Chief Child Protection
Responsibilities
·         Manage the Child Protection Section delivering on the results for the Child Protection Programme, particularly related to the development of a Child Protection System including in emergencies as referenced in the 2014-2018 Country Programme Document

·         Oversee management of Programme Officers working closely with the Government of Kenya to develop the various components contributing to a Child Protection System in Kenya both at national and county level within the new devolved governance structure. This include legal and policy reforms; strengthening monitoring and evaluation, coordination, planning and budgeting; strengthening access and quality of protective and care services including positive social norms, and supporting the VAC initiative.
·         Liaise with bilateral agencies, governmental and non governmental organizations and other UN agencies in Kenya in the planning, development, implementation and evaluation of programmes aimed at furthering children’s protection from violence, exploitation and abuse.
·         Oversee the implementation of the Global VAC initiative at country level. This includes the implementation of the VAC response plan for Kenya, mobilizing resources and commitments for on-going programme response and strengthening the reporting system on VAC.
·         Support the development of a coherent, rights based approach to alternative family-based care within Kenya. This includes supporting the development of a responsive institutional framework, including appropriate support to the judiciary and Children’s’ Department within the system approach.
Qualifications
·         Advanced university degree in Social Sciences, Law or related technical field. A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
·         A minimum of 8 years of progressively responsible professional work experience in the development, implementation, management and evaluation of field programmes, particularly child protection programmes in developing countries, some of which should be in the region concerned.
Developing country work experience and/or familiarity with emergency is considered an asset.
·         Fluency in English is required. Knowledge of the a local language is an asset.

WASH Officer
We are looking for a dynamic WASH Officer to support to ESARO’s important work in the area of Water, Sanitation and Hygiene by contributing in the following areas:
Responsibilities
·         Programme Development & Planning
·         Draft updates for WASH in the situation analysis, to inform the development of WASH-related outcome and output results. Research and report on trends in WASH, for use in programme development, management, monitoring, and evaluation.
·         Prepare technical reports and inputs for programme preparation and documentation, ensuring accuracy, timeliness and relevance of information.
·         Contribute to the development/establishment of WASH-related outcome and output results, as well as related strategies, through analysis of WASH sector needs and priorities.
·         Provide technical and administrative support throughout all stages of programming processes by executing/administering a variety of technical programme transactions, preparing materials/documentations, complying with organizational processes and management systems, to support progress towards the WASH-related outcome and/or output results in the Country Programme.
·         Technical and operational support for programme implementation
·         Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH, to support programme implementation.
·         Undertake field visits and surveys, collect and share reports with partners/stakeholders. Report critical issues, bottlenecks and potential problems to supervisor, for timely action.
·         Humanitarian WASH preparedness and response
·         Draft requisitions for supplies, services, long-term agreements and partnership agreements to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency.
·         Study and fully understand UNICEF’s procedures for responding in an emergency.
·         Take up support roles in an emergency response and early recovery, as and when the need arises.
·         Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.
·         Innovation, knowledge management and capacity building
·         Assist in the development, implementation, monitoring and documentation of WASH action research and innovation (technical or systems).
·         Assist in the preparation of learning/knowledge products, covering innovative approaches and good practices, to support overall WASH sector development.
Qualifications
·         Advanced university degree in public health, social sciences, behavior change communication, sanitary engineering or other specialist field related to WASH is required.
·         A first-level university degree (Bachelor’s degree or equivalent) in combination with qualifying experience (at least 3 years of relevant working experience) may be accepted in lieu of an advanced university degree.
·         Two to maximum four years of professional work experience in WASH-related programmes for developing countries.
Oral and written proficiency in English is required. Knowledge of another official UN language or a local language is an asset.

