Job Description
The Finance Officer will provide support to the finance and administration manager on the day-to-day finances.
Finance:
·         Record financial transactions in line with SAPCONE & donor requirements.
·         Process timely payments for goods and services received.
·         Managing and reconciling bank/cash books, preparation of monthly financial accounts for submission to SAPCONE, ensuring financial and resource accountability and effective management of records as required for auditing.
·         Adhere to the Head of Support/Director instructions (as Budget Holder) to ensure that expenditures are in line with SAPCONE policies and financial procedures.
·         Coordinate any interim and annual audits.
·         Ensure proper accounting of project recoveries and income recognition.
·         Maintain, at all times, accurate and up-to-date financial record and provide information when required.
·         Establish and prepare accurate and timely information for financial monitoring and progress of programme funds and grants.
·         Prepare monthly cash flow projections, assisting the HOS in preparing monthly cash forecast according to donor requirements, as requested.
·         Maintain collection and storage of regular financial reports and budget records.
·         Ensure adherence to the SAPCONE finance and administration guidelines at all times.
·         Provide soft and hard copies of monthly financial reports on deadline.
·         Assist in the preparation of donor reporting, interim and final.
·         Preparation of Statutory remittance to concerned bodies as provided for in the payroll – NHIF, NSIF, NSSF, Consultants withholding tax remissions and Annual returns. This needs to be done within the deadlines given.
·         Issuance and monitoring of Local Purchase Orders (LPOs) for goods and services.
·         Be responsible for the posting of the monthly finance pouch and include all necessary documents, as outlined by line manager.
Other tasks:
·         Follow any procedures and guidelines as laid out by SAPCONE and provide comments on where it can be more effective for the programme.
·         Work in close collaboration with other staff members, and provide back up support where necessary.
·         Liaise and communicate through line management
·         Any other duties specified by the Head of Support or Director as appropriate for the role.
Person Specification
·         Kenyan national
·         BSc in Business Finance, Finance or other related fields preferred
·         CPA qualified preferred section 6 or CPA K.
·         Proven experience in financial accounting of not less than 2 years
·         Excellent computer literacy in Excel and Word
·         Strong financial management experience with admin experience a strong advantage
·         Experience in liaising with Government, NGOs, UN and other organizations.
·         Experience in financial reporting on UN,ECHO, DFID, OFDA, USAID grants
·         Experience in preparing, reporting against and reforecasting budgets
·         Experience in Quick Books
·         Strong commitment to humanitarian work, preferably with more than 2 years’ experience of working with an NGO
·         Good interpersonal and team working skills, within a multicultural setting

Role Purpose: To ensure the mainstreaming of child protection interventions in Turkana Emergency Response by SAPCONE.
S/he will support child protection assessment, monitoring and evaluation, and work with relevant stakeholders to promote quality implementation of child protection interventions as per child protection framework.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
Key Areas of Accountability:
Implementation of Child protection Activities
·         Plans, organises and implement child protection activities, supported by SAPCONE
·         Support case management at the community level
·         Support monitoring and evaluation of child protection activities in the community
·         Ensure proper follow up of child protection related concerns and community feedback.

·         Support development of child protection response plans and master budgets and contributed to SAPCONE overall response strategy.
·         Support coordination of child protection actions and working groups in emergency response plan.

Duties and Responsibilities
• Front office / Reception management including guiding and welcoming visitors, answering calls, responding to enquiries, taking/relaying messages etc.
• Coordinate the courier service and ensure correct and timely billing of courier services to projects.
• Coordinating and ensuring office cleanliness at all times and Supervising office cleaner/cleaning company
• Ensure that the office runs smoothly, specifically overseeing the management of general office supplies and stationery to ensure the smooth running of the organization.
1. Ordering, shopping and distributing of office supplies for the office, including cleaning items, tea supplies and others, through process maker
2. Oversee the ordering and management of kitchen and cleaning supplies
3. Maintains supplies by checking stock to determine inventory levels; anticipating requirements; placing and expediting orders and stocking items
• Ensuring utility bills are up to date to avoid electricity and water interruptions
• Keep track of office related payments deadlines, contracts, for effective office management to avoid any penalties or inconveniences.
Logistics:

Duties:

General job description: The Monitoring and Evaluation(M&E)Officer provides methodological and technical support to the Turkana based Child Protection team in order to ensure the quality of M&E tools in projects and programmes, in management and coordination of project information, and effective accountability to the beneficiary population.
The M&E Officer ensures that M&E /IM/Q&A approaches, methods, tools are relevant and consistent across all SAPCONE CP activities/sub-projects and the CP Working Group. He/she helps plan and implement activities requiring specific M&E, IM and Q&A expertise.
The M&E Officer helps develop a dynamic approach to M&E/IM/QA within the project including in working groups in which SAPCONE is engaged at SAPCONE level or within the Turkana.
He/she ensures M&E/IM/Q&A is an integral part of all SAPCONE departments, and that the M&E/IM/QA position plays key role in the Turkana based projects and ultimately, the Turkana program.
He/she helps develop an institutional culture that encourages critical thinking, collective learning and teamwork, as part of the organization’s focus on quality and accountability.
Main Responsibilities:
General
·         Helps programme coordinator and project leaders to develop and implement monitoring plans that are consistent with the organisation’s orientations.
·         Helps to implement an appropriate and effective M&E system that, where possible, brings together project and programme partners during the monitoring plan design phase and during the sharing and using of data.
·         Helps to establish M&E budgets by encouraging the optimal allocation of available resources (including financial, logistical and technical, and human resources) for M&E.
·         Helps to produce communication and reporting tools (for M&E issues) while optimal diffusion of M&E information.
·         Ensures ethical principles related to M&E are respected, especially those concerning gender equality, fairness and “do no harm”. Protects confidential data, applies the principles of informed consent, and protects children during the collection, processing, analysis and use of M&E data.
Technical Support in M&E
·         Ensures internal directives on M&E are correctly rolled out within the delegation, and that SAPCONE teams adopt all of SAPCONE existing / recommended M&E methodological guidelines and tools.
·         Helps to develop and write sections on M&E in project proposal (covering indicators, budgets and M&E framework).
·         Provides technical support during the design of monitoring tools and the collection and analysis of data, working with the Information Management and programme teams.
·         Helps prepare and organize routine monitoring activities and special monitoring of the projects.
·         Ensures monitoring tools are used correctly during the implementation phase, and provides support during data collection activities.
·         Supports data analysis processes and assists in drafting qualitative reports for effective programme management.

