JOB SUMMARY: To provide leadership in the formulation and implementation of the University’s ICT strategies and policies; develop information technology and telecommunication systems and manage ICT risk and security
 
KEY DUTIES AND RESPONSIBILITIES:
1.           Review and implement ICT standards, policies and procedures in line with best practice in the industry and CUEA’s overall strategy.
2.           Plan, organize, direct, control and evaluate the operations of information systems and electronic data processing (EDP).
3.           Liaise with the different divisions and departments to understand their ICT requirements and discuss system requirements, specifications, costs and timelines.
4.           Lead both internal and third party service providers to design, develop, implement, operate and administer computer software, networks and information systems as per the University’s requirements.
5.           Ensure the provision of all key ICT services as per Service Level agreements with the other divisions and departments within the University.
6.           Develop standard operating procedures and best practices, including providing written protocols and guidance to IT staff and to end-users.
7.           Identify the most appropriate procurement options for ICT to support the University’s objectives in liaison with the Supply Chain and Finance team and participate in the pre-qualification, negotiation and contracting of third party ICT service providers.
8.           Develop, review and implement CUEA’s ICT Security, disaster recovery and Business Continuity Plans.
9.           Work with HR to develop and implement training programs to broaden ICT skills in the University.
10.        Keep up to date with the latest technologies and determine what new technology solutions and implementations will meet University and system requirements.
11.        Develop and recommend appropriate actions to deliver efficient and effective ICT services.
12.        Prepare quarterly, annual and ad hoc reports.
13.        Coordinate ICT projects in liaison with the user departments.

DUTIES AND RESPONSIBILITIES
1.           Plan and direct Quality Assurance Programmes;

3.           Oversee the implementation of internal quality assurance with the collaboration of all function heads;
4.           To ensure that CUEA policy on curriculum development is in consonance with the CUE (Commission For University Education) Guidelines for designing curriculum for University Academic Programmes.
5.           To coordinate the inspection of academic programmes and facilities by regulating bodies such as CUE;
6.           To provide the link between CUEA and accreditation bodies (CUE, Interuniversity council of eastern Africa) on academic programme development and harmonization of university education in the region;
7.           Present regular reports to the Management Board on functioning of the CUEA Quality Assurance System and the performance of QMS; and advise on the areas of improvement;
8.           To oversee the evaluation of Academic programmes for CUEA, Constituent Colleges and Affiliate Institutions before presentation to CUE.
9.           Ensure that the quality assurance evaluations are carried out and analyzed on time;
10.        Coordinate the Quality Management Committee;

12.        Formulate plans for training and sensitization programmes for quality assurance;

JOB SUMMARY: To develop and implement internal and external communications strategies, and lead in building strong international linkages and partnerships towards the attainment of the University’s Strategic objectives.


KEY DUTIES AND RESPONSIBILITIES:
1.           Work with the Vice-Chancellor and Deputy Vice-Chancellors to plan, lead, monitor and manage the University’s internal and external communications.
2.           Periodically direct the University on viable ways of branding and rebranding CUEA – that is, build and maintain the corporate brand in consultation with Students Recruitment Officer.
3.           Develop and implement external and internal communications/public relations strategies and policies to establish strategic and long-term links with key influencers, and persuade local, national and international decision makers.
4.           Provide advice to the University in matters of communication, promotional opportunities and crisis management, and oversee production of news and feature stories, publicity materials, press releases, photographs and videos, and other strategic communications.
5.           Enhance and protect the University’s reputation/profile by managing relationships with external stakeholders including media.
6.           Oversee the University’s electronic communications including supervision of content and web administration.
7.           Ensure a cordial working relationship with affiliate and Constituent Colleges, correspond with them and advise them on quality assurance aspects of their programmes in liaison with DQA.
8.           Ensure continuing education linkage services are coordinated, planned and accredited.

10.        Monitor and evaluate CUEA’s partnerships and correspondence with internal and external partners.
11.        Develop and coordinate partnerships and collaborations with other Institutions for linkages inclusion.
12.        Source and coordinate scholarships received through partnerships and work closely with the Students Recruitment Officer to recruit international students.
13.        Formulate and implement viable community service programmes that make the University visible in the society.
14.        Organize and coordinate exchange programmes for students with other institutions.
15.        Budget responsibility for the Corporate Communications function, including profiling and regular evaluation of expenditure.
