The World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. We are currently seeking to fill the position of Gender Advisor, in support of the Regional Bureau, based in Nairobi, Kenya. 

The Regional Bureau provides strategic guidance, policy/technical support and direction to WFP operations and activities in nine countries: Burundi, Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Somalia, South Sudan and Uganda.

Duties and Responsibilities: Under the direction of the Senior Regional Programme Advisor and with technical support from the Gender Office at Headquarters, the Gender Advisor will provide strategic and technical support for the mainstreaming of gender equality and women’s empowerment across WFP operations in the region.

The Gender Advisor will also be responsible for the following tasks:
 
Core responsibilities
  • Advise and support Country Offices in the region on the implementation of the corporate Gender Policy and Regional Gender Strategy to mainstream gender into WFP Operations;
  • Catalyzing the implementation of the Regional Gender Strategy and the Gender Policy at the RB and CO-level
  • Ensure robust mainstreaming of gender into WFP programming and operations, including systematic age and gender analysis, monitoring and evaluation, reporting, and policy advice on specific gender issues that impact on WFP operations;
  • In close collaboration with respective technical units in the Regional Bureau, advise Country Offices on addressing gender-dimensions of nutrition specific and nutrition sensitive programming, humanitarian response and other technical areas;
  • Work with senior management in the RB and the COs to ensure strong institutional commitment and leadership (through active and visible champions) for Gender Equality and Women’s Empowerment (GEWE) programme and process objectives;
  • Manage the effective application and reporting of the Gender Marker at regional and country levels, and ensure that staff are equipped to sustainably mainstream gender equality objectives/goals in all WFP strategies, projects and programmes;
  • Support the establishment, coordinate the work and strengthen the capacity including on gender analysis of the Regional Bureau Gender Results Network Team and the regional Gender Results Network;
  • Strengthen strategic partnerships on gender and support mobilization of resources required to effectively implement the WFP global gender policy and the regional gender strategy;
  • In coordination with the Regional Humanitarian Advisor (protection and AAP), develop and implement trainings on gender mainstreaming, gender analysis, gender marker, Women’s empowerment, Gender Based Violence (GBV), Sexual Exploitation and Abuse (SEA) and other related subjects for WFP staff and partners at regional and country level;
  • In coordination with the Regional Humanitarian Advisor (protection and AAP), support Country Offices in establishing appropriate and effective Complaints and Feedback Mechanisms including referral systems for GBV and SEA;
  • In coordination with the Regional Humanitarian Advisor (protection and AAP), promote implementation of targeted actions aiming to achieve a protection and gender outcome, such as Safe Access to Fuel and Energy (SAFE);
  • Support inter-cluster coordination mechanisms by strengthening gender equality programming within the clusters/sectors as well as other strategic humanitarian processes.
Knowledge Management, Information and Analysis
  • In coordination with the Senior Regional M&E advisor, promote the effective use of the quantitative and qualitative information collected throughout the region, by ensuring that the results of the data analysis feed into programmatic decisions;
  • Promote operational research and good knowledge management practices to increase the overall understanding of how gender and protection issues in the region affect food and nutrition security, including the documentation and dissemination of best practices;
  • Mainstream gender into needs assessment frameworks including adaptation of tools, collection, analysis and reporting processes to ensure that different beneficiary needs are identified, met and that equal opportunities are given;
  • Lead context/gender analysis in country offices so that the country team identifies strategic and concrete responses to fight gender inequalities, within WFP operations;
  • Provide advice on the integration of gender in the formulation of country-level projects/programmes;
  • Support the work of the Gender Results Network in the region. Contribute to gender knowledge networks and communities of practice through identification of best practices and lessons learned;
  • Work with GenCap, where relevant, to provide technical support to the collection, analysis and use of sex- and age disaggregated data across all humanitarian programmes, in partnership with the Humanitarian Information Centre and others.
Programme Support
  • Facilitate and support the integration of gender perspectives in the overall strategic planning and programming;
  • Work with RB and CO teams in setting up or adapting existing monitoring systems to measure progress in gender mainstreaming results by using among others the WFP Strategic Results Framework and other gender guidance such as the Gender Action Plan;
  • Strengthen Regional Bureau and COs engagement in the roll out of the Transformative Agenda and related initiatives such as Accountability to Affected People, the Response Monitoring Framework, development of Humanitarian Programme Cycle reference module and training materials, etc;
  • Ensure the integration of gender indicators into M&E systems/tools and inter-agency/cluster results frameworks; the UNCT score card and the Quadrennial Comprehensive Policy Review (QCPR);
  • Provide support and build capacity for the integration of gender into disaster preparedness, contingency, resilience and post-disaster needs assessments planning.
Advocacy and partnership
  • Together with the Gender Results Network, identify opportunities for advocacy for the promotion of gender equality and women’s empowerment;
  • Develop and disseminate regular updates and/or briefing materials to demonstrate that gender equality is core to WFP’s business in the region;
  • Represent WFP and participate in relevant fora, conferences and trainings aimed at strengthening public and policy advocacy for gender, gender priorities in the post-2015 Development agenda and Beijing+20;
  • Work with management to ensure adequate allocation of human and financial resources for effective mainstreaming of gender, including targeted actions such as SAFE;
  • Engage with donors on gender related issues at the regional and country levels.
Qualifications and Experience
 
Education: Advanced university degree (MA or PHD) in one of the following disciplines: social sciences, gender, international development, development economics or another related field like international relations, human rights, political science, or humanitarian studies.
 
