Monitoring & Evaluation Officer
Adeso, formally known as Horn Relief,
is an expanding and vibrant African based international development and
humanitarian organization.
The Senior Monitoring and Evaluation
Officer will be responsible for the day to day field M&E activities
implementation, ensuring timely collection of M&E data.
Roles
·
Under the guidance of the Program
Manager, carry out M&E activities implementation
·
Support the development and implementation
of clear, practical M&E plans.
·
Establish data collection systems
within programmers when requested/review existing data collection tools and
systems.
·
Support teams through regular
meetings and on-the-job support to gather, collate, and analyze monitoring
data, as well as to report on findings from monitoring activities.
·
Undertake regular visits to the field
to support beneficiary accountability processes.
·
Participate in the development of
templates and guidelines for data gathering, collation and reporting in liaison
with programmed managers and coordinators.
·
Provide technical support to program
teams with qualitative and quantitative data analysis and reporting when
requested; work with program staff to do monthly analysis of output data.
·
Improve gathering and use of
qualitative data, e.g. through use of case studies.
·
Participate in the design and
execution of surveys and other assessments; actively collect data where
necessary.
·
Coordinate and share learning related
to M&E practices at the field office level, as well as across offices.
Requirements
·
Bachelor’s degree in social
sciences/another relevant field, or equivalent experience.
·
Five (5) or more years’ experience of
data collection, collation, analysis, and report writing.
·
Strong organizational and analytical
skills and ability to work well under pressure and with minimal supervision.
·
Strong interpersonal and community
mobilization skills.
·
Highly motivated, and flexible.
·
Excellent verbal and written skills in
English
·
Excellent computer skills,
particularly with Microsoft Excel and other statistical packages (SPSS, EPI
info)
·
Willing and able to be based and
travel regularly within remote areas, where services are limited.
Senior Project Officer
Adeso is seeking suitable candidates
who will be responsible for the day to day implementation of Adeso
interventions in accordance with the implementation framework and donor
guidelines.
Based in Sanaag, the Senior Project
Officer will be a full-time member of the Adeso team reporting to the Deputy
Program Manager. S/he will, together with the project team, develop appropriate
project plan and implementation, carry out project activities and monitor the
projects.
Under the supervision of the Deputy
Program Manager, the Senior Project Officer will lead the technical development
and implementation of the project.
Duties
·
Under the guidance of the Deputy
Program Manager, carry out activities implementation in the respective region
of the operation.
·
Provide weekly and monthly activity
plans and ensure its full implementation.
·
In liaison with the community
leaders, local authorities and the beneficiaries ensure Adeso interventions are
well understood with full participation.
·
Ensure implementation of projects is
in conformity with donor guidelines and procedures.
·
Liaise directly with communities,
elders and local authorities, as well as other agencies operational in the
project locations regularly to ensure coordination and effective implementation
of activities.
·
Ensure close contacts with the
community elders and local authorities in the operation area.
·
Oversee and manage project
expenditures, ensure budget is strictly adhered to, financial procedures are
observed and all supporting documents are sent to Nairobi as per required
Schedule.

Selection of the beneficiaries and
the follow up process are well understood.
·
Supervise the selection of project
sites together with the target communities and in line with their
requirements/priorities.
·
Ensure proper supervision during the
distributions.
·
Conduct a thorough assessment of the
proposed sites, analyzing labour requirements, costs and timeframes, and taking
into consideration the successes and constraints of new/rehabilitated water
infrastructure at all sites.
·
Develop technical designs and plans
for proposed work sites in consultation with the Deputy Program Director and
other staff.
·
Develop and maintain good
relationships and lines of communication with relevant local authorities and
communities, explaining Adeso’s role as an NGO and liaising with them during
all phases of the project.
·
In the absence of engineer prepare
bill of quantities (BoQs) for all work sites and oversee procurement of
materials and supplies required in consultation with the logistics officer.
Ensure all BoQs costing are well put in the general project procurement plan
which has to be done once and approved from HQ; in the absence of the Project
Engineer.
·
Support and supervise the field
assistants and ensure cordial working relationships.
