This position will oversee

Coordination and
Collaboration
- Continuously
mobilize community members, gatekeepers and stakeholders in participating
in project activities and ensure it conforms to work schedules

directly with communities, local institutions and local authorities on
hygiene and sanitation issues as well as other agencies operational in
Turkana (particularly those carrying out similar activities) regularly to
ensure coordination and effective implementation of activities under the
guide of the project manager.

guidance contributes towards strengthening of integration of WASH
programming with the other key IRC program Sectors.
Other

Required Qualifications:
Degree in Public Health, Environmental Health, or related Social Sciences with a bias in hygiene and sanitation practices or equivalent combination of education and work experience.

The IRC plans to have a consultant pediatric cardiologist to help in diagnosis and management of cardiac conditions within the Dadaab camp population.

was established in 1992 and is the largest and third oldest camp in the Dadaab
operation.
Most refugees and asylum
seekers who arrived to Hagadera in the last few years are staying with
relatives but some 20,000 have settled outside the designated camp area in the
so-called ‘Hagadera Outskirts’.
The IRC has implemented
refugee assistance projects in Dadaab since January 2009 and in 2014 it became
the lead health and SGBV implementing partner in Hagadera. The IRC
provides primary and secondary health care services, targeted nutritional
services, quality reproductive health and HIV related services, as well as the
protection and empowerment of women and girls.
The IRC recently initiated an
Emergency Programming in Garissa largely focusing on Nutrition and WPE.

Senior HR Coordinator, Technical Coordinators (Heath, WPE, Nutrition, Emergency

Policies and the IRC Way Standards for professional Conduct. Document and
address breaches of policy and disciplinary issues in coordination with
the Sr HR Coordinator in a professional manner and in line with the letter

- Ensure the
Performance Management cycle is implemented and documented timely for all
staff in the field site. Ensure feedback from technical coordinators is
sought and incorporated in performance management cycles of program
managers and heads of department, including but not limited to technical
performance and capacity building needs.
- Provide direct
supervision to the field site’s HR lead, ensuring recruitment, staff
orientation, and payroll preparation, leave management and exit management
processes are carried out timely and in line with relevant policies and
procedures.
- Ensure that
staff have capacity development plans in place based on documented
capacity needs assessments exercise. Work with the appropriate technical
resource (for example the Technical Coordinators) to achieve this
Finance and Supply Chain and
ICT Management
- In close
coordination with the Finance department, lead the development and
management of annual, comprehensive and inclusive field operating budgets.
- Oversee the
financial management of field office operations by the Program Managers,
and the Finance staff, including cash management, issuing and tracking
advances, ensuring complete and correct use of all finance forms; timely
notice to Nairobi of cash transfer needs;
- Ensure proper
financial, supply chain and ICT management systems and control mechanisms
are in place and adhered to in line with the IRC’s global and in-country
finance and supply chain policies.
- Oversee the
carrying out of supply chain support operations by Hagadera supply chain
staff, including procurement (both local and through Nairobi), stock
management, asset management, vehicle operations, equipment maintenance
and repair (including communications and computer equipment);
- Provide
supervision and leadership to the field site’s finance and supply chain
teams.
- Review and
ensure timely submission of monthly and annual finance and supply chain
reports from the field site as required.
Security Management
- Act as IRCs
Security Focal Point for the field site.
- Ensure all
staff in the field site know and understand IRC Hagadera and Garissa’s
security regulations; Document and address breaches of policy and
disciplinary issues in coordination with the Security Manager.
- Monitor the
Hagadera and Garissa security situation, attend security meetings and
inform the Security Manager, and SMT where appropriate, of developments
through submission of accurate weekly and –where needed- ad-hoc security
and incident reports.
- Participate in
the review and update of the country Security Management Plan.
- Assist the
Security Manager in developing field specific Contingency Plans, Medevac,
Evacuation Plans and SOPs.
- Assist the
Security Manager with developing training plans for staff and conducting
trainings.
Representation and
Coordination
- Represent the
IRC with local government authorities (administrative, sectoral and security
officials), non-state actors, UN agencies, NGOs, and donors at the field
site level. Engage and or delegate to program staff for sector
representation as appropriate.
- Represent the
IRC with beneficiaries and communities to encourage accountability to
those we serve
- Upon request
by the Senior Management Team, organize and facilitate field visits for
stakeholders interested in IRC’s Hagadera and Garissa response.
- Coordinate IRC
program activities with relevant officials and other humanitarian agencies;
- Assist in the
preparation of regular reports to keep partners and stakeholders informed
of IRC’s activities;
- Draft reports
and provide verbal updates to the Country Director.
- Actively
develop and maintain effective working relationships with key stakeholders
at the county level including donors, government actors, local traditional
leadership, beneficiary populations and their representatives, etc.

