Job Summary:
 CARE seeks a Monitoring and Evaluation Specialist to be based in Kenya for an anticipated five-year USAID-funded project to assist the needs of orphans and vulnerable children (OVCs).

The Monitoring and Evaluation Specialist will be responsible for leading the design and implementation of the program monitoring and evaluation framework.

Required Skills:

  • A Bachelor’s degree in a relevant discipline, such as Epidemiology, mathematics, business, statistics, informatics, or international relations.
  • At least 10 years of experience designing and implementing monitoring and evaluating activities for complex programs in developing countries.
  • A firm command of quality improvement and quality assurance with respect to integrated service and support programs.
  • Demonstrated experience in setting up and managing M&E systems that track performance as per the objectives of this activity (e.g. service integration and performance against each result area).
  • Demonstrated analytical skills to measure the outcomes of the activity’s activities, including referral outcomes, and supportive activity supervision.
  • Strong writing and organizational skills for monitoring and reporting on program outcomes and impacts. 
  • Professional level of oral and written fluency in English Language.

Safety & Security Officer

Ref: SSO/09/2016 

(1 Position)
Reporting to the Safety & Security Coordinator the Safety & Security Officer will assist in the smooth running of the Safety and Security department within the Refugee Assistance Programme, Dadaab.

S/he will be responsible for supervision of contracted security guards within their respective camp, Food Distribution Points (FDP), programme sites and reporting of all security situations to Safety & Security Coordinator (SSC) within and around the camp.

In addition s/he will be responsible for safeguarding the organization’s assets, detection and prevention of crime, as well as carrying out investigations and submitting reports.

Responsibilities and Tasks

R1: Responsible for the Management of the Safety & Security of CARE staff and property within respective/allocated camp/project sites and Food Distribution Points
  • 1.1 Conducting daily security checks at the camps/its environs and report to the SCC.
  • 1.2 Work with administration staff to ensure appropriate steps are taken to safeguard office premises, equipment and residential property (guards, locks, lighting, alarms, and fire equipment).
  • 1.3 Ensure adequate supervision of the contracted (G4S) security guards in the camp.
  • 1.4 Continuously update the SSC or his delegate on all security incidents and information of the region.
  • 1.5 Prepare camp based weekly security situation reports and send them to SSC or his delegate.
  • 1.6 Assist the SSC in implementing Dadaab annual operation plans by being in charge of specific camp based activities.
R2: Responsible for Gathering and Dissemination of security information
  • 2.1 Gather all security information in her/his respective camp, analyze and disseminate the same to staff in the respective camp and share relevant security related information with other IPs.
  • 2.2 Develop a network of contacts among local actors to facilitate CARE work and enhance the security of its operations.
  • 2.3 Assist the SSC in conducting periodic and appropriate safety and security related trainings for all CARE staff in Dadaab.
  • 2.4 Conduct internal investigations as will be required and give reports to the SSC.
  • 2.5 Liaise with Kenya Police, UNHCR security, G4S, Community Self-Management Security Committee, the Section/Block leaders and CDS Incentive Workers, in order to collect security information from the community.
  • 2.6 Report on a regular/daily basis to Safety and Security Coordinator or his delegated authority in order to inform operational planning and decision making. Report on critical incidents, trends, population movements, potential triggers, etc
R3: Security Management
  • 3.1 Perform security assessments and physical survey in CARE camps, FDPs and project sites and submit report with recommendations to SSC.
  • 3.2 Work with SSC or delegated authority to develop and regularly update the Safety & Security Management Plan (SSMP) and tools in accordance with the nature of safety and security risks including detailed threat assessment, standard operating procedures for personal movement & transport, office, warehouse, telecommunications, incident report sheets and asset protection.
  • 3.3 Promote team work and spirit through participatory leadership in the delivery of safety and security services.
  • 3.4 Review safety and security procedures in consultation with SSC.
  • 3.5 Implement safety and security policies/procedures.
  • 3.6 Supervise and enforce compliance to safety & security standards and procedures.
R4: Contingency Planning
  • 4:1 Work with SSC to develop camp specific contingency plans for incidents management events such as; Accidents, ambush, car hijacking, Severe injuries and serious illness (hospitalization or medivac), Kidnapping, Death of employee, Destruction of essential assets.
  • 4.2 Establish relocation and emergency evacuations plans for the camp.
  • 4.3 Review periodically past experiences and practices and propose improvements based on analytical judgment.
R5: Participate in general food distribution exercises
  • 5:1 Monitor food distribution exercises and advise on issues related to safety and security.
  • 5.2: Ensure proper crowd management & control and continuously monitor the security situation during the distribution exercises.
  • 5.3 Ensures there is police presence during the food distribution and during the salary payments of the Incentive Workers.

