County Public Service Board
 
Nyamira County Public Service Board wishes to recruit competent and qualified citizens to fill the following positions as per the Constitution of Kenya 2010 and the County Government Act 2012 Sections 44 and 45:

 

County Chief Officers 

(12 Positions)
 
The County Chief Officers shall be in-charge of the following portfolios
  1. Finance and Planning
  2. Lands, Housing and Urban Development
  3. Environment, Water, Mining and Natural Resources
  4. Health Services
  5. Transport, Roads and Public Works
  6. Trade, Tourism, and Cooperative Development
  7. Public Service Management
  8. Agriculture, Livestock and Fisheries
  9. Education and Youth Empowerment
  10. Gender, Sports, Culture and Social Services
  11. Results Office - Office of the Governor
  12. Special Programmes - Office of the Deputy Governor
Duties and Responsibilities
 
The Chief Officer shall be the accounting and authorized officer in respect of exercise of delegated powers and shall be responsible to the respective County Executive Committee Member for:
  • Day to day administration of the department
  • Providing strategic policy direction for effective service delivery within the department
  • Implementation of policies and programs within the department
  • Development and implementation of strategic plans and sector development goals including performance management
  • Formulation and implementation of effective programs to attain Vision 2030
  • Promote National values and principles of governance & values and principles of public service as outlined in Article 232 of the Constitution of Kenya 2010
Requirements for Appointment
  • Be a Kenyan citizen
  • Be a holder of at least Bachelors degree in a relevant field from a University recognized in Kenya
  • Possession of a masters degree in a relevant field will be an added advantage
  • Demonstrate a thorough understanding of socio-economic development objectives and plans of Vision 2030
  • Have knowledge, experience and distinguished career of not less than 10 years at a senior management level
  • Be a strategic thinker and result oriented
  • Demonstrate a thorough understanding and commitment to the values and principles as outlined in Articles 10 and 232 of the Constitution of Kenya 2010
  • Ability to work in a multi-ethnic environment with sensitivity and respect for diversity
  • Proof of registration with the relevant professional body will be an added advantage
  • Satisfy the requirements of Chapter six of the Constitution
For candidates to meet the requirements of Chapter Six of the Constitution of Kenya applicants must obtain the following:
 
(a) Tax compliance certificate from KRA
(b) Clearance certificate from HELB
(c) Clearance certificate from Ethics and Anti- Corruption Commission (EACC)
(d) Certificate of good conduct from Criminal Investigation Department
(e) Credit Reference Bureau clearance

County Secretary 

(1 Position)
 

Duties and Responsibilities
  • Be the Secretary to the County Executive Committee
  • Be the Head of Public Service
  • Be responsible for arranging the business, and keeping the minutes, of the County Executive Committee subject to the directions of the County Executive Committee
  • Convey the decisions of the county executive committee to the appropriate persons or authorities
  • Ensure efficient management of resources
  • Coordination of County Government activities
  • Interpret, disseminate and oversee the implementation of National and County Government policies
  • Provide direction and guidance to public officers in the County
  • Perform any other functions as directed by the County Executive Committee
Qualifications
  • At least a first degree in social sciences.
  • Masters degree in either Strategic Management, Public Administration, or Human Resource Management will be an added advantage.
  • Served in the public service for a period of not less than 10 years
  • Done Senior Management course lasting not less than one month and on job practice for a period of 3 years
Terms of service: contract of 2 years and renewable subject to satisfactory service delivery
 
In addition to qualifications indicated in section 35(3) of the County Government Act, the following are the requirements for appointment to the position:
 
Must meet Chapter six of the constitution by attaching:
 
(a) Certificate of good conduct
(b) Tax compliance Certificate
(c) HELB Clearance
(d) Credit Reference Bureau clearance
(e) Clearance from EACC


Member of Public Service Board

(1 Position)
 

Duties and Responsibilities
  • Delivering quality service to the citizens
  • Observing good corporate governance principles in the performance of your function
  • Regularly attend and participate in board meetings and committees where applicable
  • Reading, reviewing and making decisions on requests, board minutes, annual reports other reports, plans and policies presented before the board
  • Performing any other duties assigned by the chairman from time to time
Requirements for Appointment
  • Be a Kenyan citizen
  • Be a holder of at least Bachelors degree in a relevant field from a University recognized in Kenya; a Masters degree in the relevant field will be an added advantage.
  • Demonstrate a thorough understanding of socio-economic objectives and plans of Vision 2030
  • Have knowledge, experience and distinguished career of not less than 10 years at a senior management level in public service
  • Senior management course lasting not less than one month will be an added advantage.
  • Be a strategic thinker and result oriented

(10 Positions)

Functions of the County Executive Committee Member
 
In addition to the functions provided under Article 183 of the Constitution, a county executive member shall –
 
(a) Supervise the administration and delivery of service in the county and all decentralized units and agencies in the county;
 
(b) Perform any other functions conferred on it by the Constitution or national legislation; and
 
(c) Carry out any function incidental to any of the assigned functions
 
Qualifications
 
In addition to qualifications indicated in section 35(3) of the County Government Act, the applicants must meet Chapter Six of the Constitution of Kenya 2010 by attaching the following:
 
a) Certificate of good conduct
 
b) Tax compliance Certificate
 
c) HELB Clearance
 
d) Credit Reference Bureau clearance
 
e) Clearance from EACC
 
The applicants will also be required to possess the following qualifications:
  • Experience of 10 years in the public service or its equivalent
  • Senior management course lasting not less than one month will be an added advantage.
  • A Masters degree in the relevant field will be an added advantage
