Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. 

IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
 
Organizational Context and Scope: Under the overall coordination of the Regional Director’s Office, with the direct supervision of the Senior, and Deputy Regional Programme Managers (Migration Management), IOM seeks a proactive individual to provide technical support in the implementation of the BMM programme through, assisting in the coordination, implementation, monitoring of and reporting on activities under the AVRR and CT components of the BMM programme.
 
The overall Better Migration Management Project is a regional, multi-year, multi-partner project funded by the EU Trust Fund for Africa, and coordinated by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). 

IOM is one the main implementing partners for the project along with UNODC, Expertise France, Italian State Police, CIVIPOL and the British Council.

This two year project will be implemented in the following countries – Djibouti, Eritrea, Ethiopia, Kenya, Somalia, South Sudan and Sudan.
 
The BMM programme takes a regional approach and aims to provide capacity building to improve migration management, in particular to prevent and address irregular migration, including smuggling of migrants and trafficking in human beings. 

The intervention logic is based on four components: 

(1) support for policy and legislative development and harmonization for better migration and border governance 

(2) capacity building in the form of training, technical assistance and the provision of appropriate equipment to those implementing migration related policies;

(3) support to the identification, assistance and protection of migrants in need; and

(4) awareness-raising with regards to alternative livelihood options, including safe migration.

Context: Under the overall supervision of the Senior Regional Programme Manager (Migration Management) and direct supervision of the Deputy Regional Programme Manager, in close coordination with Finance, the selected candidate will be responsible for the following duties and tasks:
 
Core Functions / Responsibilities:
  1. Assist in the technical and administrative implementation of Assisted Voluntary Return and Counter Trafficking activities under the BMM.
  2. Serve as the focal point for AVRR and Counter Trafficking at the Regional level under the guidance of the Regional Thematic Specialist, and Senior and Deputy Regional Programme Managers (Migration Management).
  3. Maintain programme-related correspondence and progress, technical reports, visibility and communication material and other relevant background documents.
  4. Draft reports and formal correspondence and assist in dissemination to relevant counterparts.
  5. Monitor the status of the programme, compile, summarize and present information/data on activities and produce reports on a regular basis, with regards to AVRR/CT related activities.
  6. Assist the Senior and Deputy Regional Programme Managers (Migration Management) in providing technical support to increase the capacity of implementing missions engaged in service provision, outreach, advocacy and awareness.
  7. Undertake duty travel related to programme implementation as tasked by the Senior and/or Deputy Regional Programme Managers (Mixed Migration).
  8. Attend donor/partner/Government coordination meetings and events
  9. Organize and arrange conferences and/or training sessions related to programme implementation.
  10. Perform any other duties as may be required from time to time in the programme unit.
Required Qualifications and Experience
 
Requirements:
  1. Bachelor’s degree in a related field, such as the Social Sciences, Business and Admin, or Law.
  2. At least three years of professional work experience with United Nations Agency, Non-Governmental Organisations (NGOs) or in the private sector in management of supplies, logistics or administration.
  3. Proficient in computer software: Microsoft Office (Outlook, Words, Excel and Internet Explorer). In particular, strong command of Excel is required.
  4. Familiarity with the current political and security environments in the region.
Languages
  • Good command of written and spoken English and Kiswahili
  • Knowledge of French is an advantage
