Head of Human Capital

The Head of Human Capitalwill be responsible to the Chief Executive Officer in coordinating and managing human resource services, systems and operations.

Duties

·         Overseeing the formulation and interpretation of human resource  management policies, rules and regulations including those relating  to gratuity, salary administration, labour laws and other statutes that impact on the human resource;
·         Analysing the utilization of the human resource and advising on  proper deployment;
·         Making proposals on human resource planning and succession  management;
·         Analysing staff performance and career progression and making appropriate recommendations;
·         Coordinating training need assessment for IPOA staff;
·         Guiding on all matters related to appointments and placement, discipline, promotions and confirmation of staff;
·         Coordinating human resource annual budget and work plans; and
·         Overseeing staff training, development and performance appraisal.
·         Must be a citizen of Kenya.
·         Meets the requirements of Chapter six of the Constitution of Kenya.

Requirements

For appointment to this grade, an officer must have:
·         Served in the grade of Principal Human Resource Officer for a minimum period of three (3) years or twelve (12) years working experience in a comparable and relevant position in the Public or Private Sector;
·         Bachelor’s degree in any of the following disciplines: Human Resource Management/Development, Industrial Relations, Business Administration (Human Resource Option), Social Science or equivalent qualification from a recognized Institution;
·         Higher Diploma in Human Resource Management or equivalent qualification from a recognized institution;
·         Master’s degree in any of the following disciplines: Human Resource Management/Development, Industrial Relations, Business Administration (Human Resource Option) or equivalent qualification from a recognized Institution;
·         Registered as a professional member with Institute of Human Resource Management (IHRM);
·         Certificate in computer application skills;
·         Certificate in either Corporate Governance or Strategic Leadership
·         Programme lasting not less than (3) weeks from a recognized institution will be an added advantage.

Head of Regional Offices

The Head of Regional Offices will be responsible to will be responsible to the Chief Executive Officer/Secretary in coordinating and managing the Authority’s regional offices Operations.

Roles

·         Coordinating all regional offices activities;
·         Supporting Regional teams in the development and review of annual work plans, budgets and procurement plans for smooth implementation of activities;
·         Ensuring that financial resources are available according to the work plans of all regional activities, and are used effectively and efficiently;
·         Ensuring that clear individual targets and objectives are set by individual regional coordinators and their regional staff;
·         Ensuring adherence to the Authority’s policy documents; manuals and all procedure guidelines;
·         Ensuring effective operationalization of ECM system in regions with an
aim of promoting its benefit realization component (Statistical analysis, reporting, tracking and performance);
·         Supporting capacity building of the regional staff to undergo requisite trainings as identified through regular training needs assessments;
·         Supporting the regional offices to undertake proper planning of staffing requirements to ensure continuous delivery of services;
·         Ensuring appraisals of the Regional staff while recommending necessary actions for their increased performance;
·         Representing Regional Offices issues in the Management;
·         Support Regional level planning, implementation, reporting, learning and reflection through coordinating and leading timely review meetings across the regional offices;
·         Facilitating cross synergy of all regional related activities including outreach and stakeholders management;
·         Ensuring consistent focus on the delivery of high quality services across the regions;
·         Leading in collaboration with a wide range of stakeholders in the Regions, including National Police Service, County Governments and other state and non-state institutions to achieve the Authority’s mandate.
·         Any other role as may be assigned by the Chief Executive Officer
·         Must be a citizen of Kenya.
·         Meets the requirements of Chapter six of the Constitution of Kenya.

Requirements

·         Served for a minimum period of three (3) years in the grade of either Principal Legal/Security/ Investigations/Inspections/Monitoring Officer or for a period of twelve (12) years in a field related to coordination of an outlet office, three (3) of the years must have been in a management level in the Public Service or Private Sector;
·         A Bachelor’s degree in any of the following disciplines:-Forensic Science, Criminal Justice, Criminology, Law, Social Sciences or equivalent qualifications from a recognized institution
·         A Master’s degree in any of the following disciplines:-Law, Business Administration, Public Policy Development, Social Sciences or equivalent qualifications from a recognized institution; and
·         Certificate in computer application skills
·         Certificate in either Corporate Governance or Strategic Leadership Programme from a recognized institution will be an added advantage.

Head of Investigations

The Head of Investigations will be responsible to Director, Investigations.

Roles

·         Developing, reviewing and implementing strategies, policies, plans, standards and procedures as per the Authorities strategic plan and delivery and quality assurance of investigations;
·         Liaising with the judiciary agencies, victims, witnesses and other stake holders on cases;
·         Analysing evidence and information on investigations and provide material facts for completion of investigations in accordance with the Act, regulations and policies;
·         Enforcing implementation of training manuals and materials for investigations;
·         Effectively coordinating investigations teams and investigation activities;
·         Providing clear concise and accurate periodic reports;
·         Providing periodic investigation updates; prepare, monitor, report on
the Directorate’s annual work plan, budget and strategic plan; prepare detailed periodic internal and statutory reports;
·         Supporting prosecution process in court;
·         Identifying and documenting gaps in processes and systems and recommending corrective action;
·         Reviewing and auditing all complaints investigated;
·         Overseeing investigations of all cases referred to Internal Affairs Unit by the Authority to ensure impartial and timely completion of the same;
·         Keeping records of all complaints investigated by IAU including cases referred by IPOA;

·         Developing rapid response strategies;
·         Supervising, appraising, training and developing staff in the Department; and
·         Leading and conducting investigations into high priority, sensitive and complex cases.
·         Must be a citizen of Kenya.
·         Meets the requirements of Chapter six of the Constitution of Kenya.