Spending Authority:

Supervision: Refugee Workers (Security Guards)

Decision Making: Makes normal decisions on effective and efficient performance of responsbilities of the position

External: UNHCR, WFP, IOM and other IPs, Privately Contracted Security Firm, Kenya Police, District Officer, other GOK Departments and Community Security Committees.

Internal: Camp Administrator and ALL care staff based in Dadaab.

Working Conditions

The position is based in Dadaab (Ifo or Dagahaley camp) as well as any other extension camps and other program sites. This is a non-family work station. 

Hot weather is prevalent throughout the year with limited basic amenities. Road movement between the work station and Garissa as well as inter-camp movement must be under police escort (scheduled convoys), with strict adherence to safety and security instructions all the time. It is a six days work station with a compensatory time off according to CTO policy.

Due to the nature of work, the incumbent is expected to be reachable on call 24 hours in the event of any emergency.

The incumbent shall reside in the CARE compound while executing official duties and shall obey and adhere to residential compound regulations

Qualifications, Experience and Competencies
  • Diploma in Criminology / Security studies / Disaster management (a degree in the same field will be an added advantage)
  • Basic Radio Communication course / training
  • At least 6 years of progressive working experience in security setting; with 2 years in an NGO or international organization setting and 4 years in the Armed Forces (Police or Defence Force)
  • Must have served in a substantive rank of NCO with the KDF or its equivalent in the National Police Service (NPS)
  • Must be conversant with Field Communication Procedures (HF & VHF)
  • Have thorough knowledge and understanding of Security Operations
  • Must be in possession of a valid Certificate of Good Conduct

Project Coordinator – Partnerships & Capacity Building

Job Summary & Purpose: Reporting to the Climate Change Specialist, the Project Coordinator - Partnerships and Capacity Building is responsible for leading in analyzing local policies and programmes to identify opportunities and barriers for community-based adaptation. 

The position will also give technical oversight and coordination of the ALP field team. 

The position holder will contribute to formulation and implementation of national-level advocacy strategy in collaboration with the Project Manager and also participate in partner selection to engage local implementing partner organizations to work on local advocacy. 

S/He will evaluate capacity of local government partners and of implementing partner organizations working on local advocacy and facilitate monitoring of processes and results by partners working on local advocacy.

Tasks and Responsibilities

R1: Leadership role in developing and implementing advocacy strategy for local-level advocacy (30%)
  • T1: Take a lead role in analyzing local policies and programmes to identify opportunities and barriers for community-based adaptation
  • T2: Take a lead role in participatory development and implementation of an advocacy strategy for local-level advocacy, based on key issues identified through vulnerability analysis
  • T3: Contribute to formulation and implementation of national-level advocacy strategy in collaboration with the Project Manager
  • T4: Work with Information & Knowledge Management Officer to set up appropriate monitoring, evaluation and knowledge management systems for advocacy
  • T5: In collaboration with Project Manager, organize annual stakeholder meetings at local level, sub national, national and regional levels

  • T1: Contribute to institutional mapping exercise to identify local actors on adaptation and advocacy

