The National Authority for the Campaign Against Alcohol and Drug Abuse (NACADA) was established vide an Act of Parliament in July 2012, and mandated to coordinate a multi-sectoral effort aimed at preventing, controlling and mitigating the impact of alcohol and drug abuse in Kenya.
NACADA wishes to recruit a dynamic, result-oriented and self-driven Kenyan citizen to fill the following vacant position:
Job title: Chief Executive Officer

Job Description and Responsibilities
a) Principal Accounting Officer of the Authority;
b) Providing strategic leadership to the Authority and ensuring proper day to day management of the Authority;
c) Facilitate the development and implementation of the Authority’s strategic plan;
d) Overseeing proper financial management in the Authority;
e) Preparing the Annual Budget and presentation of the same to the Board for approval;
f) Submitting the Approved Budget to Government;
g) Presenting annual financial statements to the Board for approval;
h) Submitting approved Financial Statements to Office of Auditor General for Audits as per the Law;
i) Responding to all audit queries by the Office of Auditor General;
j) Ensuring that all procurements in the organization are undertaken in accordance with the prevailing procurement laws;
k) Ensuring strict adherence to the Procurement Plan;
l) Ensuring that there is proper Human Resource Management in the organization;
m) Ensuring all activities of the Authority are carried out in compliance with the existing laws;
n) Ensuring implementation of Authority’s programmes, project and activities;
o) Implementing Board policies and decisions;
p) Developing, negotiating and implementing the Performance Contract signed between the Board and the Government;
q) liaising with the national and county government to ensure effective coordination and response in the campaign against alcohol and drug abuse;
r) Liaising with development partners for resource mobilization;
s) Ensuring that expenditure is strictly within the approved budget;
t) Overseeing the Development and implementation of a robust risk management framework.
Job Specifications
For appointment to this position, a candidate MUST have: –
i. At least fifteen (15) years working experience in a related field, five (5) of which shall be in senior management;
ii. Bachelor’s Degree in a related field from a recognized institution
iii. Masters degree in Management/Administration or in a related field from a recognized university;
iv. Certificate in Leadership Course from a recognized institution;
v. Demonstrate high degree of professionalism and competence;
vi. Proficiency in computer applications;
vii. Good interpersonal relations, high leadership qualities and integrity; and
viii. Demonstrate values of governance as provided in Chapter Six of the Constitution of Kenya.


Job title: Corporation Secretary & Manager, Legal Services

Responsible to the Chief Executive Officer, the Corporation Secretary / Manager, Legal Services will oversee the following key responsibilities:
a) Oversee the management and supervision of employees for the Legal Department;
b) Providing the Board Chairman, directors and the entire Board with guidance and advice in the discharge of their duties and responsibilities, in particular compliance with applicable laws, regulations and codes of governance.
c) Ensuring that the directors and management operate within the legal authority framework as governed by the Act.
d) Monitoring organization’s compliance with various laws, regulations and policy guidelines;
e) Filing periodic statutory returns with the regulators;
f) Maintaining updated statutory books and records for NACADA on:
i. Present and past directors and secretaries.
ii. Any charges on the company’s assets.
iii. Minutes of Board meetings.
g) Registering NACADA’s documents as Intellectual Property;
h) Providing safe custody for all NACADA contracts and agreements with executive summary for each for ease of reference;
i) Coordinating the publication and distribution of NACADA’s annual report and accounts in consultation with the internal and external advisors;

j) Responsible for drafting the governance section of NACADA in the annual report and ensuring that the reports are made available to relevant stakeholders according to the relevant regulatory requirements;
k) In consultation with the CEO, ensuring proper constitution of Board Committees with clear terms of reference for effective functioning and in line with the best industry practice.
l) Formulating meeting agenda for the Board and Board Committees in consultation with the Board Chairman and/or the Chief Executive Officer;
m) Advise management on content and formulation of Board papers;
n) Ensure timely preparation and circulation of Board and Committee papers and minute;
o) Accurately record minutes of all Board meetings;
p) Manage and make follow up on Board actions from Board minutes;
q) Ensure regular update of the following Governance Documents:
i. Board Charter
ii. Board Work plans
iii. Conflicts of interest
iv. Statutory Registers
v. Gift Register
vi. Contracts Register
r) Ensuring that an annual Governance audit is carried out by an accredited, competent and qualified professional
s) Ensuring that effective Board and committee annual evaluations are conducted by an external facilitator on Board, committee and individual director basis.
t) In consultation with the Chief Executive Officer, initiate induction of new directors of the Board;
u) In consultation with the Human Resource and Administration Manager, identify relevant and suitable training for Board Directors;
v) Any other duties that may be assigned.
Job Specifications
i. Eight (8) years relevant working experience, with at least 3 years at senior management level
ii. Bachelor’s degree in Law and Postgraduate diploma in Law
iii. Master’s degree in Law, Masters in Business Administration, Economics or related field
iv. Be a Certified Public Secretary of Kenya
v. Current and valid registration as a member of LSK and ICPSK
vi. Senior Leadership course lasting not less than four weeks
vii. An advocate of the High Court.


Job title: Director, Corporate Services

Responsible to the Chief Executive Officer, the Director will oversee the management of the Finance and Accounts, Human Resource and Administration, Information and Communication Technology and Corporate Communication functions of the Authority.
Job Description and Responsibilities
The job will entail the following key responsibilities:
a) Overall management of the core functions of the Corporate Services Department;
b) Coordinating and overseeing recruitment, selection, placement and promotion of human resource in the Authority;
c) coordinating the development and implementation of the vision, mission and strategic plan of the Authority;
d) Coordinating the preparation of respective board papers for Finance and Human Resource Board committees;
e) Designing and implementing an Accounting and Financial management system;
f) Ensuring prudent management of financial, human and physical resources of the Authority;
g) Coordinating and overseeing the preparation of quarterly and annual financial reports and statements of accounts;
h) Coordinating the formulation and the implementation of financial & human resource policies and strategies;
i) Ensuring efficient, effective, professional and sustainable human resource and administrative systems within the Authority;
j) Coordinating the Authority’s preparation and implementation of the annual budgets;
k) Coordinating the designing and implementation of performance management systems within the Authority;
l) Coordinating constitution and facilitation of all committees in the Authority;
m) Coordinating the development of a communication strategy for NACADA;
n) Coordinating the development of the Authority’s Corporate Communication Strategy and oversee its implementation; and
o) Coordinating the branding of the Authority and promote such nationally and internationally.
Job Specifications
i. At least ten (10) years’ work experience, five (5) of which must have been at a managerial level in Finance, Human Resource and Administration, legal services or related field;
ii. Bachelors degree in Commerce, Business Management, Human Resource, Finance, Economics or related discipline;
iii. Masters degree in Management, Finance, Economics or related discipline;
iv. Must be a member of a relevant professional body in good standing;
v. Certificate in a Leadership Management Course from a recognized institution;
vi. Excellent communication, administration and presentation skills;
vii. Good standing and of high integrity;
viii. Meet requirements of Chapter Six of the Constitution;
ix. Proficiency in computer applications; and
x. Demonstrated managerial, administrative and professional competence in work performance.