Education Officer
Responsibilities

·         Sectoral work plan development, implementation and monitoring, Contribute on preparation of Situation analysis by compiling, analysing and evaluation information on trends in the areas of OOSC/ CFS/PBEA/ DRR, focusing on nomadic, children with special needs, girls, adolescents and children affected by conflicts and advocate for the Right based Programming. Collaborate across the program to ensure gender mainstreaming. Ensures that monitoring mechanism are in place to tack progress towards disparity reduction goals and targets in Education. Promotes inter- sectoral partnership in order to ensure that progress benefits mutually education and other programmed.
·         Programme planning, development and management leadership. Provide evidence based guidance and inputs to government on policy standards and strategic development and monitoring to achieve universalization of Education. Coordinate with the respective section in the MoE to improve efficiency and effectiveness of data collection, analysis and better use. Facilitate development of pro equity and gender based policies and program with MoE and other relevant national government bodies. Support Government counterparts in budgeting for education unit costing for implementation of polices and strategies.
·         Communication, collaboration, networking and partnership. Prepare programme status reports required for advocacy and strategic input in government policy, donors and other external agencies. Coordinate and provide technical support to the ongoing curriculum reform. Knowledge management effectively promoted through drafting/ finalizing key Education sectoral program documents and reports, sharing good practices, lessons learned, and information with partners and other collaborative stakeholder,
·         capitalizing on the know- how and network of knowledge institution.
·         Collect and analysis of the data for situation analysis, education planning management, monitoring and evaluation purpose. Analyse the programme implementation reports and evaluate against the established programme recommendations and Rolling Work Plans. Prepare tables, graphs and other statistical data required by education section.
·         Support and rolling out of CFS including sensitization of Key partners at district level, measuring learning achievements, training on CFS form national to district levels, conduct periodic project implementation reviews with district official , CBOs and NGOS and prepare relevant reports and recommendations. Assist in the development of monitoring plans and in the verification of schools complying with CFS.
·         Establish good coordination and rapport with MoE and other relevant stake holders to ensure smooth implementation of the programme/ projects.
·         Ensure regular field visits to project focus counties and schools to monitor the project implementation as well as conduct periodic review with Government counterparts and other partners. Provide technical assistance to district and sub district counterparts in the implementation of CFS and OOSC activities. Provide support in developing, managing partnership with NGOs based on the programme needs
Qualifications
·         Completion of a basic degree in Education, economics, social science and related technical field.
·         A minimum of 3 of relevant professional experience in
·         Knowledge on SDG, MTP III, EFA, CFS, CRC, Assessment of leaning achievements and other education related reforms are desirable.
Fluency in English and Kiswahili. Knowledge of another local language is an asset.

Regional Advisor
Responsibilities
·         Leverage resources for Regional ECD initiatives, policies, strategies and implementation plans based on globally acknowledged scientific evidence, through:
·         Strengthening the evidence base on programme implementation, policies and operational strategies for ECD.
·         Developing and operationalizing regional ECD strategic priorities together with the UNICEF Regional Management Team, Regional Advisors, and COs.
·         Driving technical leadership for ECD in the region through monitoring the trends and situation of young children and families, based on analyses of data.
·         Creating and maintaining relevant partnerships and networks with key stakeholders to support the programme, policy, advocacy and data needs of the region.
·         Coordinating with colleagues involved in planning and resource mobilization to support the leveraging of additional resources for ECD.
·         Contributing and taking a lead role on ECD issues in major regional forums and networks.
·         Providing outcome specific, high quality and timely reporting on progress towards the Sustainable Development Goals (SDGs), and the implementation of the Convention on the Rights of the Children (CRC) commitments to Early Childhood, and those in the World Fit for Children (WFFC), Generation 2030- which spotlights the massive demographic growth in Africa in the next 15 years.
·         Increasing domestic budget toward ECD and early learning programming.
·         Engaging the emerging private sector in the ECD agenda and linking ECD to the larger development agenda as outlined in the SDGs
·          Ensure that a young child’s holistic development is fully integrated into global strategic plans, across programmes in ESARO, Country Programme Documents and UNDAF with measurable progress indicators and M&E plans, through:
·         Working closely with the HQ global ECD team and informing global strategies to reflect national and regional priorities and bringing the latest global evidence and to the region and COs.
·         Promoting implementation of interventions that address child development across developmental domains.
·         Working with other UNICEF ECD regional advisors as part of a global technical team to promote a common understandings and programmatic strategies for ECD across the organization.
·         Using knowledge gained from other regions and global initiatives, when relevant to inform regional and country practices in ESAR.
·         Participating in and providing technical support to global and other regional initiatives.
·         Familiarity with and capacity to articulate ECD programming and policy to key African and sub-regional entities, including the African Union, the Regional Economic
·         Commissions (RECs) and similar technical and policy making entities.
Qualifications
·         Advanced university degree or equivalent backgrounds, in Human Resources, Business Administration, International Relations, Social Sciences, Psychology or related areas.
·         A minimum of Ten (10) years of relevant professional work experience in Developing country work experience (for IP) or field work experience (for NO).
·         Background/familiarity with emergency and relevant professional experience in Developing country work experience is considered an asset.
·         Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
