Objectives of the Programme: The main objective of the programme is toensure and establish effective and technical support and WHO collaboration withthe national counterparts in all the domains of Health System Development (HSD)for better health outcomes in general and immunization outcomes in particular.

The programme of health system strengthening supports the reform process in the Health Sector to improve equity in health, access, coverage and quality of health services..
 
Description of Duties
 
The incumbent will perform the following duties:
  • Provide technical guidance to Zonal health authorities to for health systems development and progress towards Universal Health Coverage including vaccine preventable diseases eradication and elimination goals. 
  • Coordinate the health system performance assessment, identify gaps and guide the national health services on mechanisms to strengthen and improve service provision, improve quality of care and patient safety initiatives and emergency care services. 
  • Promote partnership with key stakeholders on HSS through engaging dialogue on national, regional and global health strengthening. 
  • Coordinate the planning and implementation of health system strengthening projects under Global Health Initiative including GAVI, Global fund and IHP+
  • Develop collaboration and synergies with other departments, clusters and stakeholders outside the Organization on areas of common programmatic interest;
  • Act as WHO1 HSS Country Focal Point for all Global Health Initiatives (GHI) and coordinate WHO HSS programme matters at country level. 
  • Follow up development/updating district health profiles, and relevant information for advocacy purposes. 
  • Build capacity of the national managers in developing and integrated people centered health system that can deliver optimal priority health care services based on community needs specially improving immunization services, EPI data quality and surveillance and use of those data for improved program performance.
Required Qualifications
 
Education
 
Essential: University degree in Medicine and Masters' Degree in Public Health orsocial sciences.

Experience
 
Essential: 
  • At least seven years of experience combined at the national and international levels in the field of health systems management including health policy development. 
  • Experience in developing evidence-based health policies and strategies and results based implementation as well as in coordinating complex technical health programs.
Desirable:
  • Experience with the UN system
  • Experience in managing and coordinating projects in complex/emergency environments.
  • Experience in planning, managing and monitoring community level interventions/Programs
  • Experience with Global Health Initiatives at national or international level.
Skills
  • Technical expertise in planning, monitoring and evaluating health systems. 
  • Ability to provide sound methodological and technical advice and guidance to stakeholders and partners in countries, technical programs and other organizations in the subject area. 
  • Excellent writing and presentation skills. 
  • Advanced and specialized knowledge of health systems and health policy frameworks, and an understanding of current health sector policy development and strategic planning.
  • Excellent communication and negotiation skills, capable of developing and maintaining effective working relations across teams and organizations within an international and multi-cultural working environment.

Use of Language Skills
  • Essential: Expert knowledge of English.
  • Desirable: Intermediate knowledge of French. Intermediate knowledge of Other UN language.
Remuneration: WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 70,647 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1801 per month for the duty station indicated above. 

Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.

Objectives of the Programme: Country Management Support Units (CSUs) have been established in the organizational structure to provide support for Managers and staff to fully assume their responsibilities in the GSM environment and to ensure compliance with organizational policies, procedures, rules and regulations on all administrative and financial matters and transactions in the context of an Enterprise Resource Planning (ERP) system.

Purpose of the Position: Within the Country Management Support Unit, to provide transportation support to the WHO Country Office Representation and to Driving WHO Official vehicles and ensures that vehicles are kept in good and working conditions.

Description of Duties
The incumbent will perform the following duties:
  1. Drives the head of the Office (WR) and other high ranking Officials;
  2. Meets official personnel at the airport and facilitates immigration and customs formalities
  3. Collects and delivers mail, pouch and other official documents whenever required;
  4. Responsible for the day-to-day maintenance of the vehicle, checks oil, water, battery,  brakes, tires and ensures that vehicle is kept clean and is in good running condition at all  the times;
  5. Maintains log book for official travel, daily mileage, gas consumption, oil changes etc;
  6. Ensures that the steps required by the rules and regulations are taken in case of  involvement in accident;
  7. Performs other duties whenever required based on clearance from WR.
  8. Work might require driving for long periods, lifting pouch bags, some of which are over 25kgs and also driving subject to weather and traffic risks.
Required Qualifications

Education

Essential:
 At least Junior Secondary School education and a valid driver’s license of the country.

Experience
  • Essential: At least ten years driving experience as a driver and a safe driving record.
  • Desirable: UN experience would be an advantage.
Skills
  • Driving rules and regulations of the country;
  • Familiarity with office procedures and transport needs of the office;
  • Knowledge of driver courtesies;
  • Ability to read, write and understand instructions in the official working languages and
  • Ability to write concise and faithful reports of accidents, when applicable.
  • Basic word processing or other software packages, and standard office equipment.      
  • Formal or self-training in the use of standard office software.