  • T1: Evaluate capacity of local, sub national and national level government partners and of partner organizations working on advocacy
  • T2: Develop capacity building strategy for government partners and of partner organizations working on advocacy
  • T3: Provide training, mentoring and ongoing technical advice to partners
  • T4: Facilitate external training opportunities for partners at the local, national and regional levels
  • T5: In collaboration with the capacity building work stream, evaluate and develop capacity of partners at the national and regional levels.
R4: Monitoring, evaluation and reporting of processes and results at local governance level (20%)
  • T1: Contribute to development of project information and knowledge management system
  • T2: Facilitate monitoring of processes and results by partners working on local advocacy

  • T4: Monitor, evaluate and report on changes in capacity of local government partners

R5: Collaborating with Country Project Team (10%)
  • T1: Participation in regular meetings of Country Project Team

  • T3: Close collaboration with project team to link local governance and advocacy activities to household/individual activities as well national level processes
R6: In close consultation with the Climate Change Specialist, provide strategic leadership to the Field team
  • T1: Overall oversight of work plans and operations at the field level
  • T2: Regular update of the budget tracking tool at the field level and provide monthly cash projections for the field level work
  • T3: ALP asset management at the field level field level
  • T4: Represent the project at the weekly Embu level Senior Management Team meetings
  • T5: Direct supervision of the project assistant and two field officers.

Qualifications (Know - How)

  • Minimum qualification of a University Degree, in a relevant discipline such as rural development, community development or agriculture and livelihoods,
  • Practical experience in local governance and advocacy and of working with diverse teams.
  • At least eight years of relevant working experience, including a minimum of five years working on local governance and capacity building
  • Strong experience and knowledge of local advocacy approaches
  • Strong practical experience in working with local government and civil society organizations
  • Positive experiences in relationship-building
  • Demonstrated awareness of and sensitivity to gender and diversity
  • S/he must be an experienced and mature officer; capable of working largely independently. He /she will be supervised by the Climate Change Specialist. 
  • S/he is expected to interact closely with other members of the Country Project Team, as well as the Programme Technical Team.
Skills and Competencies
  • People Skills: Ability to work both independently and as a team player who demonstrates leadership. Demonstrated ability to listen to and support programme staff and partners, and to work with communities in a sensitive and participatory manner.

Program Quality Coordinator

CARE’s programming in Somalia focuses on strengthening resilience, reducing conflict and addressing chronic poverty as well as mitigating immediate emergency situations. 

This position, reporting to the ACDP is a central position for CARE Somalia’s efforts to strengthen the quality of its programming; and our ability to innovate, learn and adjust to continually changing realities in Somalia. 

The position will cover the full breadth of our programming, both development and emergency. 

The position will cover the whole program and project cycle; designing and evaluating program frameworks, developing projects on the basis of the program frameworks; ensuring the systems are in place to monitoring and evaluate impact. 

The incumbent will focus on ensuring that our programs and projects address the underlying causes of poverty and vulnerability. 

The position will work closely with the CARE program coordinators, area managers, project managers and local partners.

Job Responsibility #1 - Participate development and review of program strategies
  • Support the ACDP, Gender Advisor, program coordinators, technical staff and consultants in developing research activities that contribute to an understanding of underlying causes of poverty, vulnerability and marginalization.
  • Provide technical guidance on research methodology and reporting of research finding
Result 2 - Design, monitor and evaluate program strategy frameworks of our long term programs
  • Support program coordinators in reviewing overarching program theories of change, implementation strategies, and monitoring frameworks

  • At least 2 years experience in working with pastoralist communities in Africa, preferably in the Horn
  • Demonstrated experience in gender analysis and women’s empowerment
  • Demonstrated experience in development and recovery programming
  • Demonstrated experience in program assessments, problem analysis and program design 
  • Experience in working in partnerships
Technical Skills
  • Team player, who is able to develop strong collaborative relations across the organization, in both the program and program support departments
  • Proven capacity of managing programs through partnerships
  • Strong gender and conflict analysis skills, and the ability to articulate and design programs using a rights based approach
