Job Summary: To provide technical leadership and ensure effective implementation of clinical care program in the public health project.

ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:
1. Provide technical direction to technical teams and implementing partners and other agencies in the implementation of comprehensive HIV care and treatment program, including pediatric care, ART, PMTCT, TB and HTS

·         Experience in the providing care and treatment and use of ARV drugs.
·         Familiarity with decentralized public health systems.
·         Excellent computer skills in MS Office Suite.

Job Title: Senior Technical Officer – Continuous Quality Improvement (CQI)

JOB SUMMARY: The primary function of this position is to facilitate the implementation of the KQMH in project-supported health facilities and sites.
The Technical Officer, CQI, will be responsible for making available all relevant current National Guidelines, Policies and Standards of service delivery in HIV prevention, care and treatment, including PMTCT, pediatric and adolescent care to service delivery teams and providers and facilitating their translation to implementation interventions that are supported by the project.
Working in close collaboration with the Sub – County Health Management Teams, the Project M&E staff, and other Senior Technical Officers, the STO CQI will facilitate the functions of the sub-county and facility quality improvement teams (QITs) to adapt and monitor indicator dashboards, develop and implement continuous quality improvement plans.

ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:
1. Translating the project-supported package of service delivery interventions into service-level standards or operating procedures consistent with national guidelines and policies Review, analysis and assessment of service delivery data and reports for compliance with set quality standards
2. Provision of direct technical assistance and mentoring to quality teams and service delivery providers offering service interventions using evidence from analyzed service delivery data

Participating in the dissemination of results to the facility management and quality teams and facilitating the facility-wide adoption of CQI practices across key service delivery interventions.
8. Recommend and support the skills and knowledge update training to service providers in conjunction with the outreach mentorship and supervision teams.

·         Completed training in Quality Improvement models and participated in quality improvement projects for clinical interventions.
·         Computer literate and competent in the use of ICT resources.

ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES
·         Lead design of strategies and innovations, including adaptation of evidence-based approaches for increasing access to quality health services by women, girls and children while also addressing low uptake of HIV prevention, care, and treatment by men, either for themselves or on behalf of their families and partners
·         Provide technical support and guidance to sub-contractors and implementing partners on integration of gender strategies into their work.
·         Contribute gender, youth, and social inclusion analysis (including a gender norm mapping exercise) to inform program design
·         Contribute to the development of a comprehensive strategy to address gender-related issues to impact access and coverage for HIV prevention, care, and treatment services, especially by Adolescents, Youth, Women and Girls (AYWG)
·         Provide technical assistance to institutionalize successful approaches in gender, youth and social inclusion;
·         Provide guidance on best practices in the field.
·         Review social and behavior change communication and group education materials that seek to transform norms on gender and gender-based violence to ensure they are gender-sensitive and transformative.
·         Adapt trainings for health providers on issues such as respectful care, gender sensitive health service delivery, gender-based violence and engaging men in health.
·         Conduct supportive supervision to ensure that the above has been well applied in health services, education and outreach.

JOB SUMMARY: Provides laboratory mentorship with technical assistance, capacity building, training, and quality assurance services. In addition, prepares laboratory procedures and manuals and trains staff in their use.
Prepares reports and supports the follow-up of technical assistance and assessment visits to include corrective actions and capacity building initiatives to medical laboratories serving the public health project
ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:
Working closely with Senior Technical Officer – Laboratory as well as regional multidisciplinary mentorship teams and capacity laboratory in providing technical assistance to ensure and enhance the quality of laboratory services. Specifically, the key responsibilities are:
1. Work closely with facility based laboratory staff to provide laboratory technical assistance as needed and requested as part of overall mentorship improvement schemes.
2. Provide mentorship and coaching, OJT and support supervision of laboratory and other staff on laboratory related services and procedures in the respective regions
3. Ensure good laboratory networks for sample shipping and timely results delivery in supported regions
4. Support the preparation and delivery of trainings to laboratory staff (including general laboratory technician training and laboratory supervisor training) and training-related services.
5. In close collaboration with laboratory management support the follow-up of needed corrective and preventive actions.
6. Assist laboratories and capacity laboratory hire with development of routine SOP development and internal quality control interpretation/EQA.
7. Support selected laboratories with preparation towards the implementation of ISO15189/WHO-AFRO accreditation process.
8. Provide laboratory improvement report of all the laboratories within his/her allocated region within the agreed time period.

