degree in Supply Chain Management, Business Management or its equivalent qualification from a recognized institution;
·         At least seven (7) years of relevant experience, three (3) of which should have been in supervisory position;
·         Certificate in Strategic Leadership course from a recognized institution;
·         Must have a current Procurement Professional Practicing Certificate from Kenya Institute of Supplies Management (KISM);
·         Membership to the Chartered Institute of Purchasing and Supplies (CIPS), and or Kenya Institute of Supplies Management (KISM);
·         Certificate in computer application skills and demonstrate proficiency in computer use and applications;
·         Comply with provisions of chapter six of the constitution;


Senior Legal Officer

Responsibilities

·         Conducting legal research and prepare legal briefs and opinions;
·         Developing effective defense strategies in preparation for legal proceedings;
·         Handling litigation matters where the Authority is a party;
·         Monitoring all cases by and against the Authority;
·         Liaising with Attorney General’s Office on litigation matters;
·         Liaising with external lawyers on all court matters;
·         Preparing and reviewing legal documents/instruments;

·         Gathering evidence in cases involving SASRA to establish and verify basis for legal proceedings and formulate legal defense or initiate legal action;
·         Safeguarding the interest of the SASRA in all legal matters;
·         Opening case files for cases instituted before the SASRA;
·         Opening, maintaining and updating case registers;
·         Preparing quarterly updates on court matters for presentation to the Board; and
·         Representing the Authority in court and/or other tribunals or administrative bodies in proceedings where the Authority is a party or has interest;

Requirements

·         At least five (5) years of relevant experience;
·         Have Bachelor’s degree in Laws (LLB) from a recognized institution;
·         Have Master’s degree in Law;
·         Have Postgraduate Diploma in Law from the Kenya School of Law;
·         Be an Advocate of the High Court of Kenya;
·         Have a valid practicing certificate;
·         Have Certificate in Management Course lasting not less than four (4) weeks from a recognized institution; and
·         Have demonstrated managerial, administrative and professional competence in work performance and results.
·         Comply with Chapter Six of the Constitution of Kenya, 2010,
·         Member of Law Society of Kenya

Legal Officer

SASRA Grade 5

Responsibilities

·         Preparing and reviewing legal documents/instruments;
·         Preparing legal opinions and legal briefs;
·         Drafting legal documents, leases and contracts;
·         Undertaking research on specific legal areas;
·         Identifying issues and areas for policy formulation and review;
·         Ensuring compliance with the policy, legal requirements and provisions in all the undertakings of the SASRA;
·         Advising the SASRA on all legal matters;
·         Representing the SASRA in litigations and other legal matters;
·         Safeguarding the interest of the SASRA in all legal matters;
·         Liaising with the Office of the Attorney General on legal matters; and
·         Ensuring safe custody of SASRA’s legal documents and records.
·         Assisting the Corporation Secretary in ensuring timely circulation of Board Reports.
·         Assisting the Corporation Secretary in carrying out the
1.   Board induction and training
2.   Updating the Board and Committee charters
3.   Preparation of Board work plans and reports
4.   Board evaluation
5.   Governance Audit

Requirements

·         Have at least three (3) years of work experience as a Legal Officer
·         Have Bachelor’s degree in Laws (LLB) from a recognized institution;
·         Have Postgraduate Diploma in Law from the Kenya School of Law;
·         Be an Advocate of the High Court of Kenya;
·         Member of the Law Society of Kenya.
·         Have a valid practicing certificate.
·         Have a Certificate in a Supervisory course lasting not less than two (2) weeks
·         Have proficiency in computer applications.
·         Meet the requirements of Chapter six of the Constitution of Kenya 2010
