Projects Officer

Reporting to the Manager Strategic Projects, the selected candidate will be responsible for the following:
  • Under the guidance of the Manager Strategic Projects, assist with the implementation of the section’s strategy;
  • Providing administrative support to the Manager Strategic Project office on a day to day basis such as setting up and maintaining project files, establishment of document control procedures;
  • Monitoring and maintaining project schedules and budgets, preparing progress reports and liaising with the Directorates & Departments on behalf of the Manager Strategic Projects to identify strategic projects to be selected from the pool of Authority’s projects database;
  • Contribute expertise in specialist tools and techniques (e.g. planning, monitoring and control tools, risk analysis among others);
  • Assisting the Manager Strategic Projects in preparing presentations; drafting briefing papers and /or compiling pertinent background materials and preparing summaries for discussion;
  • Assisting Manager Strategic Projects in tracking proposals on new sources of income and fundraising activities;
  • Updating the database on key metrics relevant for regional and international bodies that are crucial to the Authority’s strategic projects portfolio;
  • Preparation and maintenance of annual, half yearly, quarterly and continuous reports emanating from the office of the Manager Strategic Projects;
  • Undertaking other assignments as allocated from time to time.
Minimum Qualifications and Experience
  • Bachelor’s degree in communications or Information Technology or Computer Science or any related field;
  • Certification in PMP or PRINCE 2 will be an added advantage;
  • Minimum of two (2) years’ experience relevant experience in projects management.

Surveillance Officer

Reporting to the Assistant Manager Surveillance, the selected candidate will be responsible for:

 


  • Monitoring, scrutinizing and recording all trades for the day;
  • Undertaking daily real-time surveillance of the securities exchange’s automated trading and CDS database and report any exceptional activities;
  • Monitoring and collecting market intelligence from various sources including newspaper articles, blog sites, rumors, complaints etc. and using the information gathered to inform surveillance of market activity;
  • Conducting preliminary investigation to trace the causation of unusual trading change, such as public disclosure of material information, any significant news or misstatements and make recommendations for further investigations if there are no apparent or sufficient factors to explain the case or any evidence that indicates malpractice;
  • Examining securities transactions showing irregular movements based on day-to-day surveillance of market movements;
  • Analyzing and identifying market manipulations and unusual price trends;
  • Daily market update at the end of trading session and prepare the Daily Market Surveillance report;
  • Conducting both regular and ad hoc visits to inspect and investigate trading activities of market participants and recommend appropriate actions;
  • Conducting offline surveillance and intelligence analysis post trading for potential evidence of malpractices;
  • Updating and maintaining the Surveillance database;
  • Making recommendations for further investigations and sanctions against specific non-complying market participants in violation of CMA laws, regulations and guidelines;
  • Relationship management for the licensees and listed companies allocated including attendance of their respective AGMs and EGMs;
  • Conducting quarterly inspections of the intermediaries as scheduled and reporting.
Minimum Qualifications and Experience

Qualifications:
  • Bachelor’s Degree in Commerce, Mathematics, IT, Engineering or Actuarial Science;
  • Minimum of two (2) years relevant experience.

  • Previous Operations experience within trading participants will be an added advantage;
  • Understanding of operations of security trading and settlement and best practice standards on market conduct;
  • Familiarity with the Capital Markets Act, Regulations, rules and guidelines;

Legal Officer – Contract &Advisory

Reporting to the Head, Legal Affairs, the selected candidate will be responsible for:


  • Drafting, preparing and reviewing contracts for the Authority;
  • Preparing legal opinions on legal issues pertaining to the Authority’s mandate and matters arising in its engagement with internal and external stakeholders;
  • Procuring legal services from external legal services providers/ advocates;
  • Liaising with external advocates and contracting parties on matters they are handling/ negotiating on behalf of the Authority;
  • Preparing quarterly reports to the Commission for the Implementation of the Constitution on compliance with the implementation of the Constitution;
  • Participating in the procurement process on behalf of the Directorate;
  • Participating in working committees on various thematic issues upon appointment by the Authority’s Management;
  • Preparing of the Directorate targets for the Performance Contract;
  • Championing risk management and compliance with operating procedures for the Directorate.
Minimum Qualifications and Experience
  • Bachelor of Laws (LLB);
  • Admission to the Bar- Advocate of the High Court of Kenya with a current practicing certificate;
  • Two (2) years’ experience in corporate and commercial law.

