Kenya Roads Board (KRB), was established by an Act of Parliament in 1999. The mandate of KRB includes managing the Road Maintenance Levy Fund and other funds used in the maintenance, rehabilitation and development of Kenya’s road network.
To enhance its operations, the Board is seeking to appoint experienced employees to undertake various assignments to further its mandate.
Deputy Manager, Legal Affairs
KRB Grade 8-9

Key duties and responsibilities include the following:
Reporting to General Manager, Legal and Corporate Affairs the successful applicant will perform duties in the Legal function including the following;
i. Ensure all laws and regulations that govern the operations of the Board are complied with at all times;
ii. Continuously Review KRB legal operating environment and provide legal counsel
iii. Assist in preparation and circulation of Agenda and facilitate smooth running of Board Meetings, preparing minutes in a timely manner (Company secretarial duties);
iv. Develop and manage the Board’s litigation cases in liaison with Attorney General or other Board’s external lawyers;
v. Vet all contracts or agreements proposed to be entered into between the Board and a third party;
vi. Assist in managing corporate planning and Quality Management Systems of the Board
Qualifications and Experience
i. Degree in Law
ii. An advocate of the High Court of Kenya;
iii. Member of Law Society of Kenya in good standing;
iv. Have a minimum of 5 years post qualification experience; exposure to the public sector will be an added advantage;
v. Exposure to a computerized environment;
vi. Excellent business communication and report writing skills;
vii. Good appreciation of strategic planning processes; and
viii. Meet the requirements of Chapter six of the Kenya Constitution 2010 on Leadership and integrity.


Deputy Manager / Engineer Planning & Programming

Reporting to the Manager, Planning & Programming the successful applicant will perform duties in Planning & Programming function including the following;
Key duties and responsibilities include the following:
i. Reviewing of all work programmes presented to KRB by the Road Agencies;
ii. Monitoring the implementation of delivery of works programmes;
iii. Review and formulation of appropriate rules, guidelines and procedures required for implementation of road works;
iv. Prepare status reports on Road Agencies compliance with KRB’s APRP planning and reporting guidelines;
v. Support the review of Road classification systems and road register
Qualifications and Experience
i. Have a degree in civil engineering or equivalent from a recognized university;
ii. Be a registered Engineer with Engineers Board of Kenya;
iii. Have a minimum of six (6) years practical experience in road planning, design, construction and maintenance;
iv. Have exposure to procurement systems and processes used by Government of Kenya;
v. Should have superior communication and interpersonal skills; and
vi. Meet the requirements of Chapter six of the Kenya Constitution 2010 on Leadership and integrity


Deputy Manager / Engineer – Technical Compliance

Key duties and responsibilities include the following:
Reporting to the Manager, Technical Compliance the successful applicant will perform duties in Technical Compliance function including the following;
i. Carrying out technical performance audits in roads works funded by Kenya Roads Board;
ii. Supervision of consultants carrying out audit inspections;
iii. Auditing road agencies’ processes and work policies and procedures and make recommendations or improvement;
iv. Perform post technical audit compliance reviews;
v. Ensuring analysis of organizational performance is achieved.
Qualifications and Experience
i. Have a degree in civil engineering or equivalent from a recognized university;
ii. Be registered by the Engineers Board of Kenya;
iii. Have a minimum of six (6) years practical experience in road planning, design, construction and maintenance;
iv. Have exposure to procurement systems and processes used by Government of Kenya;

Manager / Civil Engineer (Planning & Programming)

Reporting to the General Manager, the successful applicant will perform duties in Planning and Programming function including the following;
Key duties and responsibilities include the following:
i. Developing Work plans, Monitoring implementation and Evaluation of on-going works
ii. Review of Annual Road Works Programmes prepared by Road Agencies and recommend for approval
iii. Monitor Implementation of the Annual Road Works Programme;

iv. Support the Development of tools for Road Planning & Management;
v. Manage the Road Management Information System;
vi. Formulation and implementation of appropriate policies and programmes to enhance delivery of road maintenance works in the country;
vii. Evaluating Road Agencies’ processes, procedures and work programmes to determine their appropriateness and efficiency and suggest improvements to Road Agencies;
viii. Review of Road Classification Systems and maintain the road register;
ix. Undertake periodic road inventory and condition surveys in the country;
x. Participate in the development and implementation of the departmental Budget.
Qualifications and Experience
i. Have a Bachelor of science degree in Civil Engineering or in other relevant field
ii. Be registered by the Engineers Board of Kenya with at least four (4) years post registration experience
iii. Have served in the grade of Deputy Manager or in an equivalent position for not less than three (3) years;
iv. Have experience in road design, construction and maintenance of road works;
v. Experience in contract management, Road Management Systems and supervision of projects and work’s programming;
vi. Knowledge of procurement procedures;
vii. A Master’s degree in highway engineering or a relevant field will be an added advantage;
viii. Computer Knowledge needed to interpret technical data.

Manager / Civil Engineer (Technical Compliance)

Reporting to the General Manager, the successful applicant will perform duties in Technical Compliance functions of the Board including the following;
Key duties and responsibilities include the following:
i. Developing audit procedure guidelines, methodology for technical compliance and financial audits with detailed checklist and audit questionnaires;
ii. Carrying out technical performance and financial audits on road works funded by the Board to check compliance with the set standards, guidelines and procedures in order to ensure quality of works;
iii. Monitoring consultants and carrying out audit inspections to ensure adherence to KRB audit guide lines and procedures;
iv. Evaluating Road Agencies’ processes, procedures and work programmes to determine their appropriateness and efficiency and suggest improvements to Road Agencies/KRB;
v. Conducting post audit reviews and compile performance data from road agencies in order to report on implementing agencies compliance with prior audit recommendations and report to the Board accordingly;
vi. Follow up complaints relating to technical audits and ensure their satisfactory conclusion;
vii. Participating in the development of the departmental strategic plan to cover audits of Annual Work Programme and achieve its implementation;
viii. Participate in the development and implementation of the departmental Budget.
Qualifications and Experience
i. Have a Bachelor of science degree in Civil Engineering or in other relevant field
ii. Be registered by the Engineers Board of Kenya with at least four (4) years post registration experience;
iii. Have served in the grade of Deputy Manager or an equivalent position for not less than three (3) years;
