Responsibilities
·
Support the County and Sub-County
Health Management Teams (SCHMTs) to strengthen capacity and systems for
efficient delivery of essential health services, including budgeting and
planning, HRH, supply chain, and information systems.
·
He/she will work with the CHMT to
strengthen their capacity for coordination, planning, budgeting and financial
management to provide effective, efficient and coordinated quality Family
Planning/ Reproductive, Maternal, Newborn, Child and Adolescent Health
(FP/RMNCAH) services.
·
He/she will also support the county
to develop public private partnerships and integrated approaches for delivery
of RMNCHAH services.
·
Jointly administer an organizational
capacity assessment tool with GOK colleagues to assess baseline health system
capacity, and develop targeted capacity development plans.
·
Administer repeat OCAs over time to
assess and promote HSS improvements.
·
Full Technical Leadership and
Advisory Services
·
Provide technical guidance, advice
and support to project counterparts to improve health system performance across
domains, including:
·
Supervise and line manage various
Officers providing technical support, support and support the implementation of
the organisation’s HR policies.
·
Effectively source and manage
short-term consultants to support priority activities within the docket.
·
Work closely with other project staff
to ensure that project strategies and approaches are delivered in a coherent
and coordinated way, work with the national mechanisms in line with project
targets, and build
·
partnerships with other key
organisations to promote synergy. Provide effective cover for absent staff
Qualifications
·
The ideal candidate should have a
minimum of a Master’s Degree in Public Health, Health Sciences or relevant
Social Sciences discipline.
·
Over five (5) years of experience in
implementing complex public health programs of similar scope and size in Sub
Saharan Africa, preferably in Kenya.
·
Experience in managing donor funded
programs.
·
At least five years of demonstrated
experience at mid or senior level management in health system strengthening,
including planning and budgeting, human resources for health, information
systems and/or supply chain management.
·
Demonstrated ability to work
effectively with government representatives, for profit private sector
entities, local community organizations, donors and other stakeholders.
·
Experience in capacity building
government institutions at County and Sub county levels.
·
Must be ICT proficient.
·

·
Self-driven and ability to work under
pressure
·
Should have vast experience in
project management, operations research & documentation, monitoring &
evaluation, people management, networking, proposal development, budget and

Family Planning / Reproductive Health
(FP/RH) Officer

MAIN PURPOSE OF JOB:-
Working in Samburu with hard-to-reach or marginalised communities, the FP/RH Officers will be based at
the sub-county level and provide hands on support and technical assistance to the Sub-County Health
Management Team (SCHMT) to strengthen the quality and utilisation of family planning/ reproductive health
services.

Responsibilities

Provide technical guidance, advice
and support to project counterparts to effectively implement activities across
a broad range of service delivery
areas, including:

Quality improvement along FP/RH
continuum of care Preconception care services
·
Source and disseminate FP/RH related
Information, Education and Communication (IEC) materials
·
Promote cervical cancer screening and
linkage to cryotherapy treatment and other treatment options
·
Promote high impact and locally
appropriate interventions, such as preconception care, cervical cancer
screening, youth friendly services, and family planning counselling
·
Promote screening and management of
Sexually Transmitted Infections (STIs) including HIV in the FP and RH service
delivery point
·
Improve inter-facility referral for family
planning and other services from faithbased to Government of Kenya (GOK) health
facilities
·
Support improved availability of
family planning method mix in the sub counties and health facilities
·
Promote family planning service
delivery including long-term methods (through static clinics and outreach)
·
Promote integration of services in
the different services delivery points e.g. FP/RH into HIV/TB clinic
·
Prepare health facilities to provide
quality services on FP/RH
·
Mentor health care workers on prompt
FP commodity reporting to ensure availability of FP commodities
·
Promote the development of health
workers and management staff capacity in the above areas through a broad range
of approaches such as curriculum
·
development and training, one-on-one
mentorship and on-the-job training, supportive supervision, etc.
Qualifications
·
The ideal candidate should have a
minimum of a Bachelor’s degree in the health sciences and related RMNCAH
clinical experience
·
At least three years demonstrated
clinical and or health management experience in FP/RMNCAH service delivery
·
Experience working with government or
donor funded programs will be an advantage.
·
Demonstrated ability to work
effectively with government representatives, for-profit private sector
entities, local community organizations, donors and other stakeholders,
particularly at the sub national level, preferably including demonstrated
experience in building service delivery quality and utilization.
·
Practical knowledge of Samburu
context an added advantage
·
Experience working with adolescent’s
reproductive health
·
Demonstrable experience working with
‘hard to reach’/marginalised groups
·
Must be ICT proficient.
·
