Services within the County of Kakamega.

Commercial and Finance Manager
Job Scale 2
Terms of employment: 3 Year Contract
Main Job Tasks and Responsibilities
·
Formulation and implementation of
sound financial and accounting policies and procedures;
·
Coordinating budgeting, budget
preparation, and budget control procedures; Managing budgets; and arranging new
sources of finance for a company’s debt facilities;
·
Liaison with both internal and
external auditors to ensure monitoring and financial controls
·
Develop financial controls and
procedures to ensure financial discipline;
·
Effective management of recurrent and
capital budgets;
·
Preparation, analysis interpretation
and implementation of annual performance contracts and strategic plans and
issue reports on variances;
·
Responsible for preparation of long
term plans, periodic forecasts, and cash flow projections viii. Ensuring
effective and functional financial controls systems; financial management
mechanisms that minimize financial risk.
·
Ensuring provision of comprehensive
commercial information systems, including up to date customer database to
achieve the overall water supply revenue objectives;
·
Ensuring timely, complete and
accurate reading of meters and billing of services and collection xi.
Formulation and implementation commercial strategies aiming to accelerate
growth, improve water supply revenue, collection and utilization;
·
Analyze business’ financial and
general operating information to identify trends and opportunities for
investment/development;
·
Review investment proposals to
determine their viability;
·
Providing and interpreting financial
information; and Keeping abreast with changes in financial regulations and
legislation.
·
Monitoring and interpreting cash
flows and predicting future trends;
·
Conducting reviews and evaluations
for cost-reduction opportunities;
·
Monitor performance of commercial
activities using key metrics and prepare reports for senior management
·
Identification and procurement of
resources required by the Company
·
Develop and manage the company’s
payroll system
·
Control the formulation,
interpretation and application of ICT policies, procedures, rules and
regulations
·
Build and maintain profitable
partnerships with key stakeholders
Education, Professional
Qualifications and Work Experience
·
MSc Business Administration, MSc
Project Management or Master’s in Business Management/Administration plus
additional qualification in Management or any other relevant field from a
recognized university will be preferred;
·
Bachelor of Commerce degree in
Finance, Accounting or its equivalent
·
Holder of CPA K, or equivalent from a
recognized body
·
Must be a member of ICPAK
·
Proficiency in accounting packages
including sulis MIS, pastel
·
Have attended training in management;
·
Conversant with donor reporting requirements
·
Seven (7) year experience, five (5)
of which should be at senior management
·
Prior experience in managing a large
organization/busy environment
·
Possess excellent communication,
interpersonal and presentation skills
