Job Purpose / Objective: The role of WASH Officer - Hygiene Promotion is to ensure correct delivery and impact of hygiene and sanitation promotion activities, good participation of target communities and other local stakeholders in close collaboration with Project partners.  

This position will oversee all aspects of hygiene and sanitation project baseline survey, analysis, design, implementation and monitoring to its full completion. 

Additionally, the Officer will be required to identify, recruit, train and capacity build SMCs, WMCs, CHWs and required training. 

This position will also be required to directly facilitate and oversee sustainability initiatives for all Water Supply Schemes implemented by IRC together with GoK as per the guidelines provided. 

This role needs someone with a capacity to develop methodologies and guidelines needed in carrying out hygiene and sanitation promotion in different rural/urban settings.

During implementation of project’s activities, the Hygiene Promotion Officer will be required to provide feedback to project partners with an aim of improving overall WASH program quality.

Main Responsibilities

The WASH Officer – Promotion will identify and assess the key hygiene and sanitation practices to be addressed and whom to engage and develop an appropriate communications strategy to promote safe practices. 

She/he will ensure that an empowering approach to working with communities is employed and all activities are carried out in a way that is sensitive to community needs and promotes the full and equal participation of women, men, children and youth. 

Primary responsibilities include:

Program
  • Design and manage assessments and studies in order to identify hygiene and sanitation practices and WASH-related health risks and priorities in target communities.
  • In cooperation with other WASH staff, design and plan activities to reduce these risks, with reference to both physical and behavioral aspects
  • Working with the WASH Officer – Water Supply/Sanitation design and manage assessments/evaluations in order to identify key strengths, limitations of community structures managing WASH facilities.
  • Design and manage assessments and studies in order to identify hygiene and sanitation practices and WASH-related health risks and priorities in target communities

Capacity Strengthening
  • Working with the WASH Officer – Water Supply/Sanitation facilitate training WMCs, other Community structures (SMCs, CHWs, CHEWs, Youth Groups) and local authorities on improved hygiene/sanitation practices, management and sustainability of WASH infrastructure.
  • Together with GoK line departments continuously monitor functionality and performance of community structures managing WASH facilities, identify capacity gaps and develop capacity strengthening plans
  • Together with GoK line departments continuously monitor functionality and performance of community structures managing WASH facilities.
Reporting
  • Provide regular reports on hygiene issues and program progress against work plan and program activities including donor reports according to donor requirements
  • Maintain an up to-date activity tracking tool (soft and hard copies) of all community structures including membership working closely with the IRC in all WASH related activities at all times.
Coordination and Collaboration
  • Continuously mobilize community members, gatekeepers and stakeholders in participating in project activities and ensure it conforms to work schedules
  • Liaise directly with communities, local institutions and local authorities on hygiene and sanitation issues as well as other agencies operational in Turkana (particularly those carrying out similar activities) regularly to ensure coordination and effective implementation of activities under the guide of the project manager.
  • Under the guidance contributes towards strengthening of integration of WASH programming with the other key IRC program Sectors.
Other
  • Support WASH department in other tasks, roles and, responsibilities as may be assigned to by the supervisor.
  • Actively  participate in other inter-sectoral WASH activities (Water Supply and Sanitation Infrastructure Constructions)
Required Qualifications:

Degree in Public Health, Environmental Health, or related Social Sciences with a bias in hygiene and sanitation practices or equivalent combination of education and work experience. 

OR Individuals with training and experience in healthcare, health promotion, community development, social work.

Required Experience & Competencies:
  • Minimum of 3 years relevant work experience in ASAL.
  • Strong sanitation and hygiene promotion experience essential
  • Demonstrated skills in design and application of community engagement approach models / strategies for behavior change in WASH projects

Required Qualifications:

  • A minimum of Three years’ experience for degree holders and 5 years’ experience for diploma holders in working/programming in emergencies, relief or development including implementing a large scale community based water and sanitation project with evidence of successful implementation of similar projects.
Required Experience & Competencies:

Consultant Cardiologist - Hagadera

Term of Reference for Cardiologist Consultant

Introduction: The International Rescue Committee (IRC) provides health services in Hagadera and Kambioos, at Dadaab Refugee Camp since January 2009. 

It operates 1 camp hospital and 4 health posts in the community within Hagadera which is a part of the main DADAAB refugee camp complex that hosts a total population of 247,931 beneficiaries.

In its programming the IRC has 5 main programs which include Health, Nutrition, Protection, HIV/AIDS and a Gender Based Violence program that are all headed by a manager who in turn report to the Field Coordinator.