JOB SUMMARY: The Technical Officer – HIV Care and Treatment will be responsible for providing strategic direction in care and treatment, mentorship, coaching and regular updates to clinical mentor’s service providers in the area of both pediatric and adult HIV care and treatment.
They will be responsible for working closely with the service providers to ensure that the quality of care is sustained across the program as defined by the MOH quality standards.
ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:
1. Provide strategic direction in HIV care and treatment program in the region assigned in liaison with the project senior care and treatment team
2. Provide mentorship, coaching and updates to service providers at the CCC/MCH/TB clinics to offer patients quality care and treatment services according to the national guidelines and standards.
3. Supporting accelerated HIV care and treatment efforts directed towards increasing enrolment of HIV infected children and adolescents
4. Ensure that project-supported clinical care activities at ART/PMTCT/TB sites conform to Kenya National HIV care and treatment guidelines and the project standards.
5. Ensure the set targets across the 90-100-90 targets for the region assigned are met
6. Ensure that all targets and activities in the annual work plan in line with care and treatment are achieved in the region assigned
7. Support the service providers by recommending relevant treatment and care for the patients with opportunistic infections and recommend initiation of ART treatment in accordance with the MOH recommended guidelines.
8. Spearheading continuous quality improvement (CQI) implementation in supported facilities
9. Partnering with MOH Sub County teams in offering orientation training and technical updates to service providers
10. Liaise with other project staff working in the facility and community to address all issues across the 3 90s and issues of defaulter tracing, HIV prevention and addressing other social determinants of health to mitigate the impact of those affected and infected by HIV.
11. Support facilities to institute differentiated service delivery models, and systems for inter and intra facility referrals.
12. In collaboration with the facility management, establish facility Multidisciplinary teams and ensure their functionality.
13. Participate in data review at facility and regional level and support data for decision making at project, county and facility levels
14. Ensure quality of care is attained for patients seeking the services.
15. Ensure the documentation of appropriate services rendered to the patients is done in the relevant service registers.
16. Perform other related duties as assigned.

S/He will mentor health service providers on the pharmaceutical management information system, pharmacovigilance tools and provide policy updates on HIV management including ART.
Recruitment is contingent upon successful award and the selection of the final applicant is subject to USAID approval.
ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES:
·         Provide updates to the service providers on the revised ART policies and SOPs.
·         Provide mentorship and coaching on ART adherence preparation of new patients, dispensing medication use and counseling.
·         Provide support supervision on monitoring ART adherence (using multiple approaches).
·         Provide support in counter-checking drug dosages and formulations.

Position Title: Monitoring and Evaluation Officer

JOB SUMMARY: The Monitoring and Evaluation Officer assists in the coordination of monitoring and evaluation activities of the HIV Service Delivery Support Activity – Rift Valley at county, sub county, facility and community level, focusing specifically on capacity building of health care workers, SCHRIO on DHIS2, implementing partners staff on programs systems for collecting data for measuring project implementation, quality assurance, documentation and reporting.
The position contributes to the implementation of M&E activities in accordance with guidelines stipulated by USAID and GOK.
The position provides regular updates to project staff on progress towards implementation of the work plan, and designing M&E methods for demonstrating program outcomes and impact.
DUTIES AND RESPONSIBILITIES
·         Coordinate collection of program activity data to ensure accuracy, completeness and timeliness within assigned sub counties Ensure sub counties/implementing partners have a functional system for data collection, management, analysis and synthesis of monitoring data in line with GOK/USAID requirements
·         Ensure that implementing partners/health care workers understand USAID/GOK reporting requirements including use of tools, indicator definitions and reporting through continuous job training/mentorship,
·         Continuously identify data tools requirements and provide logistical support to ensure constant availability of approved standardized tools to facilities and partners in assigned sub counties.
·         Building capacity of partners and health care workers in data management including basic analysis and use of data for program improvement,
·         Disseminate program results at sub county progress review meetings and other stakeholder forums,
·         Build skills and capacity of SCHMTs and partners to ensure data quality including ability to conduct Routine Data Quality Assessments,

