Laboratory Technologist

The laboratory technologist will actively contribute in the improvement of quality of care by ensuring quality laboratory services are delivered to the beneficiaries. He/she will be supervising all laboratory assistants and will capacity build them through laboratory assistants training and on bench trainings. He/She will be answerable to Senior Laboratory Technologist.
Responsibilities


Program management:
·         Perform Laboratory investigations as per clinician’s request and ensure accurate, reliable and timely results.
·         Maintain order and smooth flow of patients.
·         Participate in in-service training and regular on bench refresher courses for Kenyan and refugee staff.
·         Ensure that all relevant records are updated and maintained.
·         Monitor and supervise proper usage of laboratory reagents.
·         Maintain Laboratory machines in good order- cleaning and covering after use.
·         Ensure general laboratory cleanliness is maintained.
·         Report any unusual statistics or observations to the laboratory in-charge.
·         Ensure SOP’S are used at all times.
·         Ensuring safety procedures in the laboratory are maintained.
·         Preparing of stains, reagents and solutions necessary for all lab tests.
·         Participate in the department planning and forecasting of laboratory supplies.
Human Resource:
·         Supervise laboratory incentive staff in collaboration with the senior lab technologist to ensure work is done properly.
·         Countercheck all work done by incentive staff.
Program activities:
·         Ensure laboratory tests are performed accurately and timely
·         Ensure revised SOP’s are used in all testing procedures.
·         Ensure proper collection, packaging and transportation of laboratory samples to Nairobi hospital and/or other outsourced centre.
·         Ensure proper storage of laboratory reagents and cold chain system to avoid compromised reagents that may lead to false reporting.
Reporting and Coordination:
·         Ensure all laboratory reports are done on time and sent to Supervisor, HIS, CSM and other offices as may be indicated.
·         Notify your supervisor on all investigations above the positive threshold.
·         Report any laboratory incidents to the senior lab technologist.
Others:
·         Carry out any other duty assigned by your supervisor

Temporary Finance Officer
(2 months contract) – Nairobi

Job Description
The Finance Officer will be responsible for ensuring IRC systems and procedures of internal controls are followed when committing financial transactions in Nairobi and also assist the Finance Manager in financial matters in the country office.
The position will be responsible for among other duties; preparation of cash and cheque. disbursements journals , cash flows, cash forecast , Commitment , bank reconciliations , Monthly financial transactions close out and also assist in budgets preparations and budget monitoring, financial reporting, staff training and capacity building.
Responsibilities
Finance Reporting
·         Preparation of Monthly cash and bank disbursement journals by 25th of every month except in September, which should be closed on 30thas it is a fiscal year closing month for IRC.
·         Preparation of bank reconciliation statements by the close of 25th for all months except for September which closes by 30th.
·         Review of all cash advances liquidations to ensure correct coding and adequate supporting documentations are attached.
·         Review cash books spreadsheet on Monthly basis and ensure the running balance tally with the cash count at all the times including the close of the Month every 31st
·         Review bank books spreadsheet on Monthly basis and ensures that all bank books are closed and reconcile with period bank statements as at each month end.
·         Ensure all program advances are accounted for as per advance policy.
·         Ensure that all payment request and disbursements submitted to Finance are paid before the end of the month to ensure they are recorded within the same month they are presented for payment
·         Ensure that the financial reports are submitted to Nairobi finance department on the 1st of every Month except September.
Payments Processing;
·         Ensure that all payments to the vendors are processed on time after approval by the finance manager and the Field coordinator
·         Ensure that all commitments are cleared from the online BvAs system immediately after payment is done;
·         Ensure that signatories on releasing the online payments they also sign on the payment documents
·         Ensuring donor regulations are adhered to for all aspects of the operations
Training & Support
·         Assist Finance Manager in training staff on IRC accounting procedures and requirements, and also assists the program staff in finance related issues and activities.
·         Assist Finance Manager to train field managers and officers on budget tracking, review burn rates and provide advise if spending is not happening according to plan.
·         Report to the Finance Manager any irregularities that occur within the IRC office, staff compound and camps on policy and procedures
Bank & Cash management
·         Review weekly cash count and ensure that documentary evidence is duly signed by yourself and Finance Manager
·         Ensuring internal control procedures are followed for all cash disbursements, receipts and transfers
·         Maintenance of an accurate and updated cash flow report
·         Liaison with vendors to resolve problems of long outstanding Payments
·         Preparation of the bank reconciliation for the field office on a monthly basis
·         Monitoring cash usage and requirements and inform the Finance Manager of possible unusual activity or requirements
·         Ensure that the sufficiency of bank reserves at all times for the Nairobi bank account.
Internal Control
·         Assist the Finance Manager in identifying key issues and weakness in the system and provide recommendations for improving control processes or procedures.
·         Assist the Finance Manager in identification of procedural or training issues to be addressed to improve the quality of report data.
·         Assist Finance Manager in ensuring that the internal controls are adhered to in all areas of operation.
Budgets
·         Working with Finance Manager to assist program staff to prepare grant budgets to support new proposals or realignments also ensuring adequate coverage of operating costs
·         Attend Grant Opening, BvA review and Closing Meetings when nominated to do so and also in the absence of Finance Manager
·         Assist Finance Manager to ensure that all accruals at grant closure are accurate, valid and are promptly liquidated
Qualifications
·         Bachelor’s degree in Accounting, Finance, Business Administration or CPA II.
·         Computer literate with significant experience in excel, accounting packages & SUN system will be an added advantage.
·         The candidate should be mature, with stable personality and ability to maintain confidentiality.