The IRC plans to have a consultant pediatric cardiologist to help in diagnosis and management of cardiac conditions within the Dadaab camp population.

This is a single consultancy planned to ke place in sept 2017.

Objective of the consultancy
  • To screen patients with suspected cardiac conditions, both pediatrics and some adult
  • To perform Echocardiography of the pre-screened patients both paediatrics and some adult
  • To develop plan of management for the cardiac patients both medically and surgically
  • To report on the consultancy
Expected outcome

The patients awaiting cardiologist will be reviewed. 

Their diagnosis confirmed through use of echocardiogram, proper plan of management drawn up for them and a report of the findings compiled to help with further management. 

The report will include recommendation of further management; medically or surgically.

Tasks to be performed

In liaison with the Health Manager, the cardiologist consultant will be required to:
  • Review patients already in the cardiologist waiting list.
  • Perform echocardiogram to confirm some the cardiac conditions.
  • Develop plan of management for the reviewed patients
  • Prepare and submit a report of the patient reviewed with recommendations for patients both surgically and medically to the health manager.
IRC role
  • IRC in conjunction with other health implementing partners will provide the list of the patients to be reviewed.
  • IRC with other health implementing partners will organize the transport and movement around the Dadaab camp complex.
  • IRC will provide transport for the consultant cardiologist from Nairobi and back after the consultancy.

  • The IRC will facilitate transport of the consultant to and from Nairobi.
  • The IRC will provide accommodation for the consultant at IRC compound.
  • The consultant will pay for his/her meals at IRC Hagadera cafeteria.

Emergency Response Nurse - Garissa

Job Purpose / Objective: Working under the guidance and supervision of the Nutrition Supervisor, the emergency nurse will be directly responsible for;

Key Responsibilities
  • Carry out triage of patients including screening for acute malnutrition during the mobile outreaches in the sub-counties.
  • Conduct consultation services to children and adults during the target mobile outreaches in the sub county.
  • Implement and evaluate individual treatment plans for patients with health conditions including children with severe acute malnutrition.
  • Ensure essential services including deworming, Vitamin A supplementation and routine immunization services are provided to children under-fives during the outreaches.
  • Initiate and facilitate patient referrals to the nearby health facilities including the County referral hospital for patients who require further management/inpatient care.
  • Conduct Antenatal and post natal reviews for expectant mothers and lactating women during the integrated health and nutrition outreaches.
  • Work closely with nutritionists and the health facility staff including CHEWs and CHVs in the targeted areas of response.
  • Ensure that all required observations, prescribed treatment and procedures are properly carried out and documented in the patient’s cards.
  • Conduct regular training session for CHEWs and CHVs on basic care/management of various health conditions and follow up of patients.
  • Give health education to patients and clients during the outreaches.
  • Compile and submit monthly reports on patients treated andreferrals
  • Monitor and supervise proper usage of essential drugs/medical supplies
  • Carry out any other additional duties as may be assigned by the supervisor

Senior Field Coordinator - Hagadera & Garissa

Background: Hagadera was established in 1992 and is the largest and third oldest camp in the Dadaab operation. 

Most refugees and asylum seekers who arrived to Hagadera in the last few years are staying with relatives but some 20,000 have settled outside the designated camp area in the so-called ‘Hagadera Outskirts’.  

The IRC has implemented refugee assistance projects in Dadaab since January 2009 and in 2014 it became the lead health and SGBV implementing partner in Hagadera.   The IRC provides primary and secondary health care services, targeted nutritional services, quality reproductive health and HIV related services, as well as the protection and empowerment of women and girls.  

The IRC recently initiated an Emergency Programming in Garissa largely focusing on Nutrition and WPE.

Scope of work: The IRC seeks an experienced Field Coordinator with significant humanitarian operations experience to manage the IRC’s field offices, staff, and operations.  

The individual must have previous experience working in volatile environments.

The Field Coordinator will supervise staff, manage the office premises, liaise with local authorities, and contribute to program design and implementation.

Job Purpose / Objective: The Senior Field Coordinator (FC) plays a key role in the overall leadership and management of the IRC Kenya Program. 

The Senior Field Coordinator leads IRCs response in Hagadera and Garissa Field Sites and is responsible for supporting, coordinating and supervising timely and high-quality program implementation, with a specific focus in ensuring effective functionality of all the support functions of the program.  