BASIC FUNCTION: Working closely with the mentorship team in conjunction with the Monitoring and Evaluation Officer and MDT Team Leader, the Health Records Information Officer will be responsible for mentoring health workers in various health facilities to maintain service registers, conducting regular data quality assessments activities, ensure accurate and timely facility reports and support facilities to run basic data analysis for decision making.
S/he will be required to maintain confidentiality and integrity for the facility data as directed.
ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES
1. Ensure facilities have standard data collection and reporting tools
2. Support facility based service providers to update health records and registers in line with national guidelines including the EMR
3. Verify data based on MOH defined service standards.
4. Support and mentor health workers on data utilization for decision making.
5. Responsible for ensuring data quality is maintained.
6. Support health workers in conducting regular data quality assurance.
7. Actively follow-up facilities to ensure that commonly agreed data management improvement plans are followed and monitored by all parties.
8. Provide basic data summaries to facility as required from time to time.
9. Support facilities to maintain data confidentiality and security.
10. Support facilities to use data for decision making.
11. Other duties as assigned by supervisor from time to time.
MINIMUM REQUIREMENTS STANDARDS:
·         Diploma in Statistics/Health Information Systems/Information Technology with at least 4 years work experience in data management systems and experience in use of MOH tools.
·         Experience in training is an added advantage.
·         Computer proficiency in MS Office Suite and word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Epi Info, Stata. Good organizational, planning, interpersonal and communication skills

ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES
1. Managing Petty cash as below:
·         Reimbursing expenses falling under petty cash
·         Timely requisitioning of petty cash at field level.
·         Ensuring completeness of all petty cash vouchers: proper back up, complete approval by relevant officers, continuous referencing & accuracy of the figures.
2. Manage Program advances in the county offices as below :
·         Receiving advances from Nakuru & dispatching to the relevant officers.
·         Making payments to participants.
·         Follow up with Staff on due advances for retirement.
·         Help put together returns for the advances retirement in a timely manner.
·         Verification for completeness of all retirement returns: arithmetical accuracy, stamping paid, complete approvals & full back up on the returns.
3. Timely banking of cash refunds for monies received at field level and communicating to Nakuru office.
4. Maintain well updated & accessible Finance files at field level (retirement returns, petty cash, cash reconciliations & any other correspondence finance information).
5. Support program staff in making cash payments in meetings/workshops.
6. Work closely with Nakuru Finance team to help capacity build program staff on a need basis.
MINIMUM REQUIREMENTS STANDARDS:
·         At least CPA Part 1 or II.
·         Minimum 1-3 years of progressive working experience in similar environment with adequate exposure to project accounting, financial management including budgeting, grants and contracts.
·         Understanding of finance records reconciliations.
·         Must have demonstrable hands-on experience with an accounting system.
·         Experience working with an international organization and a University degree in Commerce or Business Accounting will be an added advantage.

