As part of these responsibilities the post holder will promote a culture of keeping children safe, and ensure that potential harm to children (by our own staff and/or as a result of how we do our work) is identified and addressed on an ongoing basis.  

Introduction:
 Save the Children International is a 'dual mandate' organisation and as such equal priority will be given to both humanitarian and development work.  

This is the only way we will be able to ensure that some of the fundamental rights that we believe children have, such as survival, safety and constant access to protection and education can be guaranteed. 

As part of a commitment to work with children through humanitarian interventions Save the Children will support programmes in both sudden onset and chronic emergency situations.

Role:
 Under the supervisor of the Area Manager, the Logistics Coordinator oversees all logistics functions, including procurement, transportation and fleet management, and warehousing and assets management, in the Area Office.

Dimensions:
 Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. 

Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. 

In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. 

In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. 

Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and we work through partners in many other parts of the country. 

We employ nearly 300 staff and will have an operating annual budget in 2016 of approximately US$20 million.

Main Responsibilities

General Logistics Management
  • As a member of the Dadaab SMT, demonstrate the behaviours that are consistent with Save the Children’s Mission, Vision and Values and ensure their broader application by staff across the Dadaab programme.
  • As a member of the Dadaab SMT, ensure a conducive and productive work environment.
  • Coordination of programme logistics; implement the country logistics Manual for the management of the supply chain, including one or more of the following areas; procurement, transport and distribution, warehousing and stock management, management of vehicle fleets, communication systems, and assets.
  • Assist in the development of project proposals to ensure appropriate resourcing of logistics team and activities, and advise on:
  1. The feasibility of project in line with current and/or planned logistics capacity;
  2. Whether logistics and operational costs have been adequately budgeted;
  3. Risk management strategies in terms of supply chain planning i.e. lead times, donor compliance
  4. Whether recharge strategies for logistics costs such as transports, facilities and equipment are appropriate and consistent with SC and donor policies.
  • Develop the Logistics component of the programmes emergency preparedness plan;
  • Obtain technical or manpower support from Nairobi logistics when necessary;
  • Review the monthly logistics reports and advise the Area Manager where there are irregularities or areas of concern that need follow up.
  • Ensure weekly reporting systems are implemented in all logistics functions and are in line with financial control mechanisms for Procurement, stock, vehicles and assets. 
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
Procurement
  • Manage programmes supply chain, to ensure on time supply of goods to projects.
  • Determine sources for supply of goods and services to meet programme needs, overseeing local and coordinating with capital logco on area office procurement.
  • Develop procurement plans and schedules with project managers and ensure they are adhered to.
  • Transportation of project supplies is reliable, cost effective and timely.
Fleets and Transportation Management
  • Manage SC fleet strategically to ensure appropriate access to transportation for programme staff;
  • Work closely with security on the management and tracking of staff movement;
  • Ensure that vehicles are regularly maintained, comply with national road traffic laws, and are safe for use.
  • Plan for and budget the depreciation of vehicle assets to ensure the sustainability of SC’s transportation resources;
Warehousing and Assets Management
  • Oversee management of programmes stocks, ensure stocks are well kept, levels are maintenance in line with programme consumption and movements are reconciled with project distributions.
  • Ensure the assets tracker is accurate and up to date;
  • Plan for and budget the depreciation of SC assets, such as computers, to ensure the sustainability of SC’s programme resources;
Staff Management, Mentorship, and Development 
 
Manage performance of direct reports in the work area through:
  • Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
  • Coaching, mentoring and other developmental opportunities;
  • Recognition and rewards for outstanding performance;
  • Documentation of performance that is less than satisfactory, with appropriate performance improvements/ work plans.

Qualifications and Experience
 
Essential
  • First degree in logistics management, business administration or related area
  • Prior experience in logistics management in the NGO sector, within complex/large scale country programmes and in emergency response/humanitarian environments
  • Proven experience in all technical areas of logistics operations including procurement, transport/distribution, warehousing and stock management, fleet management, asset management, communications, and security
  • Experience of working in remote field bases with limited infrastructure
  • Experiencing in managing and supervising others in logistics
  • Ability to synthesise and analyse information, and make clear, informed decisions
  • Ability to build relationships quickly with a wide range of people, both internally and externally
  • Strong planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
  • Cultural awareness, with strong written and spoken communication and interpersonal skills
  • Fluent in English, both written and oral; Somali language skills a major advantage.

Country Programme Internal Audit Manager - Kenya

Role Purpose: Reporting directly to the Country Director, the internal audit position will independently evaluate the adequacy and effectiveness of the governance, risk management and control systems within the country programme. 

The postholder will provide regular feedback to the Senior Management Team on the effectiveness of these systems, together with costed and detailed action plans to address any areas of weakness or non-compliance.

The position will play a lead role in supporting internal audits and in coordinating fraud investigations as required. 

The postholder will line manage the Donor Compliance Officer, whose role is to coordinate external audits and to support field offices and country office departments to strengthen their compliance with donor and SCI rules and regulations. 

