Nursing Officer

The nursing officers will work under the guidance of senior officers. Work at this level will largely involve provision of nursing care at an outpatient department or ward in the health facilities across the County.

Responsibilities

·         Assessing, planning, implementing nursing interventions and evaluating patient’s outcomes.
·         Providing appropriate healthcare services including Integrated Management of
·         Childhood illness (IMCI), immunization, PMTCT, ante-natal care and delivery
·         Providing health education and counselling to patients/clients and community on identified health needs.
·         Referring patients and clients appropriately.
·         Facilitating patients’ admission and initiating discharge plans.
·         Maintaining records on patients/clients health condition and care.
·         Ensuring a tidy and safe clinical environment and collecting/compiling data.

Qualifications

·         Diploma in any of the following disciplines: Kenya Registered Community Health Nursing, Kenya Registered Nursing, Kenya Registered Midwifery, Kenya
·         Registered Nursing/Midwifery or Kenya Registered Nursing Mental Health and Psychiatry from a recognized institution.
·         Be in possession of a Higher National Diploma in the area of specialization.
·         Be in possession of a Registration Certificate issued by The Nursing Council of Kenya.
·         Be in possession of a valid Practicing License from The Nursing Council of Kenya.
·         Certificate in computer application skills from a recognized institution.
·         Must be a Kenyan Citizen.
·         Should be of good physical and mental health.

Housing Officer II
6 Positions

Qualifications

·         Degree in any of the following: Architecture, Interior Design, Landscape
·         Architecture, Civil/ Electrical/Mechanical/Structural Engineering, Land Economics,
·         Building Economics, Urban/Regional Planning, Economics(upper second),
·         Construction Management, Valuation and Property Management and equivalent qualification from a recognized University.
·         Served in the grade of Housing Officer II or in a comparable and relevant position in the housing and human settlements sector for at least three (3) years.
·         Shown merit and ability as reflected in work performance and results.

Responsibilities

·         Survey of structures and conditions of buildings to establish defects Prepare sketch plans for buildings.
·         Manage rent by preparing reports showing rent payments and arrears Update tenant records and evict rent defaulters.
·         Ensure Repair and maintenance of government estates.


Principal Housing Officer 

Qualifications

·         Served in the grade of Chief Housing Officer or in a comparable and relevant position in the housing and human settlements sector for at least three (3) years.
·         A Bachelor’s degree in any of the following: Valuation, Property
·         Management, Architecture, Landscape Architecture, Interior Design, Civil/ Electrical/Mechanical Engineering, Land Economics, Real Estate and Land
·         Administration, Building Economics, Urban/Regional Planning, Construction and/or Project Management, Economics, Estate Management, Sociology, Community
·         Development, Statistics, Environmental Studies, Geography or equivalent qualification from a recognized institution.
·         Registration by any of the following bodies: Board of Registration of Architects and Quantity Surveyors, Engineers Registration Board, Institution of Surveyors of Kenya,
·         Physical Planners Registration Board, Valuers Registration Board,
·         National Environmental Management Authority Board and any other relevant and recognized professional body. (Applicable to professional degree holders only).
·         A post graduate diploma in Housing or related field from a recognized institution (applicable to non professional degree holders); Senior Management course lasting not less than four (4) weeks from a recognized institution.
·         Demonstrated merit and ability as reflected in work performance and results.

Responsibilities

·         Carry out surveys on housing and human settlement issues and information on land tenure.
·         Analyse data to inform policy and decision making.
·         Undertake an assessment of housing needs, demand and supply for various income groups and sectors in the county.
·         Analyse and monitor the database for prospective investors in physical housing infrastructure.
·         Carry out physical and social mapping of slams and informal settlements.


Deputy Director-Urban Development & Management

Qualifications

·         Be a Kenyan citizen.
·         Possess a Bachelor Degree in Urban Planning and/or Urban management/Urban Development.
·         A Masters will be an added advantage.
·         He/She must be a Registered Planner of three or more years with the Physical Planners Registration Board.
·         Must be a corporate member in good standing of a recognized professional society
·         (Kenya Institute of Planners (KIP) , Town and County Planners Association of Kenya (TCPAK) or Architectural Association of Kenya (Town Planners Chapter) AAK(TP).
·         Must have worked as a planner in a public office for a minimum of 5 years.
·         Have demonstrated professional competence and administrative ability in the line of duty.
·         Have met the requirements of Chapter Six of the Constitution of Kenya; and Public Officer Ethics Act 2003.
·         Have attended and successfully completed the Senior Management Course (SMC).

Responsibilities

·         Responsible to the Director Urban Development and Management on all matters related to Urban Development, urban policy formulation and implementation.
·         Responsible to the Director Urban Development and Management on for advising urban stakeholders on all matters related to urban development and servicers, investment
partnerships and development control.
·         Responsible to the Director Urban Development and Management for advising the County Executive Committee member on operationalisation and coordination of the
Urban Areas and Cities Act.
·         Coordinate and oversee the urban public space design and management.