BASIC FUNCTIONS: The Technical Officer-Systems Specialist will be part of the M&E team at HIV Service Delivery Support Activity – Rift Valley and will work under the direct supervision of the Director M&E Under guidance of the Director M&E, he/she will lead the development and maintenance of a comprehensive HMIS platform including GIS and information resource to support the management and reporting of complex information.
Provide advice on software and hardware needs.
He/she will participate in other activities related to HMIS, research, targeted evaluation, surveillance surveys and monitoring and evaluation as well as provide assistance and training to system users.
ESSENTIAL JOB FUNCTIONS: DUTIES AND RESPONSIBILITIES
Database Design and Development:
·         Lead the development, adaption/improvement of existing automated performance reporting systems, including enhanced user interfaces and compatibility across reporting systems using Java, Access, Visual Basic and SQL in response to meet project information needs
·         Develop and maintain a GIS database and mhealth solutions to meet project needs
·         Develop and maintain repository database for EMR data from support health facilities
·         Ensure adequate and up to date documentation of database applications.
·         Provide technical guidance in the installation of developed applications, lead in writing application manuals, user manuals.
·         Ensure ongoing maintenance and technical support to users of database applications.
·         Perform needs assessment and works with Technical staff at project and implementing partner level to determine feasibility of development of new databases and enhancements or modifications to existing databases
·         Develops and ensures adherence to data management policies e.g. USG to ensure the security and confidentiality project data.
·         Monitors staff compliance with confidentiality policies to assure that security standards are met.
·         Develop standardized programming and data documentation procedures relevant to the data systems.
Maintains project databases for routine data, reporting data quality and service quality assessments.
·         Monitors and optimizes database design, content, structure and other management issues.
·         Develop a monitoring schedule for backup and recovery of all databases. Takes appropriate measures to ensure the security of the data.
·         Recommends hardware and software upgrades to the database server as needed including m-health solutions
·         Development of data procedural protocols, update, and reviews.
Hardware and Software:
·         Oversees the management of hardware and software as related to the operations of the databases and m-health solutions including system development and maintenance, recommends purchase of new hardware and software maintenance of records and reports relating to database operations and data/project archives.
·         Provide leadership in the use of electronic medical related software and m-health solutions
·         Perform miscellaneous job-related duties as assigned by the Supervisor or Project Director
Health informatics
·         Set up systems to support data analytics and develop data visualization and analysis products for performance tracking and program quality improvement
·         Create and maintain the GIS database and designs the tools necessary for loading / transferring GIS data between different systems.
·         Write formal metadata documentation, according to standard, as well as informal documentation for GIS data resources
·         Analyze GIS data to identify spatial relationships, or display the results of analyses; review GIS data for currency and accuracy; document the parameters and context of GIS data; perform geospatial modeling or spatial analysis; and create thematic maps for program purposes.
·         Develop web based and mobile GIS application, customizes desktop GIS software to facilitate end user training and ease of use; trains users and provides support for desktop applications
REQUIREMENTS: KNOWLEDGE, SKILL AND ABILITIES
·         Experience in database development including GIS, management information systems and health informatics
·         Experience in developing mobile applications
·         Experience using online and new technologies for knowledge sharing and collaboration a plus.
·         Demonstrated experience assessing users’ data needs and designing user-friendly IT solutions to promote strategic decision-making throughout the project life cycle.
·         Experience in development of training manuals and in training users on databases
·         Keen to maintain data security and data quality systems
·         Good planning and organizational skills Tact and diplomacy in dealing with implementing partners
MINIMUM REQUIREMENTS STANDARDS:
·         Bachelor of science degree in Computer Science, Health Informatics, Mathematics or related field with 5-7 years relevant experience or Masters’ degree with 3-5 years relevant in field.
·         Solid experience in database development, web-based reporting systems, management information systems, health informatics, GIS tools, information storage and security, data quality assurance, mobile/SMS technologies, and other relevant technologies.
·         Demonstrated programming skills using either Visual Basic, Java, MySQL, SQL, Dreamweaver, JavaDb, python or Arc Objects
·         Computer proficiency in word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Excel, Epi Info, Stata, and Ms Access.