Requirements

·         Served for a minimum period of twelve (12) years in investigations or a comparable and relevant position of which three (3) must have been in an investigations management position including supervising teams, in an investigation agency in the Public Service or Private Sector;
·         A Bachelor’s degree in any of the following disciplines -Forensic Science, Criminal Justice, Criminology, Law, Social Sciences or equivalent qualifications from a recognized institution; and
·         A Master’s degree in any of the following disciplines -Forensic Science, Criminal Justice, Criminology, Law, Social Sciences or equivalent qualifications from a recognized institution;
·         Must have in-depth knowledge and technical expertise in criminal investigations including criminal investigations in Kenya;
·         Demonstrable experience in compilation of thorough and well-reasoned investigation files will be a distinct advantage
·         Ability to use computer application;
·         Certificate in either Corporate Governance or Strategic Leadership
·         Programme from a recognized institution will be an added advantage.

Database & Software Analyst

The Database and Software Analyst main responsibility is system development (80%) on Microsoft Dynamics CRM, integration, maintenance, user training and support with a quarter or about (20%) being spent on database management. The position will be responsible to the Head of ICT.

Roles

·         Drafting software requirement documents after gathering user requirements;
·         Working closely with the systems and network engineers.
·         Actively participate in project lifecycle activities including requirements analysis, solution design, test plan development/execution, and deployment to production or live environment;
·         Monitoring and maintaining
·         CRM integrations including technical troubleshooting of APIs and source/target integration points,
·         Microsoft SharePoint setup and management with ability to develop
·         CRM custom workflow assemblies and plug-ins;
·         Working collaboratively with end-users to troubleshoot, resolve dynamics CRM issues and execute end user training, acceptance testing as well as system’s technical and user documentation;
·         Implementing xRM solutions on the Microsoft Dynamics CRM 2013, 2015 or 2016 platform with entity, security model and web services engineering;
·         Database management onMicrosoft SQL Server 2012/2014, performance tuning and connections, implementing disaster recovery strategies, database security, developing reports using reporting Services and structured query language (SQL) scripting;
·         Integrating Microsoft CRM forms, screens, workflows, plugins and views, workflows and reports around the customer needs to address functionality and usability gaps;
·         Resolving technical issues on Windows 2012/2016 servers

Requirements

·         Bachelor’s degree in any of the following; Information Technology, Computer Science/Engineering, Business Information Technology or Computer Technology from a recognized institution;
·         Microsoft Dynamics CRM Certifications with experience is a MUST;
·         Extensive experience in SDLC (Software/System Development Life Cycle) methodologies with 2+ years of proven experience in the development and administration of the latest MS Dynamics CRM platform (On premise or Online);
·         2+ years of experience using .Net development (VB.NET, ASP.NET, C# and SQL Server) and client-side technologies (JavaScript, HTML, CSS);
·         A good understanding of standard networking protocols and components such as: HTTP(s), DNS, TCP/IP, ICMP, VPN, Active Directory, High Availability and Load Balancing;
·         Experience in Public Key Infrastructure, IIS, Exchange, SRS and other related technologies to CRM;
·         Experience in Microsoft SQL Server 2012/2014 database management
·         Professional ICT qualifications including MCITP, CCNA and CISA are added advantages;
·         Microsoft SQL, MySQL database administration and Microsoft Dynamics Navision certification are added advantages;

Procurement Officer

Reports to the Head of Procurement through the Senior Procurement Officer

Duties

·         Ensuring security and safe custody of stores and equipment;
·         Participating in the Procurement of stores and equipment;
·         Undertaking stock control and stock audit;
·         Capturing and/or processing requisitions in the IFMIS e-procurement module;
·         Liaising with customers on outstanding deliveries and verification of orders and invoices;
·         Collecting data on outstanding deliveries and unserviceable stores and equipment for disposal;
·         Compiling data on items required for tendering and on disposable and unserviceable stores and equipment;
·         Participating in the preparation and implementation of procurement manual;
·         Analysing data on items required for tendering and quotation purposes and on those classified as disposable and unserviceable;
·         Participating in disposal of unserviceable stores and equipment;
·         Participating in the preparation of estimates on expenditure of goods and services;
·         Participating in Board of Survey on disposable stores and equipment and prepare report; and
·         Co-ordinating delivery of procured stores and equipment including customs clearance;

·         Registered as a professional member with Kenya Institute of Supplies Management (KISM)

Duties

·         Conducting policy analysis and identifying need for policy, procedural and legislative reforms;
·         Participating in developing, improving and recommending policies, procedural recommendations and program initiatives;
·         Participating in monitoring and reporting on the implementation of existing policies and procedural and legislative reforms;
·         Analyzing and evaluating regulatory, statutory and other impact or change requirements involving the development and review of policies;
·         Assisting in policy development for IPOA; developing annual plans for IPOA;
·         Preparing the bi-annual performance and annual reports;
·         Developing performance monitoring and evaluation frameworks and tools;
·         Liaising with all departments of IPOA to develop, harmonize and define performance indicators;
·         Organizing for evaluation and impact studies and the use of data for improvement of work; and
·         Participating in the development of corporate strategic plan and annual plans for the organization;

Requirements

·         Bachelor’s degree in any of the following discipline: Economics, Statistics, Project Management, Strategic Management or equivalent qualifications from a recognized institution;
