Infrastructure Finance & Public Private Partnerships Project

The Government of Kenya (GoK) in conjunction with the World Bank is implementing a four-year Infrastructure Finance and Public Private Partnerships Project (IFPPP) whose overall development objective is to increase private investment in the Kenyan infrastructure market by improving the enabling environment to generate a pipeline of bankable PPP projects. 

This objective will be achieved through the provision of technical expertise and building capacity to implement the Government’s Public Private Partnerships (PPP) National program.

The Public Private Partnerships (PPP) Unit is looking for highly motivated Kenyans to fill the positions of an Executive Assistant to the Director - PPPU and two Financial Analysts for a period of eighteen (18) months:
 
Executive Assistant to The Director, PPPU

The Executive Assistant to the Director, Public Private Partnerships Unit (PPPU) is expected to perform, and not limited to, the following tasks:
  • Maintain a proactive calendar for the Director – PPP Unit i.e. planning and scheduling meetings, conferences, and travel, etc.
  • Develop administrative and coordination tools/systems within the PPP Unit e.g. filing and retrieval systems and databases
  • Assist in initial screening of all documentation received by the PPPU Director and ensure timely distribution and replies to the rightful parties
  • Follow up with all stakeholders to ensure prompt reply and execution of PPPU recommendation or requests
  • Day to day follow up and coordination within the PPP Unit and IFPPP - PIU to ensure smooth flow of operations and execution of the PPPU Director’s instructions
  • Support the administrative coordination of all PPP Committee meetings
  • Carry out any other duty assigned by the Director
Qualifications
  • A university degree in Business Administration, Finance, Engineering, Economics or a related field is a must.
  • Prior experience in dealing with various public entities is a plus.
  • Strong knowledge of private sector operations, understanding of PPP procurement and operation is a requirement.
  • A post graduate study is an added advantage.
  • Excellent knowledge of spoken and written English is critical.
  • Excellent organizational and multitasking skills are necessary.
Experience
  • A minimum of 2 - 3 years demonstrated experience in a related field.
Graduate Financial Analysts

The Financial Analysts are expected to perform, and not limited to, the following tasks:
  • Assess individual projects for Fiscal Commitment and Contingent Liabilities (FCCL) at feasibility stage.
  • Interacting with the Transaction Advisors (TAs) and assessing each project for FCCL at each distinct stage of approval in the PPP process as required under the framework and manuals
  • Drafting of assessment reports with recommendations to the PPP Committee on government support requirements and the FCCL status of the project prior to each stage of approval on each individual project
  • Create and maintain all models for the purpose of measuring and managing FCCL in excel or other software as decided by the PPPU and as outlined in the FCCL guidance issued by the PPPU for measuring, monitoring and managing FCCL arising out of PPP.
  • Creating excel models and standardized templates, report formats, etc. in excel or other programs as required from time to time.
  • Creating and maintaining a database of FCCL projects
  • Carrying out any other FCCL related activities as instructed by the Director General – Public Debt Management / PPPU Director
Qualification
  • A bachelor’s degree in actuarial science, finance, statistics, mathematics or a related filed. An advanced degree will be advantageous.
  • Training in feasibility analyses; proficient in financial modeling, Monte Carlo techniques, use of crystal ball and other modelling software and options valuation will be advantageous.
Experience
  • Good knowledge of financial analysis / modelling (including risk modelling).
Skills
  • Fluency in English both spoken and written
  • Advanced computer skills: specifically in excel
