Roles and Responsibilities
  • Assist the Procurement Manager in the supply chain function for Global Programs projects which includes procurement of goods, works and services, disposal of stores, inventory and contract management.
  • Liaise with the Procurement Manager in prioritizing and execution of emerging procurement, identifying and pre-qualifying vendors, preparing bids, and other administrative and maintenance requests.
  • Contribute towards the development of procurement plans and processes ensuring compliance with wider procurement policies and Global Program standards.
  • Liaise with program Technical Leads and site offices to prepare procurement plans on an ongoing basis.
  • Collate data and contribute to preparation of accurate and timely reports of procurement activities,
  • Develop strong relationships with vendors. Work with finance team to ensure vendors are paid in a timely manner.

Transport and Logistics Assistant
 
Reporting to: Transport and Logistics Manager

Job purpose: The Transport and Logistics Assistant is responsible for providing Logistics support to the program activities, ensuring compliance to logistics procedures.

Roles and Responsibilities
  • Responsible for the assets and inventory management in terms of ordering and maintaining stationery, equipment and supplies for program sites and offices
  • Update the asset register at the program offices and sites for all assets procured and record all asset movements
  • Oversee the repairs and maintenance of building and office equipment
  • Prepare and submit to the Transport and Logistics Manager fuel consumption reports for boats, motorbikes and vehicles

Human Resource Assistant

Job Purpose: The Human Resource Assistant will provide support to the human resource function under the human resource manager.

Field IT Officer

Job Purpose: The Field IT Officer is responsible for the smooth running of the organisations’ Kisumu office computer systems.

Job Purpose: The Administrative Assistant Officer is responsible in ensuring effective and smooth functioning of the Finance and Administration at the field office (Suba, Migori, or Kisumu). 

He/she will be responsible for maintaining the accounting system, bookkeeping, financial reporting, and the cash and bank accounts. 

The person will also handle program logistics.

Job Purpose: The sub-county accountant will be responsible to ensure that utility services are made available and bills paid promptly, coordinate use of project assets and equipment, handle and account for field imprest, maintain project financial records and prepare weekly reports.

They will apply accounting principles and procedures and provide accurate and timely financial information.

Qualifications and Experience Required:
  • Minimum CPA II to Certified Public Accountant (CPA) or Association of Chartered Certified Accountants (ACCA) finalist
  • Bachelor’s degree will be an added advantage

Lead Evaluations Advisor
 
Based in Nairobi

Background: The University of California San Francisco (UCSF) is engaged in a five-year Cooperative Agreement with the U.S. Centers for Disease Control and Prevention-Kenya (CDC-Kenya) to provide technical assistance to the Ministry of Health and its partners for HIV and STI program Monitoring and Evaluation as well as in conducting surveillance and survey activities. 

We are recruiting an individual through our affiliated international NGO Global Programs for Research & Training to serve as Lead Evaluations Advisor for HIV strategic information activities. This position requires a one-year commitment, with the potential for extension at the end of the period, subject to funding availability.

Main Duties and Responsibilities: Under the supervision of the Director of Strategic Information, the Lead Evaluations Advisor will work independently and with the UCSF team, the Global Programs in-country team and the National AIDS and STI Control Programme (NASCOP) Strategic Information (SI) team to develop, organize and lead implementation of public health evaluation activities that are a priority to the Ministry of Health and its partners. 

He/she will:
  • Serve as lead evaluator for Global Program evaluation projects
  • Work closely with NASCOP to develop an evaluation plan/design for its HIV programs, collect data, develop relevant instruments, and report findings
  • Develop and implement mixed method evaluation designs including methodology, data collection tools, and data collection protocols
  • In collaboration with MOH, Coordinate and conduct data collection and analyses
  • Prepare appropriate reports for various audiences and stakeholders at County and National level
  • Create a variety of ways in which to share evaluation data for program stakeholders
  • Provide training and technical support to MOH and partners on conducting evaluations
  • Work closely with and mentor junior staff

Minimum Requirements:
  • Master’s or doctorate degree in public health, evaluation, epidemiology or related field
  • Minimum 8 years of progressive professional experience in designing, coordinating and implementing public health evaluation projects

Director of Epidemiology & Statistics
 
Location: Nairobi

Background: The University of California San Francisco (UCSF) is engaged in a five-year Cooperative Agreement with the U.S. Centers for Disease Control and Prevention - Kenya (CDC-Kenya) to provide technical assistance to the Ministry of Health and its partners for conducting HIV surveillance and survey activities, as well as HIV program monitoring and evaluation (M&E). 

We are recruiting an individual through our affiliated international NGO Global Programs for Research & Training to serve as Director of Epidemiology & Statistics to provide leadership and oversight on all HIV surveillance projects and supervise the surveillance and epidemiology team. 

