Duration: 1 year fixed term consultancy contract with possible extension (full-time)

Main Purpose of Role
 
To strengthen the quality and impact of Deaf Child Worldwide’s programme in East Africa:
1.    support partner organisations to strengthen their organisational and project cycle management processes, systems, and tools and ensuring that they assess the impact of their work with deaf children, youth, and their families,
2.    provide budgetary and financial support to the East of Africa programme
3.    provide programmatic support, to develop, monitor and review current and prospective partnerships in line with DCW guidelines.
Key Tasks
 
1. Capacity Building with Partners
 
Organisational Development
  • Conduct organisation capacity assessments for all partners, develop and deliver tailored training and coaching plans.
  • Develop and deliver training in conjunction with colleagues internationally on areas of project cycle management, financial management, monitoring and evaluation and reporting.
  • Support partners to develop and implement robust planning, monitoring and evaluation, and financial management frameworks, systems, and tools to ensure efficient operations and resource utilisation and ensure partners evaluate the impact of their work.
  • Facilitate partner to partner learning and sharing learning across all projects
Finance System Development
  • Support partners to develop robust finance systems and procedures to ensure that project funds are managed and accounted for correctly.
  • Support partners to meet submit accurate reports in line with DCW grant agreements.
  • Conduct twice yearly spot audits with all partners, and provide reports and action plans on key findings.
  • Coordinate with Programme Manager and finance team in the UK to continually improve financial practice and reporting.
  • Assist the PM to contract external auditors and provide logistical support.
2. Programme implementation, monitoring and review
  • Assist the PM to monitor project implementation against workplans, logframes, and budgets for the various Deaf Child Worldwide (DCW) projects implemented by partner organisations in East Africa (Kenya, Tanzania, Uganda).
  • Assist PM in reviewing quarterly narrative and financial reports, request clarifications from partners, and flag up any concerns with the PM
  • Coordinate with Technical Advisor on Deafness to ensure that a coherent package of programmatic and technical support is delivered to partners
  • Ensure partners report in a timely matter
  • Conduct regular monitoring visits with partners (in Kenya, Uganda, Tanzania) at least twice a year to undertake project monitoring and provide support and training on organisational development and project cycle management topics.
  • In conjunction with the Technical Advisor and Programme Manager, conduct annual monitoring visits with all partners to assess progress against project outcomes.
  • Collect and collate Key Performance Indicators (KPI) impact data from partners and send to PM
3. Programme Development
  • Contribute towards the overall strategic development of the DCW East Africa programme
  • Assist the PM with selection and organisational assessment of potential new partners in order to create a partner portfolio that can successfully deliver the East Africa programme
  • Contribute towards project proposal and budget development
  • Contribute towards due diligence processes
4. Administration and Logistics
  • Maintain programme files in line with agreed administration and finance systems
  • Compile case studies and providing photos for the communications team
  • Assist PM with logistics of visits, workshops, and other DCW activities
5. Other
  • Promote the vision and values of Deaf Child Worldwide
  • Comply with all DCW policies and procedures
  • Undertake any other duties compatible with the nature of this post as directed by the PM East Africa
Selection Criteria
 
We are seeking a qualified professional with significant experience of project / programme management and working with national NGOs to build their organisational capacity. 

The person to whom the contract is awarded will need to meet the following criteria:

1. Qualifications
  • University degree in Project Management, Organisational Development, Financial Management, Business Administration or other relevant field and/or equivalent experience
2. Essential experience
  • At least 5 years professional and practical experience of building capacity of organisations in the areas of strategic planning, developing organisational policies and procedures, leadership, governance, financial management, planning and management of project activities, monitoring and evaluation and identifying and documenting areas of learning.
  • Extensive experience of identifying skills gaps, designing training programmes and working with partner organisations in an advisory capacity
  • Extensive experience in delivering coaching, training and facilitation as appropriate to different situations
  • Extensive experience managing large and small donor funded projects ideally working for an INGO
  • Experience of developing, monitoring and managing budgets and developing tools for financial management
  • Experience of working across multiple countries, experience of working in Kenya, Uganda and Tanzania desirable.
3. Essential knowledge
  • Thorough knowledge and understanding of project cycle management, including financial management
  • Knowledge and understanding of organisational development including governance and strategic planning
  • Knowledge and understanding of Planning, Monitoring & Evaluation systems and tools
  • Knowledge of participatory training approaches
  • Working knowledge and understanding of regional/country context
4. Essential skills
  • Ability to establish good working relationships with a wide range of people at all levels from different cultural backgrounds including both senior and grassroots professionals working in the disability and development sector, government officials, parents, deaf children and young deaf people.
  • Ability to work independently and as part of a team, maintaining contact with line management at distance
  • Excellent interpersonal and communication skills
  • Ability to present coherent recommendations to partners
  • Ability to plan and review work strategically and take the initiative in problem solving
  • Ability to handle a big work load and to prioritise
  • Ability to deal with difficult or sensitive issues requiring tact and diplomacy
  • High level of computer literacy and competence in Microsoft Office including Word, Excel, and PowerPoint
5. Attitudes
  • Commitment to and understanding of the social model of disability and rights-based approaches
  • A belief in the potential of deaf children
  • A commitment to participatory approaches
  • An ability to be open-minded, flexible and willing to innovate
6. Other
  • Knowledge of sign language and/or previous experience working with deaf people is desirable.
  • Willingness to travel in Kenya, Uganda and Tanzania regularly, including weekend stays
  • Willingness to learn about the issues affecting deaf children, young people, and their families in East Africa and across the world