Since 1992, the International Rescue Committee (IRC) has provided life-saving services to refugees and vulnerable local communities in Kenya.
Currently, the IRC works in two refugee camps, Dadaab and Kakuma, in northern Kenya. The International Rescue Committee (IRC) in Kenya serves vulnerable populations in the Turkana region and refugees in the Kakuma, Dadaab (Hagadera) camps and Nairobi. The IRC implements programs in the areas of integrated primary health care (including nutrition and HIV/AIDS); Water, sanitation and hygiene promotion (WASH); Livelihoods; protection of rights; and, Women’s Protection and Empowerment.
The HR Coordinator is a key member of the IRC`s Senior Management Team, providing overall (technical) HR support to senior management in attracting, developing and retaining of high caliber staff. The HR Coordinator is responsible for ensuring the consistent and efficient implementation of IRC`s HR policies and procedures and best practices across the country program.
Scope of Work:
Reporting to Country Director for Kenya, and as a member of the Senior Management Team, the HRC is overall responsible for the HR function, ensures effective and transparent human resources management and quality services to employees quality administrative support function throughout the Kenya program.
The HRC responsibilities include employee policy development and implementation, advising senior management on performance related issues, leading the HR/Admin team, workforce planning, benefits administration, training and development, and administrative services.
IRC Program in Kenya
The International Rescue committee has been active in Kenya since 1992, providing essential services to refugees and the communities who host them. Today, IRC supports tens of thousands of refugees in the Dadaab and Kakuma refugee camps. IRC also runs programming throughout Greater Turkana and in Nairobi.
IRC’s programs include health, nutrition, water and sanitation, HIV, livelihoods, prevention and support to survivors of gender based violence. In addition, the IRC Somalia program receives operational support from the IRC Kenya support departments in Nairobi.

Qualifications

·         Demonstrated success as an HR generalist supporting employee groups of 300+ employees in multiple locations within the region or global environment required.
·         Strong managerial skills and ability to motivate and inspire team to achieve superior standard in all aspects of human resource management.
·         Previous overseas experience in conflict and/or post conflict environments, with the UN and/or NGOs preferred;
·         Computer proficiency in Word, Excel, PowerPoint, Access and computerized payroll systems;
·         Resilience, record of performance in high-pressure work environments and ability to problem solve without immediate supervision.
·         Experience working in a multicultural environment

Health Team Leader

Under the supervision of the Field coordinator, the Heath Team Leader shall be responsible for the overall designing and implementation of the health program that encompasses Nutrition, RH/HIV, CHP, WPE, Safe Programming and Clinical Services sectors.
S/he will also be responsible for implementation of evidence based primary health care service delivery. He/she shall be expected to monitor and ensure improvement and maintenance of the entire health indicators as per SPHERE/UNHCR/WHO standards at the Camp.
Responsibilities
Program Planning, Implementation and Evaluation:
·         Work with IRC Kenya Senior Management team to ensure Kakuma health program objectives are achieved;
·         Prepare health proposals and budgets in partnership with Field coordinator, Health Coordinator, Clinical services, Nutrition, WPE, SP, CHP and RH/HI managers.
·         Ensure appropriate monitoring and evaluation systems are in place for all health sectors in the camp;
·         Ensure that health provision is in line with accepted SPHERE and National guidelines for all sectors
·         Maintain accurate and up to date health profile of Kakuma refugees and respond in timely fashion to any infectious or epidemic disease outbreaks;
·         Prepare monthly reports to UNHCR and actively assist the IRC senior management in preparation of health related donor reports.
·         Initiate technical evaluations, surveys and situation analysis as required
Operations:
·         Overall responsible for commodity security for drugs and hospital supplies;
·         Oversee the implementation of safe-motherhood and reproductive health activities, including ANC, delivery care, PNC, and FP.
·         Provide close technical support to HIV AIDS program area, regarding design and implementation of a comprehensive HIV program in Kakuma, to include VCT, PITC, OI prophylaxis and ARV provision;
·         Provision of overall development and management of clinical and training protocol/ guidelines;
·         Authorize medical evacuation of staff;
·         Monitor usage of IRC health supplies and assets in accordance with donor regulations;
·         Assist in the recommendation of promotions, disciplinary action and termination of health staff to the Field coordinator.
Finance and Grant Management
·         Ensure budget spending according to approved budgets, review and analyse budgets versus actual expenditures and take remedial measures;
·         Facilitate grant opening meetings and BVA meetings
·         Recommend appropriate budget revisions to ensure maximum use of financial resources;
·         Provide overall leadership and supervise health program staff in development and implementation of procurement and spending plans.
Communication Representation and Reporting:
·         Represent IRC in all inter-agency coordination and technical meetings in kakuma and Nairobi;
·         Enhance coordination and working relationship with the Ministry of Health and other Implementing partners
·         Keep the IRC senior management team up-to-date on all developments in the field.
·         Lead and facilitate donor visits and other missions
Human Resources
·         Directly supervise Clinical Services manager, Community Health Program manager, HIV/AIDS manager, Nutrition Manager, SP and WPE managers.
·         In coordination with the Field Coordinator, determine health program staffing needs and assure such positions are filled in timely fashion;
·         Directly responsible for IRC staff health and medical evacuations.
·         Ensure that staffs in the entire health department have updated job descriptions and performance objectives.
Qualifications
·         University Degree in Health related field.
·         A Master’s degree in Public Health will be desirable
·         Over five years of field work experience on comprehensive primary health programs in resource poor settings.
·         Experience in refugee camp settings will be an added advantage.
·         Strong management, assessment, project planning, organizational, interpersonal, and communication skills
