The Anti-Counterfeit Agency was
established under the Anti-Counterfeit Act 2008 as a State Corporation with the
mandates to enlighten and inform the public on matters relating to
counterfeiting, combat counterfeiting, trade and other dealings in counterfeit
goods, devise and promote training programs to combat counterfeiting and
co-ordinate with national, regional or international organizations involved in
combating counterfeiting.
Responsibilities
The Chief Legal Officer is
responsible to the Deputy Director Enforcement and Legal Services and will be:-
·
Coordinating the implementing the
provisions of all the legislations administered by the Agency;
·
Facilitating out of court settlement
between parties in a counterfeit matter.
·
Reviewing legal
documents/instruments.
·
Preparing opinions and briefs papers
and memoranda;
·
Providing legal advice;
·
Attending court on behalf of the
Agency; and
·
Perform any other duty as may be
assigned by the management.
Qualifications
For appointment to the grade of Chief
Legal Officer, a person must have:-
·
Master’s degree in Law or
Business Management/Administration;
·
Bachelor of Laws (LLB) degree from a
recognized institution;
·
Must be an advocate of the High Court
of Kenya in good standing;
·
At least ten (6) years working
experience, three (3) of which must have been at a Managerial level in
litigation;
·
Demonstrated managerial,
administrative and professional competence in work Performance;
·
Attended a Senior Management Course
not lasting less than four (4) weeks.
Supply Chain Management Officer II
Job Reference: ACA/SCMO/8
Responsibilities
Supply Chain Management Officer II is
responsible to the Chief Supply Chain Management Officer for:-
·
Following-up with suppliers on all
pending deliveries;
·
Advising on pending orders in the
store for replenishment;
·
Carrying out procurement of Air
tickets and follow-up on the same;
·
Opening and carrying out price
analysis of requests for quotations;
·
Following-up delivery from suppliers;
·
Carrying out the direct Purchases of
low value items;
·
Filing and maintaining procurement
documents;
·
Preparing Local Purchase Orders /
Local Service orders for timely authorization and dispatch to suppliers;
·
Compiling and availing supporting documentations
for payments;
·
Facilitating photocopying and
distribution of documents;
·
Perform any other duty as may be
assigned management .
Qualification
Supply Chain Management Officer II will perform a variety of
procurement duties of limited scope and complexity under appropriate guidance
and supervision of Chief Supply Chain Officer. For appointment to the grade of
Supply Chain Management Officer II, the candidate must have:

Bachelor degree in Business Administration
procurement/ Social Sciences/Purchasing/Commerce/ Economics or related
discipline;
·
CIPS professional Level II
·
at least two (2) years working
experience in Supply Chain Management;
Legal Officer

within the Ministry of Industrialization. Although the Act was passed by
Kenya’s Parliament in 2008, it came into force on 1st July 2009 with the
principal aim of prohibiting trade in counterfeit goods. The Agency came into
operation in June 2010.
Responsibilities
The Legal Officer I is responsible to
the Senior Legal Officer and will:-

Draw legal documents and opinions;
·
Draft charges;
·
Attend court ;
·
Compile and file court documents;
·
Requisition and receive legal
documents;
·
Draw and file pleadings in court;
·
Provide legal advice;
·
Correspond with external lawyers; and
·
Perform any other duty as may be
assigned by the management
Qualification
For appointment to the grade of a
Legal Officer I, a person must have: –
·
Bachelor of Laws (LLB) degree from a recognized
institution.
·
Must be an advocate of the High Court
of Kenya in good standing.
·
At least three (3) years working
experience in litigation.
·
Demonstrated administrative and
professional competence in work performance. and
·
Attended a supervisory course from a
recognized institution.
Chief Supply Chain Management Officer

Preparing papers for relevant tender
committees as per Commission guidelines;
·
Preparing of contracts agreements as
per established procedures
·
Participating on tender opening and
commercial analysis in liaison with other departments, Section and Units
·
Participating in the development,
implementation of the procurement policy and procedures for the Commission
·
Receiving requisitions from the
departments/units for development of procurement schedule
·
Preparing and send out tender bidding
documents/requests for regular and specialized supplies of goods and services
·
Scheduling procurement in line with
the budget;
·
Participating in ensuring that Best
Practices are employed in the supply chain management;
·
Facilitating prompt and accurate
delivery of goods, services or equipment following the award of tenders or
orders;
·
Facilitating receipt, verification,
inspection and posting (into stock cards) of ordered goods, to ensure
compliance to order specifications;
·
Preparing inventory coding,
classification, ensuring proper inventory control without pilferage;
·
Monitoring usage of purchases and
supplies to ensure that irregularity, duplication and wastage is minimized;
·
Preparing tender schedules before
awarding of local purchase orders, and local service orders;
·
Participating in carrying out
periodic stock takes;
·
Perform any other duties as may be
assigned by management.
Qualification
For appointment to the grade of
Chief Supply Chain Management Officer, a person must have:-

Master’s degree in Business
Administration procurement/ Social Sciences/ Purchasing/Commerce/ Economics or
related discipline
·
Bachelor degree in Business
Administration procurement/ Social Sciences/Purchasing/Commerce/ Economics or
related discipline;
·
At least six (6) years working
experience, three (3) of which must have been at a managerial level in Supply
Chain Management;
·
CIPS professional final stage;
·
Attended a Senior Management Course.
·
Membership of a relevant professional
body in good standing;
Anti-Counterfeit Inspector II

intellectual property rights owners;
·
Conducting raids on suspected
counterfeit goods;
·
Entering, inspecting, seizing and
detaining suspected counterfeit goods;
·
Drafting charge sheets and filing
cases in courts;
·
Ensuring safe custody of exhibits by
maintaining inventory;
·
Taking part in compiling court
files/cases;
·
Sampling goods for testing and
analysis;
·
Compiling reports on suspected
counterfeit goods;
·
Ability to write statements and
presentation of evidence before court;
·
Ability to work under pressure and
with minimum supervision
·
Performing any other duty as may be
assigned by management
Qualifications
For appointment to the grade of
Anti-Counterfeit Inspector II, a person must have:-
·
Bachelor’s degree in Criminology, Law
or related disciplines from a recognized institution;
·
At least two (2) years working
experience in litigation, criminology or law enforcement;
·
Demonstrated administrative and
professional competence in work performance; and
·
Professional membership in the
related fields above will be an added advantage.