Requirements:
- Six or more
year’s progressive management and leadership experience with an
International NGO.
- Bachelor’s
degree in a relevant management or technical field.
- Experience
managing country program teams with a diverse portfolio; knowledge of
major donors (including USAID/OFDA/PRM, ECHO/EC, DFID, UN Agencies).
- Strong
background in Supply Chain, Logistics, Administration.
- Experience in
IT is strongly preferred.
- Experience
managing Security in a hostile environment.
- Excellent
leadership, people management, interpersonal and negotiation skills and a
demonstrated ability to develop harmonious teams in cross cultural
context.
- Strong

Job Purpose /
Objective: The GBV worker will work to ensure improved quality of health
and psychosocial support for survivors, support development of a functional
referral networks that enhance survivors’ ability to receive confidential,
safe, and timely services that meets their needs in a timely manner.
S/he will oversee Case management and psychosocial support services provided to survivors of gender-based violence and women and girls in general, implementation of basic psychosocial support activities for women and girls at the Wellness Center and any necessary outreaches and partner support.

S/he will oversee Case management and psychosocial support services provided to survivors of gender-based violence and women and girls in general, implementation of basic psychosocial support activities for women and girls at the Wellness Center and any necessary outreaches and partner support.
Key Responsibilities
- Provide direct
support and care for adult survivors of GBV and age-appropriate
specialized support and care for adolescent, male and girl child survivors
of GBV, including counseling and case management.
- Follow GBV
guiding principles of respect, confidentiality, and safety/security and
non- discrimination while providing services.
- Ensure proper
documentation of reported GBV incidences through utilization of GBV IMS
case intake, action, follow up and other case management forms
appropriately.
- Ensure all
documentations on reported cases and referrals made are updated, accurate,
organized and well maintained.
- Work with
stakeholders to develop and strengthen referral networks and monitor the
implementation of thereferral pathway to improve survivors access to
confidential, safe GBV services in a timely manner to meet their needs
- Ensure
adherence to GBV guiding principles and the provision of survivor centered
care (respect wishes, decisions of survivors).
- Support
adherence to GBV referral protocols and guiding principles for working with
survivors
Monitoring & Reporting
- Prepare and
submit reports as required and incorporate supervisors’ feedback in a
timely manner, including information related to survivor non-identifying
data, treatment provided, follow up visits, drugs availability, referrals
to other service providers and awareness activities conducted etc.
- Ensure
supplies/resources are requested on a timely manner for timely
implementation of program activities including manage/prepare contingency
program stock supplies where necessary.
- Monitor and
track utilization of program supplies and resources to ensure efficient
use of available resources.
Key Result Areas:
- Ensure timely
GBV response services are provided as needed from the Wellness Center or
from outreaches as necessary.
- Facilitate
timely referrals as needed
Required Qualifications: Diploma
in Social Work / Social Sciences / Counseling / psychology / health or other
related field preferred. Degree in similar fields would be an added advantage.
Experience / Competence
Experience / Competence
- Counseling and
experience / working with women and girls in the direct provision of
counseling and psychosocial support to survivors of gender based violence
with a reputable organization or local women organizations / groups,
including experience counseling survivors of abuse or violence.
- Excellent
listening and observation skills, including ability to create trust,
support, respect and interact with survivors of all ages, background and
diversity
- 1-2 years’
experience in the direct provision of counseling and psychosocial support
to survivors of gender based violence, including child survivors preferred
and an added advantage but not a must. Good facilitation skills and
experience required
- Clear
understanding, including demonstrated positive attitudes on gender inequality,
and issues surrounding violence against women and girls STRONGLY
preferred.
- Ability to
maintain confidentiality and respect for clients at all times is
essential.
- Ability to
lead, train, supervises, facilitates and motivates other GBV staff and
local partners in their respective tasks in a professional, respectful and
supportive manner.
- Positive and
professional attitude, able to organize, maintain composure and prioritize
work under pressure, work overtime when necessary and be able to coordinate
multiple tasks and maintain attention to detail. Ability to work as a
member of a team essential.