·         Provides advice and methodological support during the recruitment of M&E consultants (by drafting terms of reference recruiting and following up on consultancy).
Technical Support Q&A
·         Supports the CP projects design and implement of the Q&A strategy and supervises all activities contributing to the Q&A of the said projects, and further provides support to the teams and cooperating agencies involved in the projects.
·         Directly supports teams by performing situation analyses, designing intervention strategies, capitalizing on lessons learned and creating the necessary conditions to inform, involve and communicate with populations and actors affected by projects and programmes (accountability).
·         Ensures that ethical principles such as gender equality, fairness and “do no harm” are respected in projects and programmes.
·         Supports an institutional culture that encourages discussion, critical thinking, collective learning and teamwork in Q&A fields.
Technical Support in IM
·         Supports the team to develop and maintain a standard database that is consistent with data sharing protocols of child protection agencies operating in Turkana

The main activities have revolved around; good governance and human rights, education and child protection initiatives and natural resource management.
SAPCONE involved in other community development interventions such as rain water harvesting and livelihoods Programmes that are labor intensive like road works and sanitation improvements in households in and around Turkana County.
It also deals with civic education and promotes peace building and conflict mitigation, Emergency response, Conflict early warning and families’ re-unification as a result of cross border atrocities among other programmes and projects.
SAPCONE is seeking to recruit a Programme Officer in its Governance & Policy Department.

Duties and Responsibilities
To be considered you must meet the following minimum requirements:
1. Advisory
Under guidance from the Head of Programmes, provide advice and technical support to governance and policy institutions in Turkana, donors and partner CBOs on strategy and policy implementation.
Provide technical support and advice in the monitoring of governance and policy strengthening programmes
2. Programme Management
a) Under supervision of the Programme Coordinator, assist in the management of donor and service contracts, including
·         Monitoring of expenditures, ensuring that donor inputs are properly accounted for and arrangements for payment of recurrent and other expenditures are timely;
·         Identifying and recommending consultants to carry out specific tasks related to the programme;
·         Assisting in the preparation of Terms of Reference and Performance Contracts for selected consultants and the facilitation of institutional arrangements that aid the work of the consultants in the field;
·         Under supervision of the programme coordinator , ensuring that contracts and grants design and implementation are in line with SAPCONE strategic plan, policies and procedures
b) Supporting the orderly operation of the programme, in line with established budgets including
·         Providing technical support to project partners in the development of sound governance and policy initiatives, their design, implementation, monitoring and evaluation
·         Providing technical support to project partners in the development of national policies/legislation
·         Providing assistance to ensure that technical documents of the programmes are fully reviewed and assessment reports prepared and discussed.
·         Assisting in the preparation of programme implementation reports and schedules.
·         Providing technical support to planning meetings related to the programmes.
·         Coordinating administrative arrangements for technical and training meetings/workshops and other activities relating to the programmes and assisting with the timely preparation of reports
·         Participating in and preparing reports of meetings and workshops
·         Providing support in the maintenance of programme records and documentation
·         Assisting in monitoring timelines and costs to ensure that activities are implemented in a timely and cost effective manner
·         Developing links and sharing experiences with other stakeholders in order to promote the mainstreaming of transparency in their activities, policies and programmes.
3. Strategic Development
Providing input and support to the programme coordinator in the development and review of Governance and policy strategies including, but not limited to, the empowering Turkana community for self-governance and development and SAPCONE strategic interest in policy locally, nationally and internationally.
4. Coordination / External Relationships
Under the supervision of the Programme coordinator:
·         Supporting the maintenance of constructive working relations with Kenya government, civil society, UN agencies, bilateral and multilateral donors
·         Supporting the maintenance of collaborative relationships with partner organizations and the development of collaborative programme strategies
·         Collaboration with relevant research and higher learning institutions
·         Collaboration with the private sector in line with SAPCONE policies to support transparency and accountability
5. Good Practice and Institution Learning
·         Providing technical support to the development of structured opportunities to facilitate internal and partner learning for decision-making and influencing practice
·         Assisting in project monitoring, reviews and evaluations and the development of good practice guidelines
6. Resource Mobilisation / Budget management
·         Assisting in the development of resourcing strategies that respond to programme and organizational objectives
·         Assisting in the identification and securing of funding in accordance with budget targets
·         Assisting in the development of project proposals and progress reports based on
established standards as required
·         Tracking programme expenditure against budgets
·         Assisting in donor research and advocacy
7. Reporting
In collaboration with other programme members and under the supervision of the Head of Programmes , preparing and/or contributing to the provision of narrative and financial reporting to donors, governments, partners and internally.
Qualification:
·         Bachelor degree in law
·         At least 3 years relevant work experience with an emphasis on governance, legislative drafting ,access to justice and community engagement
·         Experience in project design, implementation and management