Under the supervision of Deputy Director of Operations (DDO), the Senior Field Coordinator will be responsible for the overall field coordination, program support, and field office management working in close collaboration with other members of the senior management team including the Country Director, Deputy Director of Program (DDP), Deputy Director Grants & Accountability, Finance Controller, Senior HR Coordinator, Technical Coordinators (Heath, WPE, Nutrition, Emergency …etc.). 

The Senior Field Coordinator will be based in Hagadera with travel to Garissa and other field sites as required.  

Responsibilities and Specific Tasks:

Field Office and Program Management
  • Oversee day-to-day implementation of all programs in the field site, providing constructive supervision to the program managers to implement, monitor, evaluate work plans including monitoring & evaluation mechanisms as agreed with the Deputy Director Programs and in coordination with the IRC sector Technical Coordinators.
  • In close collaboration with relevant Technical Coordinator(s), lead the field-based teams in the development of new proposals and initiatives for the Hagadera and Garissa field site in accordance with the country program strategic plan and IRC Strategic Action Plan 2020 framework.
  • Participate in the development of budgets for program proposals in conjunction with the grants and finance departments.
  • Ensure timely and quality program implementation, reporting, and monitoring.
  • Contribute to assessments, program design, and budgeting.
  • Ensure programs are in compliance with IRC, donor and national requirements.
Grants Management and Reporting
  • In close coordination with the Grants department and the relevant Technical Coordinator(s), lead field-level Grants Opening, Mid-Term and Closing meetings.
  • Review operational aspects of internal and external reports from the field site and ensure timely submission as required
  • Lead review of Budget vs. Actual expenditure on a monthly basis with staff, ensuring timely and accurate feedback to the relevant Technical Coordinator(s) and the Grants, Finance and Supply Chain departments.
  • In collaboration with the Technical Coordinator(s) address any over/under expenditure issues through jointly developed corrective plans.
Monitoring & Evaluation
  • Ensure appropriate M&E activities are carried out regularly by program staff in all sectors (data collection & analysis, monitoring of project progress against established work plans, monitoring of established indicators and utilization of results to inform program (re-)design);
  • Support in Identifying gaps in M&E systems and make recommendations for improvements;
 Strategic Planning
  • Support the integration of program activities to create coherent, quality and complimentary programming; Specific focus to ensure strong integration of program support functions with direct program related activities
  • Participate in workshops at field level to establish and monitor annual operating plans for the strategic plan;
  • Ensure that all project activities are consistent with established best practices and IRC’s Program Framework principles.
Human Recourse Management
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Ensure all staff in the field site know and understand IRCs Global and in-country HR Policies and the IRC Way Standards for professional Conduct. Document and address breaches of policy and disciplinary issues in coordination with the Sr HR Coordinator in a professional manner and in line with the letter and spirit of the relevant policy.
  • Ensure the Performance Management cycle is implemented and documented timely for all staff in the field site. Ensure feedback from technical coordinators is sought and incorporated in performance management cycles of program managers and heads of department, including but not limited to technical performance and capacity building needs.
  • Provide direct supervision to the field site’s HR lead, ensuring recruitment, staff orientation, and payroll preparation, leave management and exit management processes are carried out timely and in line with relevant policies and procedures.
  • Ensure that staff have capacity development plans in place based on documented capacity needs assessments exercise. Work with the appropriate technical resource (for example the Technical Coordinators) to achieve this
Finance and Supply Chain and ICT Management
  • In close coordination with the Finance department, lead the development and management of annual, comprehensive and inclusive field operating budgets.
  • Oversee the financial management of field office operations by the Program Managers, and the Finance staff, including cash management, issuing and tracking advances, ensuring complete and correct use of all finance forms; timely notice to Nairobi of cash transfer needs;
  • Ensure proper financial, supply chain and ICT management systems and control mechanisms are in place and adhered to in line with the IRC’s global and in-country finance and supply chain policies.
  • Oversee the carrying out of supply chain support operations by Hagadera supply chain staff, including procurement (both local and through Nairobi), stock management, asset management, vehicle operations, equipment maintenance and repair (including communications and computer equipment);
  • Provide supervision and leadership to the field site’s finance and supply chain teams.
  • Review and ensure timely submission of monthly and annual finance and supply chain reports from the field site as required.
Security Management
  • Act as IRCs Security Focal Point for the field site.
  • Ensure all staff in the field site know and understand IRC Hagadera and Garissa’s security regulations; Document and address breaches of policy and disciplinary issues in coordination with the Security Manager.
  • Monitor the Hagadera and Garissa security situation, attend security meetings and inform the Security Manager, and SMT where appropriate, of developments through submission of accurate weekly and –where needed- ad-hoc security and incident reports.
  • Participate in the review and update of the country Security Management Plan.
  • Assist the Security Manager in developing field specific Contingency Plans, Medevac, Evacuation Plans and SOPs.
  • Assist the Security Manager with developing training plans for staff and conducting trainings.
Representation and Coordination
  • Represent the IRC with local government authorities (administrative, sectoral and security officials), non-state actors, UN agencies, NGOs, and donors at the field site level. Engage and or delegate to program staff for sector representation as appropriate.
  • Represent the IRC with beneficiaries and communities to encourage accountability to those we serve
  • Upon request by the Senior Management Team, organize and facilitate field visits for stakeholders interested in IRC’s Hagadera and Garissa response.
  • Coordinate IRC program activities with relevant officials and other humanitarian agencies;
  • Assist in the preparation of regular reports to keep partners and stakeholders informed of IRC’s activities;
  • Draft reports and provide verbal updates to the Country Director.
  • Actively develop and maintain effective working relationships with key stakeholders at the county level including donors, government actors, local traditional leadership, beneficiary populations and their representatives, etc.