Key Responsibilities
 
Key responsibilities shall include, but not be limited to, providing the following services to Global Programs and/ or its affiliates: -

Under the direction of the Country Director, the Director of Epidemiology & Statistics will:
  • Provide leadership and oversight on all HIV surveillance projects, including HIV/AIDS case-based surveillance, integrated bio-behavioural surveillance (IBBS) surveys, mortality surveys, AIDS indicator surveys (AIS), longitudinal care and treatment surveys, and others as needed.
  • Establish and maintain close collaboration with the Ministry of Health (MoH), CDC-Kenya and other agencies and institutions, and key partners.
  • Lead the development of survey protocols, tools and training materials for surveillance activities.
  • Develop analysis plans for surveillance and M&E activities, conduct data analysis and participate in interpretation of data.
  • Facilitate dissemination of surveillance and M&E data, through preparation of presentations, reports and scientific manuscripts.
  • Review and provide feedback on data analysis plans and statistical output for other projects.
  • Plan and facilitate data analysis, report and manuscript writing workshops.
  • Provide technical assistance, capacity building and mentorship to MoH Officers, FELTP epidemiologists and other fellows and partners on epidemiologic and surveillance methods, survey design, data collection, management, analysis and use, as well as results dissemination through reports and manuscripts.
  • Supervise a multi-disciplinary team of epidemiologists, statisticians, surveillance officers, data managers and other surveillance personnel.
Minimum Requirements
  • Advanced degree in epidemiology, statistics or related field
  • Minimum 15 years of management experience in epidemiology, statistics or surveillance.
  • Broad knowledge of concepts of public health, epidemiology, statistics and surveillance.
  • Demonstrated experience and technical expertise with HIV case-based surveillance, national population-based surveys with multi-stage stratified cluster sampling, and integrated bio-behavioural surveillance methods for key populations - Respondent-Driven Sampling, Time-Location Sampling
  • Demonstrated experience and technical expertise with analysis of complex survey data, multivariate analysis, modeling, and geo-spatial analysis
  • Demonstrated experience preparing survey and surveillance protocols, technical reports and scientific manuscripts
  • Demonstrated experience providing training and capacity building on epidemiologic and surveillance methods, survey design, data collection, data management, data analysis and use, and report and manuscript development
  • High-level proficiency in SAS and STATA statistical software packages

Country Director, Kenya

Job Purpose: The Country Director will serve as the in-country representative for University of California / Global Programs. 

The Country Director will manage, lead, direct and support the University of California San Francisco (UCSF) affiliated iNGO, Global Programs for Research & Training (Global Programs), according to the vision of the Global Programs Board of Directors, and in line with established policies. 

The Country Director has the overall responsibility for strategic leadership to achieve the organizational vision, mission and objectives. 

The Country Director will work closely with the faculty of UCSF to obtain funding and ensure compliance to Kenya laws and regulations.
 
Qualifications and Experience Required:
  • Master’s degree in public health or related field required. PhD in public health, epidemiology or related field is preferred.
  • 12 years’ experience in research, training and/or healthcare management organization, with at least 10 years in senior management.
  • Experience working with iNGOs administering public health programs specifically in grants management, budget management and donor reporting.
  • Demonstrated experience developing strong partnerships with government partners, donors and collaborating institutions.
  • Proven experience in fundraising with a focus on donor diversification.

  • Proficient in computer usage for business including Microsoft Office Suite, email and electronic HR systems
Roles and Responsibilities
  • Overall oversight of all programmatic, fiduciary and operational functions of Global Programs to maintain financial and legal integrity.
  • In country representative of Global Programs with Kenya government, donors and partner organizations
  • Implement the vision of the Board of Directors, by working with senior management, staff and partners.
  • Actively steward, implement, and watch for compliance with the Global Programs policies and procedures
  • Responsible for government and donor compliance requirements
  • Maintain regular communication with the University of California San Francisco and the Board of Directors.
  • Develop and maintain strong relationships with Country Directors from other iNGOs
  • Work closely with management and partners to ensure appropriate levels of funding and resources to implement programs and research grants
  • Oversee and coordinate the program portfolio to ensure the highest level of program quality and accountability, while fostering sustainability through building local capacity
  • Responsibility for overall program monitoring and evaluation. Support field offices and coordinate programme reviews, evaluations, and follow up implementation of evaluation findings.
  • Respond to calls for proposals and coordinate proposal development and submission in concert with the objectives of the BOD.
  • Liaise with donors for visits, meetings and program reviews
  • Ensure effective grants management systems are established and ensure compliance.
  • Ensure that adequate internal control mechanisms are in place in accordance with established procedures including audit.
  • Responsible for the submission of quality progress and financial reports as required by the donors.
  • Responsible for staff recruitment and retention.
  • Develop and maintain appropriate contingency plans for all kinds of emergencies.