·
Provide regular community and
beneficiaries’ feedback through the complainants’ response Mechanisms as well
as weekly and monthly reporting.
·
Ensure transparent, gender
consideration in the selection of the village relief committees (VRCs)
·
Carry out performance management for
the line reports (Community Mobilizers) as required by HR policy.
·
Ensuring construction of projects in
accordance with designs and training of community members and stakeholders on
proper operation and maintenance of the water sources.
·
Monitor expenditure and costs of
infrastructure work sites to ensure that project stays on budget.
·
Supervise the
construction/rehabilitation of infrastructure.
·
Participate in developing contractor
tender documents for different structure to be constructed.
·
Develop training materials related to
Water, Sanitation and Natural Resource Management components as needed for the
project.
·
Provide a need based technical skills
to the field staff by carrying on-job regular trainings.
·
Supervise and implement promotion of
public hygiene and sanitation awareness and behavior change and communication.
·
Support the Deputy Program and
Engineer in compiling monthly, quarterly technical reports.
·
Any other duties assigned in the
course of the assignment period.
Requirements
·
Bachelor’s degree or equivalent in
the field of water resource engineering, civil engineering or water and
environmental engineering.
·
Strong experience in working in WASH
and cash transfer activities such as rehabilitations of boreholes, shallow
wells, berkads and cash transfer such as CFW, UNCT as well.
·
Ability to multi-task and effectively
handle stressful situations.
·
Excellent verbal and written
communication skills both in English and Somali.
·
Strong interpersonal skills and
ability to establish and maintain effective working relations with a team.
·
Strong knowledge of and experience
with humanitarian guidelines and principles.
·
Experience in budget management and
knowledge of financial procedures required.
·
Proficiency in computer applications.
·
Ability to live and work in an
isolated area in conditions of limited comfort.
·
Proven ability to work well with
multi-level stakeholders.
·
Strong interpersonal skills.
·
Experience in developing program
work-plans, developing program budgets, managing program implementation,
managing staff, and field and managing short-term technical assistance.
·
Previous experience working in the
Horn of Africa and/or knowledge of the region is preferred.
Senior Finance Officer
The main purpose of the position is
to provide technical support in the accounting process through financial
reporting and internal control management.
Roles
·
Leading in preparing financial
reports in a timely and accurate manner and providing the Head of Finance with
this information for stakeholder use.
·
Ensuring that internal controls
within the computerized accounting systems are safeguarded and working
properly.
·
Ensuring all financial documents from
the field are posted in a timely and accurate manner for the purpose of
generating grant and national office financial reports.
·
Responsible for managing the fixed
assets register and all accounting requirements in the assets management e.g.
reconciliation of assets with the Accounting system records.
·
Reviewing all payments in line with
the laid down policies and procedures before approval of payment is done.
·
Generating financial analyses based
on the monthly financial reports and providing guidance to the Head of Finance
on major accounting issues that require redress.
·
Ensuring that fund requests are
received, reviewed, analyzed and disbursed within the given timeframe.
·
Ensuring that all statutory payments
are made on time as required by law.
·
Periodically reviewing the balance
sheet accounts and ensuring they are kept current and can be easily identified
and reconciled.
·
Ensuring that accounting system
routine run efficiently and any issues of concern brought the attention of the
Acting Head of Finance and Operations for action.
·
Reviewing bank reconciliations and
ensuring that they are prepared each month as per the Finance procedures.
·
Regularly tracking employee advances
and following up the recovery process or management action.
·
Designing financial analysis tools
that can generate financial information for decision making based on the
Accounting database.
·
Backing up accounting data from the
accounting system on a monthly basis and securing it as per laid down
guidelines.
·
Any other duties that are not
specifically stated above but will necessarily come within the framework of
your operation shall be assigned to you from time to time by the Head of
Finance.
Requirements
·
Bachelors of Commerce
(Accounting/Finance) or Business Administration
·
CPA-K
·
Knowledge of Computer software –
Microsoft Excel required. Knowledge of Serenic Navigator or other accounting
software an added advantage
·
Three (3) years of finance
experience.
·