Scope of Role: The postholder will work closely with all senior managers in the Kenya programme and will have a direct reporting line to the Country Director. 

Working on independently, as well as part of a team, he/she will carry out audits, reviews and investigations to deliver feedback on the effectiveness of the controls and risk framework operating across the country programme to the various stakeholders.  

Specific requirements include:
  1. lead and complete audits, reviews, investigations and other work assigned to agreed professional standards and stakeholder expectations, on time and within budget.
  2. work with the SMT and other departments to ensure timely follow-up on findings and action plans from a) the country office risk register; b) the Global Assurance internal audit; c) statutory audits of the country office; and d) the Quality Framework Essential Standards and Key Performance Indicators (KPIs).
  3. produce high quality, value-adding audit reports for senior managers that are clear, concise, timely and solutions-driven.
  4. build strong working relationships across the organisation and keeping abreast of changes in the internal and external environment that will impact on the risk profile of the country programme.
  5. through collaboration with, and effective line management of, the Donor Compliance Officer, ensure successful coordination of external audits and a strengthening of the compliance and controls across the country programme.

Reports to: Country Director

Staff directly reporting to this post:  Donor Compliance Officer

Key Areas of Accountability:
  1. Together with the SMT and other departments, ensure timely follow-up on findings and action plans from a) the country office risk register; b) the Global Assurance internal audit; c) statutory audits of the country office; and d) the Quality Framework Essential Standards and Key Performance Indicators (KPIs).
  2. Lead, plan, conduct, report and follow up assignments from the GA internal audit plan on time, to a high standard and within budget.
  3. Develop an annual plan to undertake quarterly reviews in each of the Kenya programme’s 6 main areas of operation: Bungoma, Dadaab Refugee Camp (including Garissa), Mandera, Nairobi, Turkana and Wajir. 
  4. Undertake visits to selected project sites when visiting field offices. Engage with beneficiaries and Monitoring, Evaluation, Accountability and Learning (MEAL) team on complaints and community feedback mechanisms. 
  5. Conduct or lead on organising special investigations into cases of alleged fraud and/or serious negligence as required; provide advice to the senior management team (SMT) on corrective action, as appropriate and in accordance with Save the Children International’s Fraud Policy. Update the SMT on any current fraud issues on-going in the programme and liaise with the global and regional fraud management teams to ensure effective and timely reporting.
  6. Conduct fraud awareness training for new staff and refresher trainings for all staff
  7. Manage the Risk Register ensuring that top key risks are identified by the SMT. Ensure that these strategic risks are reviewed regularly and that the relevant content owners follow up on their respective action points in a timely manner.
  8. Work with the awards management team to develop check lists for budget holders of all donors’ compliance requirements.
  9. Work with the MEAL team to monitor the feedback and complaints systems and ensure any substantial complaints are followed up on and are reported to the SMT.
  10. Build the capacity of senior managers in the country programme to understand and apply relevant SCI policies (fraud, whistleblowing, procurement, finance, etc.), donor and SCI compliance regulations and Government of Kenya legislation. Deliver workshops and presentations as required to disseminate information and to train staff.
  11. Provide leadership and supportive management to the Donor Compliance Officer and any staff subsequently appointed to the internal audit team. Ensure that they have clear annual objectives and that performance is reviewed both continuously and through a formal mid-year and annual procedures as required by SCI. Collaborate with and effectively line manage the Donor Compliance Officer to ensure successful coordination of external audits and a strengthening of the compliance and controls across the country programme.
  12. Work with SMT members and other department heads in assessing the Country Office against the essential standards and thereafter developed an action plan on what is to be done to be at standard for those that were not and continuously monitor compliance of the standards.
  13. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job description and be able to vary working hours accordingly.

Qualifications and Experience
  • A University degree in Commerce, Accounting or Business Administration (Finance or Accounting option) from a recognised university.
  • A minimum of 3 years of progressively mid-level management experience with INGO’s in professional accounting and financial management.
  • be a qualified internal auditor (IIA) or accountant; or have extensive experience in relevant operational areas (e.g. in programme/project management in an INGO context) and be willing to learn the appropriate audit skills

Role Purpose: The Area Programme Manager has overall responsibility for providing leadership which produces effective delivery and development of programmes in his/her area of operations. 

The APM is responsible for the efficient management of all Area Office resources (grants, awards, staff and assets) and leads the representation of Save the Children with county level authorities, INGOs and NGOS, and visitors.

His/her management of programme implementation and operations will ensure that the Area Office is in accordance with Save the Children’s policies and practises its Mission, Vision and Values.