Job Purpose / Objective: The GBV worker will work to ensure improved quality of health and psychosocial support for survivors, support development of a functional referral networks that enhance survivors’ ability to receive confidential, safe, and timely services that meets their needs in a timely manner.

S/he will oversee Case management and psychosocial support services provided to survivors of gender-based violence and women and girls in general, implementation of basic psychosocial support activities for women and girls at the Wellness Center and any necessary outreaches and partner support.

Key Responsibilities
  • Provide direct support and care for adult survivors of GBV and age-appropriate specialized support and care for adolescent, male and girl child survivors of GBV, including counseling and case management.
  • Follow GBV guiding principles of respect, confidentiality, and safety/security and non- discrimination while providing services.
  • Ensure proper documentation of reported GBV incidences through utilization of GBV IMS case intake, action, follow up and other case management forms appropriately.
  • Ensure all documentations on reported cases and referrals made are updated, accurate, organized and well maintained.
  • Work with stakeholders to develop and strengthen referral networks and monitor the implementation of thereferral pathway to improve survivors access to confidential, safe GBV services in a timely manner to meet their needs
  • Ensure adherence to GBV guiding principles and the provision of survivor centered care (respect wishes, decisions of survivors).
  • Support adherence to GBV referral protocols and guiding principles for working with survivors
Monitoring & Reporting
  • Prepare and submit reports as required and incorporate supervisors’ feedback in a timely manner, including information related to survivor non-identifying data, treatment provided, follow up visits, drugs availability, referrals to other service providers and awareness activities conducted etc.
  • Ensure supplies/resources are requested on a timely manner for timely implementation of program activities including manage/prepare contingency program stock supplies where necessary.
  • Monitor and track utilization of program supplies and resources to ensure efficient use of available resources.
Key Result Areas:
  • Ensure timely GBV response services are provided as needed from the Wellness Center or from outreaches as necessary.
  • Facilitate timely referrals as needed
Required Qualifications: Diploma in Social Work / Social Sciences / Counseling / psychology / health or other related field preferred. Degree in similar fields would be an added advantage.

Experience / Competence
  • Counseling and experience / working with women and girls in the direct provision of counseling and psychosocial support to survivors of gender based violence with a reputable organization or local women organizations / groups, including experience counseling survivors of abuse or violence.
  • Excellent listening  and observation skills, including ability to create trust, support, respect and interact with survivors of all ages, background and diversity
  • 1-2 years’ experience in the direct provision of counseling and psychosocial support to survivors of gender based violence, including child survivors preferred and an added advantage but not a must. Good facilitation skills and experience required
  • Clear understanding, including demonstrated positive attitudes on gender inequality, and issues surrounding violence against women and girls STRONGLY preferred.
  • Ability to maintain confidentiality and respect for clients at all times is essential.
  • Ability to lead, train, supervises, facilitates and motivates other GBV staff and local partners in their respective tasks in a professional, respectful and supportive manner.
  • Positive and professional attitude, able to organize, maintain composure and prioritize work under pressure, work overtime when necessary and be able to coordinate multiple tasks and maintain attention to detail. Ability to work as a member of a team essential.
  • Ability to communicate in English
  • Ability to write reports in English
  • Basic  knowledge of computer skills are helpful (word, excel, email etc) and a plus.