Experience: At least five (5) years of solid progressively responsible professional work experience in the gender field, and dealing with human rights and/or gender-based violence.
 
Knowledge & Skills:
  • In-depth knowledge of gender in humanitarian and development settings, gender-based violence, humanitarian policy issues, and its linkage with food security and nutrition.
  • Solid analytical, writing skills, and communication skills (including developing advocacy messages)
  • Sound knowledge and skills in training and facilitation
  • Knowledge of UN system policies and functions of gender-mandated agencies
  • Flexibility to travel on short notice and in challenging and difficult environments.
  • Team spirit and excellent interpersonal relations.
Language: Fluency in both oral and written communication in English is essential

Desirable skills: Working knowledge of French is a strong advantage. Training and/or experience using MS Word, MS Excel, MS PowerPoint and other WFP software; knowledge of WFP administrative policies and procedures.

IT Operations Officer

The World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. We are currently seeking to fill the position of IT Operations Officer, in support of the SCOPE Service Support (SSS) team based in Nairobi. 

The SCOPE Services team has two key services: 

a) Pre and Post implementation SCOPE Support and

b) Training to support the implementation of SCOPE globally across all WFP country offices.

Duties and Responsibilities: Under the direct supervision of the Regional IT officer, with a technical reporting line to the SCOPE Service Support Manager, the IT Operations Officer will be responsible for the following tasks:
  • Provide dedicated executive assistant support;
  • Receive incidents and service requests through phone, email or any other medium and log them as tickets in the Incident Management System. To assign the priority to the tickets based on Urgency and Impact of the issue;
  • Provide in-country direct support during go-live operations including but not limited to on-site or remote training;
  • Manage the resolution of problems, participate in knowledgebase design, participate in development of work-around and presentation on the known errors;
  • Provide application management services to countries where it related to relevant master data, user management and intervention setup activities;
  • Monitor the implementation of policies, procedures and standards of SCOPE and make the necessary corrections where necessary; participate in change advisory board;
  • Identify commonly recurring requests for assistance and provide advice on how these can be prevented or minimized, through training, user awareness, changes in configuration etc.;
  • Perform analysis, diagnosis, and resolution of complex IT problems for end-users, and recommend and implement corrective solutions for remote users as needed;
  • Troubleshoot the issues by remote connection to user’s machine under different environments. To troubleshoot, interpret problems and provide technical support for hardware, software, and systems. To analyze problems by using manual or automated diagnostic programs, and resolve recurring technical difficulties;
  • Carry-out Configuration Management to track Configuration Items (CIs) and the dependencies between them, such as but not limited to SCOPE computers, software tools and utilities, POS terminals, and other SCOPE devices;
  • Communicate with clients and follow-up on all open and pending tickets. Log issues and escalate tickets to various technical groups where necessary;
  • Maintain a very high level of FCR (First Contact Resolution Rate). To regularly develop troubleshooting flowcharts, utilization and contribution to knowledge management resources to achieve faster resolution and higher FCR;
  • Provide end user training on SCOPE and or service desk tool;
  • Work closely with problem owners, SME’s and other stakeholders to identify problem scope and escalate where necessary. Create statistical reports and performing analysis for areas of responsibility;
  • Perform-to-end incident management. Responsible for time-critical service restoration and technical troubleshooting within Scope. Working with clients, internal RMT teams and third party data providers throughout the service restoration process;
  • Perform other related duties as required.
Qualifications and Experience
 
Education: Advanced university degree in Computer Science, Engineering or other relevant field, or First University degree with additional years of related work experience or trainings/course.
 
Experience: At least one year postgraduate professional responsible work experience in Information Technology or related field.
 
Knowledge & Skills:
  • Excellent customer service skills
  • Excellent communication skills to all levels of staff
  • Good in documentation.
  • Excellent interpersonal, inter-cultural competencies and team player.
  • IT: Proficiency in using office application software; and efficiency in using communication applications.
  • ITIL Foundation Certification desirable
  • Full understanding of ITIL principles and processes
Language: Fluency in both oral and written communication in English is essential.
 
Desirable skills: Working knowledge of other UN official languages. Training and/or experience working with Incident management system, and experience working with Cash Based Transfer (CBT) technology platforms or solutions e.g. WFP’s SCOPE, World Vision LMMS etc.