ICT Support Staff

Responsibilities

·         Installation and maintenance of computer systems.
·         Configuration of local area network and wide area network.
·         Developing and updating application systems.
·         Carrying out systems analysis, design and programme specifications in liaison with users.

·         Carrying out repairs and maintenance of information, communication technology equipment and associated peripherals.
·         Drawing up hardware specifications for information, communication technology equipment.
·         Verification, validation and certification of information, communication technology equipment and overseeing the process of configuration of new information,
·         communication technology equipment.

Qualifications

·         Degree in computer science/ Information, Communication and
·         Technology or Electronics/Electrical Engineering from a recognized institution.
·         Served in the grade of information, communication technology officer II or in an equivalent and relevant position.
·         Ability to meet deadlines and work with minimum supervision.
·         Minimum two (2) years relevant experience.

Director ECDE 
The Director ECDE will be responsible to the Chief Officer for the overall management and administration of ECDE.

Responsibilities

·         Initiate, formulate and implement the County policies on ECDE.
·         Monitor and implement the curricular, co-curricular and school feeding program.
·         Co-ordinate and evaluate ECDE programs and projects.
·         Prepare and implement the departmental annual work plans and budgetary requirements.
·         Prepare ECDE strategies and give technical advice and guidance to personnel in lower cadre.
·         Implement the ECDE staff training and appraisals.
·         Promote awareness on early childhood needs and demands to local communities and parents.
·         Prepare and submit quarterly and annual reports.

Qualifications

·         Bachelor degree in Education (ECDE option) or,
·         Bachelor degree in Education with a diploma in ECDE.
·         Masters degree in Education (ECDE option).
·         A certificate in computer applications from a recognized institution.
·         Strong leadership skills.
·         Proven managerial competencies.
·         Relevant knowledge, experience and distinguished career of not less than five (5) years in a senior position in the public service or private sector.
·         Satisfy the requirements of Chapter Six of the Constitution.

Director of Enforcement
The Director of Enforcement will be responsible to the Chief Officer – Administration and Public Service Department for effective administration and management of the
Directorate.

Qualifications

·         Be a Kenyan citizen.
·         Bachelor degree from a recognized university in any of the following:
·         criminology, security, forensics or related discipline.
·         Knowledge of constitutional provision related to law enforcement, the County Government Act and other relevant laws of devolved government functions.
·         Have at least ten (10) years experience in security or law enforcement service, five (5) of which must have been in a senior management position within a large organization;
·         registered as a Prosecutor with the Attorney General’s Office.
·         Have practical experience in prosecution in period of not less than 2 years.
·         Training with the National Defence College (NDC) or any other security related course.

Responsibilities

·         Command and control of the Enforcement Division in the County.
·         Formulate guidelines and implement strategies for effective enforcement of county laws.
·         Establish systems for effective collaboration with government security agencies, the judiciary, communities and other stakeholders for effective enforcement of county laws.
·         Adopt modern technologies and innovation to improve the effectiveness of enforcement and compliance.


Assistant Director ECDE
The Assistant Director ECDE will be responsible to the Director for the management and administration of ECDE.

Responsibilities

·         Assist in the co-ordination, development, review and the implementation of ECDE policies.
·         Co-ordination of ECDE training and assessment in conjunction with Kenya Institute of Curriculum Development (KICD) and Kenya National Examination Council (KNEC).
·         Supervise the design development and preparation of ECDW Nlearning/play materials for both normal and special needs children.
·         Prepare ECDE strategies, give technical advice and guidance to personnel in lower cadre.
·         Co-ordinate and liaise with stakeholders in ECDE.

Director Administration and Public Service
An officer at this level will be responsible to the Chief Officer – Administration and Public Service Department for effective administration and management of the
Directorate.

Responsibilities

·         Organization, direction, control and co-ordination of the functions of administration and public service in the County;
·         Initiating development of the appropriate County departmental policies, legal and institutional frameworks for the implementation of the mandate of administration and public service;
·         Ensuring operationalization of service delivery in all the devolved units in the County, Sub-Counties and Wards;
·         Handling administrative matters, human resource issues and manage inventories of the administrative tools, equipment and other required assets related to the department;
·         Preparation of the departmental plans and budgets;
·         Ensuring strict compliance with all financial , budgetary and procurement procedures;
·         Ensure timely, efficiency communication and coordination of administration and public service departmental affairs;
·         Interpreting and applying National and County laws and other related statutes in line with the County goals and objectives;
·         Perform other duties that may be assigned from time to time;

Qualifications

·         Must have a bachelor’s degree in public administration or business administration or social sciences from a recognized institution in Kenya;
·         A Master’s degree in public administration, public policy, business administration or development management from a recognized institution will be an added advantage;
·         Have at least ten (10) years relevant working experience, five (5) of which we must have been in a senior managerial position in the public sector;
·         Must have attended a senior management course lasting not less than one (1) month from a recognised public institution in Kenya.
·         Demonstrate a high degree of professional and technical competence in work performance and results.
·         Must be computer literate.