Research Officer

Reporting to the Assistant Manager, Market Development, the selected candidate will be responsible for;



  • Collecting, updating collating domestic and international capital markets and key macro-economic data to inform trends in the domestic and global economy;
  • Establishing and maintaining a database of researchers and research firms to enhance the research capacity of the Market Development Department;
  • Analysing capital markets and macro-economic data to generate weekly, monthly, quarterly and annual reports for consumption by internal and external stakeholders of the Capital Markets Authority;
  • Assisting the Market Development team in conducting gap analysis to inform developments & reforms in the capital markets industry through comprehensive survey and employment of other research methodologies research consumption;
  • Working with the Market Development team in developing research proposals to address the gaps identified;
  • Working with the Market development team in implementing proposals;
  • Coordination of meetings and minute taking in Market Development Departmental Assisting the Strategic Projects Department in assessing impact of the projects undertaken or to be undertaken to establish optimization;

Minimum Qualifications and Experience
  • Bachelor’s degree in Economics, Mathematics, Finance, Financial Economics, Commerce, Business Administration, Actuarial Science or Engineering;
  • Two (2) years relevant experience preferably in a Data Analyst or Research Analyst position in the financial sector.

Investigations Officer

Reporting to the Assistant Manager Investigations the selected candidate will be responsible for;

  • Receiving complaints from investors and other stakeholders, and identify other market issues requiring investigation;
  • Investigating complaints/issues identified to completion – including obtaining relevant evidence to support investigation findings;
  • Formulation of investigations plans on complex investigations, identification of the various stakeholders who are affected and require to be informed and involved on the matter under review. Release of Authority letters and site visits to retrieve important documents and information;
  • Preparing and reviewing of investigation reports, monthly and quarterly updates to management and to The Commission on Administrative Justice (CAJ);
  • Identification of operational and management gaps in the investigations department and making proposals on improvements to strengthen investor protection and market efficiency;
  • Membership in ad-hoc Authority committees to meet the Authority’s mission and vision and the strategic attainment of the performance contracting obligation with the National Treasury;
  • Actively engaging with the Police Unit (Capital Markets Authority Fraud Investigations Unit) and all other departments within the Authority to enhance service delivery;
  • Organising training sessions for the Authority staff and market participants on fraud awareness and emerging trends in fraud through seminars, presentations etc. Training and inducting peer investigators and new staff to the department;
  • Receiving and reviewing information on illegal operations of unlicensed market intermediaries, carry out background checks and site visits, issue cease and desist letters;
  • Undertaking any other responsibilities assigned.
Minimum Qualifications and Experience
  • Bachelor’s degree in Law, Finance, Commerce, Criminology or any other related field;
  • Two (2) years relevant work experience.
  • Professional qualification (CFE, CISA, or equivalent) and membership to relevant professional body are an added advantage.

Compliance Officer

Reporting to the Assistant Manager Risk Analysis & Compliance, the selected candidate will be responsible for;

  • Conducting bi-annual risk assessment on licensees that will ensure timely identification, monitoring and mitigation of various risks and advise the Authority on supervisory attention and appropriate regulatory action(s);
  • Preparing for and undertaking routine, ad-hoc and thematic inspections of market intermediaries and listed companies to monitor compliance with regulatory requirements aimed at enhancing the integrity of the capital markets;
  • Making recommendations for investigations and sanctions against specific non-complying market intermediaries in violation of CMA Act, Regulations and Guidelines in order to address failure to meet specific obligations and market requirements;
  • Enforcing measures to strengthen good corporate governance & conduct of business, ethical business practices, internal controls and auditing systems to improve the overall compliance environment;
  • Examining financial disclosure records of market intermediaries Risk Based Capital Adequacy returns and listed companies to determine and continuously monitor compliance with financial resources requirements as well as all other regulatory requirements;
