Preamble: The water sector in Kenya is undergoing major reforms aimed at improving the overall management of the sector. The reforms are premised on the National Policy on Water Resources Management and Development of 1999 and the Water Act 2002.
These instruments have set up institutional and regulatory framework embracing broader principles of decentralization, participation, autonomy, sustainability and efficiency in service delivery.
It is with this background that eight water services boards have been established across the country Rift Valley Water Services Board being one of the.
Pursuant to section 53 of the Water Act 2002, The Rift Valley Water Services Board is responsible for the efficient and economical provision of water services within its area of jurisdiction, which covers seven counties of West Pokot, Turkana, Elgeyo-Marakwet, Baringo, Nakuru, Nyandarua and Narok.
The Rift Valley Water Services Board, therefore, is seeking to recruit qualified, visionary and dynamic professionals to the following position:
General Manager – Corporate Services

The General Manager – Corporate Services will be reporting to the Chief Executive Officer responsible for, Corporate Services Functions of the Board.
He / She will further be charged with the responsibility of supervising, monitoring and implementation of functional objectives under the Finance Manager, Human Resources and Administration Manager, Planning and Strategy Manager, Corporate Communications Manager and Information Technology Manager
Job Description
·         Negotiating and signing the performance contract of the Board with the Chief Executive Officer
·         Signing performance contract with line managers
·         Ensuring that the performance Targets are achieved
·         Formulating and implementing sound financial policies, human resources policies, strategies and systems
·         Managing and all the Board’s internal and external financial reporting budgeting, and forecasting requirements
·         Overseeing production of timely and accurate monthly, quarterly and annual reports from all the divisions under your supervision.
·         Implementing financial accounting systems
·         Ensuring adequate controls that support the Boards. Financial operations efficiency and compliance
·         Procuring and distributing the Boards office equipments, services and assets
·         Overseeing management of human capital and administration function of the Board.
·         Contributing to the Preparation of the Boards, statutory and other reports required by Government or development partners
·         Contributing to the review and implementation of the Board’s strategic plan
·         Preparing and submitting quarterly and annual reports and performance reports of the department
·         Participation in the preparation of the Board’s, quarterly and annual performance reports of the Board.
·         Engagement of stakeholders in decision making and preparation of annual stakeholder’s forum.
·         Provision of strategic leadership
Job Specifications
a) Must have a bachelors degree in Commerce, Applied Statistics, Economics, Business Management or its equivalent
b) Must have CPA (K)
c) Must be a registered member of ICPAK
d) At Least ten (10) years experience in a relevant field in the public service of which five (5) years must be in management
e) Those with a post graduate qualification in a relevant field will have an added advantage
Personal Competencies
·         Demonstrate familiarity with donor funded projects and familiarity with water sector management
·         Sound knowledge and application of public finance management and public procurement procedures
·         Self driven and capable of working with minimum supervision
·         Must show and have ability to Multitask
·         Must have good verbal and written communication skills
·         Must be of age 40 and above
The successful candidate will be offered the position of General Manager – Corporate Services on an initial three (3) year contract and renewable subject to job performance.


General Manager – Technical Services

The General Manager – Technical Services will be responsible for planning and development, presentation and administration of all technical contracts of the Board.
He / She will be reporting to the Chief Executive Officer.
He / She will also be responsible for Supervision and monitoring of implementation of functional objectives under the Asset Development Manager, Rural Assets Development Manager, Asset Manager, Utilities/Project Manager, Water Quality Officer, Ground Water Manager, Engineering Assistants, Engineer- Planning & Design and Superintendent Water.
Job Description
·         Negotiating and signing the performance contract with the Chief Executive Officer
·         Signing performance contracts with line managers and ensuring that the targets are achieved
·         Coordination of all technical aspects related to corporate planning, design and implementation of water and sewerage infrastructure
·         Ensuring that design, construction and maintenance of standards are adhered to and maintained.
·         Coordination of all Board’s strategic and business plans for development of investments and Infrastructure
·         Contributing to development and promotion of relevant information technology in the department
·         Design and development of appropriate and cost effective models for water appropriation, storage , purification and distribution
·         Contribute to the preparation of the Board’s statutory and other reports required by Government or development partners.
·         Participating in the preparation of the Board’s quarterly and annual performance reports.
Job Specifications
a) Must have a Bachelor of Science Degree in Civil / Structural Engineering or its equivalent from a recognized Institution
b) Must be a registered member with relevant professional body
c) Ten (10) years experience in a relevant field in the Public Service of which three (3) years must be in Management
d) Those with post graduate qualification in a relevant field will have an added advantage

Chief Executive Officer

The Chief Executive Officer will be responsible to the Board of Directors, and shall be the principal officer of the board responsible for the overall leadership and implementation of the Board’s decisions and aspirations as may be outlined the performance targets and strategic plan.
Job Description
·         Providing overall leadership and administration of the operations of the Rift Valley Water Services Board under the guidance of the Board
·         Develop short corporate strategies for approval by the Board of Directors, for effective implementation of the strategies stipulated in the Board Strategic plan and establish proper internal monitoring and control systems and procedures.
·         Develop performance standards together with mechanisms for ensuring compliance therewith by Water Services Providers.
·         Manage internal multidisciplinary teams and external parties to ensure set objectives are met.
·         Promote Board image and develop good working relationship with all stakeholders and partners in Board’s area of jurisdiction
·         Develop networks and partnerships with development partners and spearhead donor collaborations, fundraising and project development within the Boards area of jurisdiction.
·         Direct and coordinate the Board’s operations and administration to ensure that the various organs of the Board operate in conformity with overall operational plans and performance targets
·         Advice the Board of Directors on expansion of business operations , investment planning and development of water service infrastructure.
·         Maintaining a conducive work environment for attracting, retaining and motivating employees.
·         Fostering a corporate culture that promotes ethical practices and good corporate citizenship.
·         Acting as the principal spokesperson of the Board.
·         Ensure compliance with Government’s policy and regulatory guidelines and directives including the chapter six of the COK 2010.
Job Specifications
·         Must have a Bachelors degree preferably in Civil Engineering or its equivalent from a recognized university
·         A postgraduate qualification in a relevant field will be an added advantage
·         Must be a registered member of a relevant professional body
·         At least fifteen (15) years progressive and relevant work experience in the public service of which five (5) years should have been in a senior management level.
Personal Competencies
·         Demonstrate familiarity with donor funded projects and familiarity with water sector management
·         Exceptional visionary leadership and negotiation skills with capacity to engage with local, regional and international organizations
·         Excellent communication and presentation skills
·         Self driven and capable of working with minimum supervision
·         Sound knowledge and application of public finance management and public procurement procedures
·         Understanding the cross cutting issues in the board area of jurisdiction and various unique challenges.
·         Effective conflict and dispute prevention and resolution among water service users and dispensers within the Board’s area of jurisdiction.
·         Must be of age 40 and above
The successful candidate will be offered the position of Chief Executive Officer on an initial three year contract and renewable subject to performance.
Remuneration will be base on the Board’s salary structure directed and issued by the Salaries and Remuneration Commission.
Other requirements that a successful candidate will be required to possess are:
·         A valid Police Clearance Certificate (Certificate of good conduct) from directorate of Criminal Investigation;
·         A Clearance Certificate by Higher Educational Loans Board
·         A Clearance Certificate by Credit Reference Bureau
·         Certificate of tax compliance from Kenya Revenue Authority