Key Areas of Accountability:

Quality Program Implementation, Management and Reporting
  • Responsible and accountable for SC’s programmes in the area and for the implementation and management of programmes, grants and awards in accordance with SC’s strategies and policies for quality programming.
  • Ensure that the Area Office teams receive appropriate and timely support from technical advisers and programme quality teams for program design and strategy, M&E, advocacy and planning.
  • Contribute to strategy and proposal development within the area under the overall leadership of the Programme Development and Quality team. Responsible for ensuring that proposals are relevant, contextualized and inclusive of all required support and staffing costs at the field level.
  • Ensure that the programmes are appropriately monitored reviewed and evaluated on a continuous basis according to organisational quality standards and in coordination with the Programme Development and Quality team. 
  • Ensure appropriate systems for all aspects of programme cycle management are in place ensuring lessons learned are taken into account.
Operational Management
  • Responsible and accountable for SC’s programmes in the area and ensure the planning, implementation and management of programmes in accordance with SC’s strategies and policies
  • Lead the Area Management Team in ensuring the smooth day-to-day running of field operations and ensure that programme plans are clearly prioritized and communicated to the operations team effectively;
  • Conduct regular Area Management Meetings (preferably fortnightly) to enhance information sharing among Area Management Team members and effectiveness of operations;
  • Work closely with the Programme Operations Director to ensure adequate logistical support to deliver high quality programmes effectively.
  • Lead the development and monitoring of field-based detailed programme implementation and grant management work plans. Responsible for ensuring that field-based teams implement programmes on schedule and within budget.
  • Responsible for the delivery of high quality, timely reports for donors and internal purposes, as well as the development of relevant case studies, success stories and other documentation.
  • Lead field-based start-up meetings of new projects with relevant CO staff to guarantee a joint understanding among team members of donor requirements, budget responsibilities, technical requirements and other considerations.
  • Ensure standardized systems, policies and procedures are in place, well understood by all staff and in line with  the country programme system and are implemented in an appropriate manner
  • Ensure that the principles of child safeguarding and ‘do no harm’ are embedded in all programme planning, implementation and reporting and that staff receive regular, up to date training on same. Ensure transparency in targeting beneficiaries, delivery of services and participation of beneficiaries and partners in planning and monitoring of process is reflected in programme delivery.
  • Ensure all SCI Management Operating Standards are followed, implemented and maintained
  • Ensure all contingency and Emergency Preparedness Plans are continually updated according to SC operational standards and implemented when appropriate.
Financial, Budget, Grant & Award Management
  • Responsible for all budgets (donors and SC’s own resources) provided to the area. This may be delegated to other budget holders but overall accountability for the budgets for the area remains with the Area Programme Manager.
  • Lead monthly budget vs actual grant management meetings at appropriate levels with team and in close collaboration with the Grants and Awards Manager. Ensure timely report providing a variance analysis on each budget is submitted to Programme Operations Director and Finance Director
  • Identify any budget challenges or issues such as over or underspends and propose solutions to line manager as soon as issues are identified. Ensure that these are identified through the monthly variance meetings and immediately addressed.
  • Oversee the general application and observance of financial procedures and guidelines set out in SC financial manual and donors’ requirements
  • Ensure the grants are managed as per Save the Children’s and donors’ requirement including the quality and timely submission of reports
  • In collaboration with PDQ, ensure an efficient fundraising plan is in place and implemented
  • Prepare annual budgets for the Area Office programme, assessing costs and budget/expenditures from projects and asset inventory.
  • Prepare, and submit for approval, program budgets and expenditure forecasts.
  • Responsible for certifying and authorizing disbursements according to SC and donor guidelines.
Human Resources
  • Lead, manage and motivate the Area Programme team, ensuring that they have clear work objectives and individual/team work plans and receive meaningful feedback on their performance;
  • In coordination with the SMT, maintain appropriate staffing levels and structures in the Area programme team, whilst planning and implementing specific actions to recruit, manage and motivate staff.
  • Ensure appropriate gender and ethnic diversity within the Area programme team;
  • Ensure that Area staffs have clearly defined objectives and understand their responsibilities. 
  • Ensure compliance with staff development strategies and Performance Management systems and evaluations.
Security management and Context Monitoring
  • In close collaboration with the Safety and Security Director, proactively monitor the political, military and security situation at local level and regularly report on its potential impact on SC’s activities
  • In close collaboration with the Safety and Security Director, develop a clear safety and security management plan for all areas of operations. Ensure that staff understand and can implement this plan – and that it is reviewed and updated regularly.
  • Manage and report on all security incidents in accordance with SCI Safety and Security procedures
Representation Accountabilities
  • Establish, maintain, and improve active and regular working relationships and take the lead role in representing the principles and work of SC to representatives of other organizations (UN, NGOs, INGOs, counterparts, donors, government Authorities etc) who are working and visiting in the Area Programme.
  • Oversee that local implementing partners are discharging their responsibilities, live up to stipulations stated in the partnership agreement and take appropriate action.
  • Ensure that SC partnership approaches and practices comply with SC’s Child Safeguarding Policy and where possible promotes effective child participation.

  • Bachelors degree in development or other social sciences and extensive practical senior management experience preferably in development and humanitarian response programmes;
