Context: Under the overall supervision of the Field Security Officer Nairobi and the direct  supervision and coordination of the National Security Officer, Nairobi the incumbent will be responsible for producing and maintaining Security Plans and in close cooperation with the FSO, monitor IOM operations in the area of responsibility and to advise the FSO/NSO regarding security and safety of IOM staff and property.
 
Core Functions / Responsibilities:
1.    In coordination with the FSO, implement Safety and Security plans, by remaining conversant with all procedures and policies of UNDSS and IOM security management system and advising the National Security Officer and FSO on safety and security issues in the assigned field.
2.    Liaising with UNDSS and other security stakeholders, to maintain appropriate lines of communications are established for all aspects of staff safety and security.
3.    Undertake the maintaining of radio communication capabilities to UNDSS, IOM Nairobi if applicable and to other IOM sub-office.
4.    Monitor and track all staff travels with the existing tracking and travel procedures.
5.    Ensure all relevant security information is immediately disseminated in a timely manner to the relevant IOM staff, FSO and National Security Officer.
6.    Undertake physical security surveys of offices, vehicles, projects sites and staff residences to verify compliance to minimum Operating Security Standards (MOSS) and Minimum Operating Residential Security Standards (MORSS).
7.    Undertake an active role in the development and implementation of evacuation/emergency security plans in coordination with the FSO and in coordination with the HSO/FSO undertakes medical evacuations when required.
8.    Provides updated security information to all IOM staff and a detailed security briefing to all staff and new staff members, implementing partner Agencies entering or re-entering the mission.
9.    In coordination with the FSO and National Security Officer, follow up on staff members’ compliance with existing Safety and Security protocols including completion of the mandatory security training and obtaining security clearances as required. Basic and advanced security in the field plus mission movement form.-check vehicles etc.
10.  Investigate and reports security breaches/incidents within the area of responsibility, works closely with the Government police in efforts to ensure IOM staff, its assets and interests are protected while ensuring strict confidentiality.
11.  Respond to security queries and suggests appropriate course of action in coordination with the National security Officer and FSO.
12.  Efficiently monitor the local security and political situation and reports significant events / incidents to the HSO/FSO/National Security Officer.
13.  Assist in monitoring the contracted guards in the performance of services, including fire control, first aid procedures, use of equipment and operation of the automated alarm and video surveillance systems if installed. Where training in fire control and first aid is found to be deficient coordinates with the contractor to ensure such training is undertaken.
14.  On a daily basis do round checks within IOM offices to engaged security providers (contracted guards/Police) compliance with Security requirements and liaise with relevant management officials (HSC/G4S) to ensure security maintenance and requirements for the offices are met.
15.  In Coordination with FSO, attend ASMT meetings to make sure IOM’s interests are addressed.
16.  Maintain an orderly filing system for all security files as well as maintaining an updated level of communication documentation and files.
17.  Report any discrepancies or breaches in the first instance to the FSO and NSO.
18.  Undertake quarterly road/political/border areas assessments and brief the FSO
19.  Perform such other duties and responsibilities as may be assigned by the National Security Officer or FSO.
Required Qualifications and Experience
 
Education
  • Completed High School / Certificate in Social Science, Public Administration or a combination of relevant military / police training on procedures and practices with five years of progressively responsible experience in National or international Military, Police or other organization, Security management; or
  • University degree or Higher in the above fields with three years of relevant professional experience.
Experience
  • Work experience in an International organization;
  • Experience in conducting security assessments and security briefings;
  • Good political and social knowledge of the country;
  • Proven experience in supervising staff and leading a team;
  • Computer literacy with a high degree of proficiency in commonly used applications such as Word, Powerpoint and Excel is required;
  • The ability to work in a multi-cultural environment with others with diverse professional backgrounds is required. 
  • The ability to handle a heavy workload efficiently with minimal supervision and understanding the importance of close teamwork is highly regarded. 
  • In security/emergency services dedication to one’s duty is paramount and flexibility and commitment to these duties in an emergency will be expected and appreciated;
  • Training in emergency and disaster response is an added advantage;
  • The readiness to undergo all required security trainings.
Languages: Excellent command of spoken and written English and Kiswahili.

Context: Under the overall supervision of the Regional Health Assessments Coordinator for Sub-Saharan Africa and the direct supervision of the National Migration Health Administration Officer, the incumbent will provide administrative and financial support to the Migration Health Division at IOM Nairobi in accordance with IOM rules and regulations, and project implementation guidelines

Core Functions / Responsibilities:

 
The incumbent will undertake the below listed tasks:-
  • Liaise with MHD mobile mission Team on all TDY dates for further co-ordination with staff travel for ticket booking
  • Assist in preparing Travel Authorizations (TA) for staff proceeding to TDY as well as external medical escorts, by using correct WBS and verifying staff have completed their security request clearance with UNDSS
  • Assist in preparing payment summaries for medical service provider invoices in close coordination with the National Migration Health Administration Officer
  • Assist in filing and managing the MHD library and ensuring documents are filed in systematic order with ease for retrieval.
  • Assist Recoding of Journal vouchers for all telerad radiology quality assurance and quality control for the region
  • Assist in monitoring project expenditure and commitments vs approved budget for all MHD self-payers projects and refugees’ projects in the region on monthly basis.
  • Assist in monitoring of stock inventory for all medical supplies in co-ordination with MHAC Administrator to ensure re-order level is observed.
  • Assist the National Migration Health Administration Officer in drafting budgets for refugee and self-payers program in the region
  • Liaise with Finance and Procurement departments, follow up on all MHD procurement requests and ensure GRN are confirmed in good time to allow timely capturing of cost to the projects.
  • Update Canadian warrants cost in mimosa in coordination with operations staff and MHAC Administrator related to health assessments of Canada-bound migrants for Kenya and the region.
  • Follow up on all medical department TDY advances for expense claims and verify that they are cleared to the project one week after the TDY.
  • In coordination with HR, receive and distribute staff contracts, time sheets, and other communications.
  • Perform any other related duties that may be assigned by the Head of Migration Health Programme Support Unit.
Required Qualifications and Experience
 
Education
  • Secondary school diploma from an accredited educational institution. Diploma in Finance, Business Administration or equivalent qualifications is an advantage.
  • Holding CPA 2 (Having completed sections 1 to 4) or other relevant accounting qualifications
Experience
  • At least 2 years of prior work experience in a busy administration and Finance office.
  • Prior work experience in an international organization an added advantage.
  • A minimum of four (4) years of relevant work experience
Languages: Fluency in English and Kiswahili is required.
