The Kenya National Commission for UNESCO is a State Corporation established under the KNATCOM Act of 2013 which aims to advance UNESCO’s agenda in Kenya by contributing to peace and sustainable development through promotion of international standards and best practices in the five fields of UNESCO’s competence namely: Education, Natural Sciences, Social & Human Sciences, Culture and Communication & Information.

To enable it fulfill its mandate, the Commission wishes to recruit a dynamic, result-oriented and self-driven person to fill the following vacant position specifically under the terms and conditions advertised:

Job Title: Deputy Director of Programme - Environment and Bio-Diversity Division
 


Grade: KNC 8

Purpose of the Job: To ensure policy implementation and management of the Environment and Bio-diversity Division under the guidance of the Programme Director, Natural Sciences.

Function of the Environment and Bio-diversity Division: The Division exists to achieve a dual function of ensuring Kenya is well represented in UNESCO and that UNESCO’s presence is visible in Kenya. 

Specifically, work in the Division entails: 
·                     participation in UNESCO Environment and Bio-diversity international meetings and processes; 
·                     contribution to UNESCO Environment and Bio-diversity activities; 
·                     provision of expert advice to government on UNESCO Environment and Bio-diversity matters; 
·                     co-ordination of ratification of UNESCO Environment and Bio-diversity related conventions and protocols;
·                     formulation, implementation and evaluation of UNESCO Environment and Bio-diversity activities in Kenya; 
·                     promotion of UNESCO Partnerships & collaborations in Environment and Bio-diversity ; 
·                     mobilization of resources for UNESCO Environment and Bio-diversity activities; 
·                     capacity building on UNESCO’s Environment and Bio-diversity agenda; 
·                     dissemination and creation of awareness on UNESCO Environment and Bio-diversity activities; 
·                     collaborating with UNESCO and other UN agencies on Environment and Bio-diversity issues; and 
·                     nomination of candidates for UNESCO Environment and Bio-diversity prizes, awards, fellowships, scholarships, study grants and posts.
The Division shall form part of the secretariat to the Natural Sciences Programme and Expert Committee.

Job Profile

Duties and Responsibilities: 
The officer will be responsible to the Deputy Secretary General, Technical Programmes through the Programme Director, Natural Sciences for the development and implementation of UNESCO Environment and Bio-diversity programmes and activities in a results oriented and timely manner to achieve the Corporations’ goals, objectives and agreed performance targets. 

This will entail inter alia:
 
Environment and Bio-diversity Division
 
Duties
1.           Be responsible for the day to day operations of the Environment and Bio-diversity Division and achievement of its functions and objectives;
2.           Develop and implement the Division’s annual operational plans, performance contract and budget;
3.           Recommend to the Programme Director effective processes, systems and internal controls in the Division including succession plans;
4.           Coordinate the formulation, execution and communication of UNESCO related Environment and Bio-diversity Division policies, strategies, and plans and ensure their evaluation thereof;
5.           Prepare relevant Environment and Bio-diversity Division policy and technical papers and provide follow up activities as may be required;
6.           Mobilize technical support for the execution of the Division’s programmes and activities
7.           Serve as the focal point of the Environment and Bio-diversity Division;
8.           Promote effective partnerships and collaborative networks within the Environment and Bio-diversity Division sector;
9.           Develop relevant programme and project proposals for implementation
10.        Be responsible for stakeholder management dealing with the Environment and Bio-diversity Division;
11.        Facilitate and support the activities of the Natural Science Programme and Expert committee; and
12.        Any other tasks as may be assigned by the Secretary General/CEO.
Job Specifications
 
Academic & Professional Qualifications
·                     A minimum of a Master’s degree in Environmental Sciences from a recognized and accredited institution
Experience
·                     Minimum of fifteen (15) years continuous experience in the Environment and Bio-diversity management profession of a reputable organization with at least three (3) years’ experience in an equivalent or comparable senior management position dealing with leadership or management responsibilities
·                     Demonstrated proven ability and results in managing national and/or inter-sectoral functions
·                     Demonstrated good industry knowledge of the environment sector and ongoing reforms
·                     Demonstrated knowledge and experience in the formulation and/or implementation of international environmental agreements/conventions/protocols and priorities;
·                     Demonstrated good international exposure in international meetings and processes
·                     Demonstrated experience in national environmental policy formulation and implementation processes

Duties and Responsibilities: The officer will be responsible to the DSG, Corporate Support Services for the coordination and implementation of the general administrative services in a results oriented and timely manner to achieve the Corporations’ goals, objectives and agreed performance targets. 

This will entail inter alia:
1.           Provide leadership and guidance within the Administration Division;
2.           Assist in coordinating general administration and planning activities;
3.           Develop and implement the budget, annual operational plans, and performance contract of the Division;
4.           Coordinate the formulation of the Division’s internal policies, strategies, and plans and ensure their implementation thereof;
5.           Assist in coordinating the establishment of effective and efficient administrative structures, processes, systems and internal controls;
6.           Ensure a safe, secure, modern and risk averse holistic work environments;
7.           Monitor and ensure the Commissions effective compliance to statutory regulations;
8.           Ensure timely preparation of relevant quarterly and annual reports;

·                     Being a registered Member of a relevant professional body will be an added advantage 
Experience

Function of the Accounting Unit: This Division exists to perform the following functions: accounting policies development; managing accounts payable (money out); managing accounts receivable and revenue tracking (money in), handling payments; taxation and cash flow control, revenue collection and receipting; cash security; reconciliation of payments; inventory management; debtors collection; monitoring property accounting; cost analysis; preparation of accounting reports and security of accounts.

