Job Description
  • Develop Food Security (and Livelihood) strategy, technical guidance and Macro LFAs
  • Compliance with and adherence to NRC policies, guidance and procedures
  • Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
  • Identify trends technical standards and donor priorities
  • Follow up on compliance with contractual commitments within Food Security (and Livelihood), ensure high technical quality and synergies in project implementation
  • Provide technical direction and project implementation support
  • Ensure that key learnings are extracted from CC implementation, and incorporate them in CC and staff development processes
  • Provide systematic training and build capacity of technical staff
  • Represent NRC in relevant forums/working group and clusters, including with national authorities and donors
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Develop a country livelihoods strategy mainstreamed through NRC’s Core Competencies and implementation plan in consultation with the ME Department taking the lead when required of specific assessments
  • Assess and analyse the current livelihood coping strategies of refugees (and vulnerable local populations) in targeted areas.
  • Identify the socio-economic profiles of the assessed population (main wealth-groups/socio-economic categories of the population characterized in terms of household composition; livelihood assets; shelter condition, income sources; exposure to food insecurity);
  • Assess and Identify priorities, opportunities, constraints and capacity-gaps for accessing employment/livelihood opportunities
  • Lead skills, value chains, markets assessments / analysis in targeted areas
  • Develop recommendations and operational guidance’s of which type, when and where NRC should apply Cash Based Intervention in targeted areas (camps and out of camps), consulting key stakeholders at each stage.
  • Ensure that M&E procedures for CBIs are, understood followed and adapted to the context: review and adaptation of assessment and monitoring tools for the CBI (pre intervention, during and post intervention), contributing to the development of systems to improve targeting, appropriateness and to reduce the risk of aid diversion and conflict of interest by program staff, local authorities and local partners.
  • Identify multipurpose cash and vouchers program modalities suitable for Core Competencies integration (beneficiary targeting criteria, community mobilization approaches, transfer mechanisms and local partnerships).
  • Undertake and or supervise research and assessments, develop ToRs and ensure quality reports are produced and shared with line manager and as agreed.
  • In coordination with the M&E Department, ensure that the required quantitative and qualitative data is collected and provided as for ME internal procedures.
  • Documentation of good practices– case studies, successful programming approaches and lessons learnt
Qualifications
  • Minimum 5 years of experience of food security and / or livelihood programme in a humanitarian or recovery context
  • Minimum 5 years of Programme Management experience
  • University degree in economy, rural development, livelihoods, or related field
  • Proven track record of setting up and implementing monitoring, documentation and learning systems
  • Knowledge of food security refugee’s context
  • Experience with integrated livelihoods programming, enabling the development of livelihoods strategies

NRC in partnership with Education Above All Foundation - Educate A Child Programme (EAC) has a three-year funded project to be implemented in Ethiopia, Kenya, Somalia, South Sudan and Yemen.

The aim of the project is to provide out-of-school children in the selected countries with access to inclusive, quality education. 

NRC will use multiple approaches such as rapid response education in crisis situations; catch-up/bridging programmes to enable re-entry to formal schools; accelerated learning programmes for older out-of-school children; training teachers through pre- and in-service modalities; training of other education personnel; capacity building and technical assistance to ministries of education; and support to formal primary schools to ensure better access, retention and quality learning.
 
The purpose of the position is to provide overall responsibility for Monitoring, evaluation and learning under the EAC project in the region by working closely with other M&E staff to establish and implement a standardized Monitoring & Evaluation (M&E) system for the project. The following is a brief description of the role.

Job Description
  • Under the strategic direction of the Education Above All Foundation - Educate A Child Programme (EAC) Chief of Party, establish and implement an M&E System for the project
  • Promote the standardization of M&E processes throughout the countries implementing the EAC project, ensuring coherence and quality of information collected against planned results and activities.
  • Provide technical and surge support to the EAC implementing countries in the region on M&E processes, outcome monitoring, quantitative and qualitative data collection and analysis for assessments, donor reporting and other processes
  • Provide technical advice and backstopping support to EAC Project Managers in the field and contribute to the setting and monitoring targets for the project
  • Plan and execute project assessments, reviews and evaluations in coordination with the EAC Chief of Party and other project staff
  • Support the roll out of mobile phone data collection by training field staff, guiding in the creation of questionnaire templates and providing technical support
  • Conduct training on the M&E Framework for all countries implementing EAC project
  • Facilitate learning amongst the EAC implementing countries through reviews of progress against bench marks, collecting lessons learnt and best practices and facilitating dissemination of the same across in region
  • Lead the development of a web-based dashboard to facilitate EAC project implementing countries access to relevant information from the data collected through Digital Data Gathering (DDG) technology

The Finance Manager will work with finance staff from all the implementing countries and will oversee the coordination of financial monitoring and reporting in accordance to the donor rules and regulations.
 
Job Description

Specific Responsibilities
  • Coordinate the financial aspects of the multi-state, multi-year, program in line with EAC requirements.
  • Ensure all financial and accounting aspects of project operations, strong internal control system, accurate and on time submission of financial reports to the donor.
  • Ensure that financial management systems and records for EAC are effective and robust in order to identify and protect the assets and interests of the program
  • Consolidate financial reports, fund requests and budget amendments in a timely manner throughout the life the EAC project.
  • Review and monitor budgets for all implementing countries to support financial stability, efficiency and value for money.
  • Be the focal point for the EAC project budget preparation and budget revisions and occasionally participate in any such meetings to foster compliance and to address any financial issues.
  • Ensure that all procurements, payments and other transactions are in line with EAC financial guidelines, rules and regulations for procurement, accounting and reporting
  • Train NRC staff involved in EAC project and finance staff in EAC rules and Regulations.
  • Monitor and support budget preparation and any revisions to budget holders for relevant proposed projects during the period.

Specific Responsibilities
  • Provide technical oversight and overall support to the EAC project activities, ensuring quality standards and developing tools to facilitate project implementation in the region
  • Coordinate the EAC project implementation in the five selected countries in the region, organizing technical review meetings and establishing a forum for project staff to seek advice and share experiences
  • Provide technical guidance and ensure that the EAC project implementation is in compliance with the donor’s agreed requirements, government and NRC policies as well as community expectations
  • Ensure capacity building of the EAC project implementation staff where necessary and conduct periodic field visits for support and problem solving
  • Support the country education specialists in developing proposals for co-funding of the EAC project as well as providing input on needs and gaps.
  • Identify and monitor risks, constraints, technical issues and escalate issues related with EAC education project in the region based on evaluations, field visits and periodic reports for timely leadership action.
  • Standardize technical approaches and guidelines around EAC education project implementation in the region
  • Contribute to the overall education CC program and strategy development in collaboration with the Regional education advisor
  • Ensure integrated approach for NRC education programmes in the region and create synergies with other core competencies by closely working with the Regional CC Advisers
  • Liaise and collaborate with relevant local authorities and other key stakeholders.