Job Profile

Duties and Responsibilities: 
The Officer will be responsible to the Finance Manager for the management of the Accounts Division in a results oriented and timely manner to achieve the Corporations’ goals, objectives and agreed performance targets. 


This will entail inter alia:
1.           Coordinate the day to day business of the Accounts Division.
2.           Assist in formulating the accounting policies, strategies, plans, and establish proper internal accounting controls and their evaluation thereof;
3.           Establish effective accounting structures, processes and systems in the Commission
4.           Process approved payments for personal and other merchant claims and receipt of all money due and payable to the Commission
5.           Provide regular communication to the Finance Manager on key accounting matters
6.           Ensure availability and security of cash and accounting records.
7.           Prepare and submit all relevant accounting reports as per the defined timelines to all the relevant organs;
8.           Ensure compliance with all accounting legal and regulatory requirements.
9.           Monitor and implement accounting procedural or policy changes to improve operations and quality service delivery.
10.        Any other tasks as may be assigned by the Secretary General/CEO.

Academic & Professional Qualifications
·                     A minimum of a Bachelor’s degree in any of the following fields namely; Business of Commerce (Accounting or Finance option), Finance or Business Administration (Accounting Option) from a recognized and accredited institution
·                     Possess a certificate in Certified Public Accountant (K) or ACCA from a recognized and accredited institution
·                     Be registered with the institute of certified Public Accountants ICPAK and/or Registration of Accountants Board 
Experience 
·                     Possess a minimum of ten (10) years continuous experience in the administration or management profession of an Accounting unit of a reputable organization with at least two (2) years’ being at an equivalent or comparable middle management position dealing with leadership and management responsibilities; 
·                     Demonstrated good industry knowledge and experience of corporate accounting processes and procedures 
·                     Demonstrated good knowledge of existing legislations including ongoing reforms in the Accounting sector;

Function of the Technical Programmes Directorate:
 The Directorate of Technical Programmes is a consolidation of the five technical programmes of the Commission. 

These include: Education Programme, Natural Science Programme, Social and Human Sciences Programme, Culture Programme and Communication and Information Programme.
 
Functions: The Office of the Deputy Secretary General exists to coordinate all the above technical programmes. 

Specifically, it ensures overall coordination of the following functions: UNESCO meetings and events; programmes and activities implementation; management of information and innovations; ratification of UNESCO conventions and protocols; domestication of international practices; partnerships & collaborations; international resource mobilization; capacity building; joint ventures with other UN agencies; nomination of candidates for UNESCO prizes, awards, fellowships; study grants and international posts; and provision of expert advisory services to government and UNESCO.

Job Profile
Duties and Responsibilities: The officer will be responsible to the Secretary General/CEO for overall policy and strategy formulation and implementation of the five UNESCO Technical Programmes in a results oriented and timely manner to achieve the Commission’s goals, objectives and agreed performance targets. 

This will entail inter alia:
1.           Represent the Secretary General/CEO when called upon;
2.           Provide overall leadership and guidance within the Directorate of Technical Programmes;
3.           Ensure the development and implementation of the overall budget, annual operational plans, and performance contract of the Directorate of Technical Programmes ;
4.           Ensure the establishment of effective and efficient administrative structures, processes, systems and internal controls in the Directorate of Technical Programmes;
5.           Oversee general administration and planning activities in the Directorate and influence procedural or policy changes to improve operations and quality service delivery;
6.           Coordinate the preparation of Board papers from the Directorate and provide follow up activities as may be required;

Function of the Corporate Services Directorate: The Directorate of Corporate Services is a consolidation of the units that provide business wide support services needed to serve internal (and sometimes external) customers and business partners. 

These units provide specific specialized knowledge, best practices, and technology and they include: Finance, Human Resource, Administration, Accounts, ICT, Supply Chain Management, Internal Audit & Risk Management, Legal, Corporate Planning, Corporate Communications, and Research & Development.
 
Functions: The Office of the Deputy Secretary General exists to coordinate all the above corporate services departments. 

Specifically, it coordinates: board meetings and affairs; general administration and planning; official and state functions; protocol affairs; State and parliamentary affairs; grievances and complaints management; risk and disaster management; internal and external office communications; and ethics and integrity promotion.

In addition, as head of administration, the officer is also responsible for: office services; hospitality services; property and assets management; transport services; emergency services registry services; library services; and safety and security services.

Job Profile: The Officer is responsible to the Secretary General / CEO for the coordination and implementation of the corporate support services Departments in a results oriented and timely manner to achieve the Corporations’ goals, objectives and agreed performance targets. 

This will entail inter alia:
1.           Deputize the Secretary General/CEO when called upon;
2.           Provide overall leadership and guidance in the coordination of the various Departments in the Directorate;
3.           Ensure the development and implementation of the consolidated budget, annual operational plans, and performance contract of the Commission;
4.           Prepare for Board meetings and coordinate all other affairs of the Board and provide follow up activities as may be required;
