Lutheran World Federation is seeking to recruit a suitable candidate for the following position:

Professional Qualifications
  • A degree in Sociology, Social Work, Development Studies, Anthropology or a related social science discipline from a recognized university.
  • A degree in a related discipline would also be considered.
  • Proven academic or on-job training and understanding of the Project Cycle model in managing humanitarian assistance.
Relevant Experience and skills
  • At least three (3) years of progressive experience in development or humanitarian progamme management at senior management level. 
  • Experience gained within an international humanitarian NGO will be an added advantage.
  • Strong analytical, facilitation and documentation experience with humanitarian programmes.
  • Experience in proposals and report writing.
  • Strong representation, negotiation and coordination experience and skills gained from working with UN organizations, national and international NGO’s
  • Leading and coordinating multi-sectoral activities within a humanitarian NGO.
  • Practical experience of using the Project Cycle tool in the humanitarian sector.
  • Working knowledge and experience of humanitarian principles, lawa and standards.
  • Experience in Training of Trainers/Facilitation skills (TOT & TOF).
  • Excellent computer skills in word processing, spreadsheets, use of internet and email.



Security Officer 

1 Position

Based in Dadaab

The Security Officer will be based in Dadaab and shall be responsible for coordinating and overseeing security operational plans in the Security Department. 

He/She will work to improve the operations of security department and strengthen coordination, information sharing and surveillance activities through mutual interaction. 


The incumbent will report directly to the Sub Program Manager or his /her designate, while working closely on daily basis in collaboration with other sectors of Lutheran World Federation.

Duties and Responsibilities
 
Project Cycle Management
 
Planning, implementation and Coordination
  • To be responsible for planning and implementing security coordination activities inthe re fugee camp. This entails responsibility of security operation and coordination, in Dadaab Refugee Camp (DRC) in accordance with approved project agreements with the donor, partners and UNHCR
  • To be responsible for the development and design of proposals and budgets addressing refugee and host needs and problems on safety and security
  • To take the lead role in coordinating with the refugee leaders, other security focal persons in the program, GOK and other LWF/DWS sectors on security issues at the camp level.
  • Liaise with GoK, UNHCR, implementing partners and refugee representatives in facilitating community base management activities in the camps
  • Foster good relations with host and refugee communities, other implementing partners and UNHCR in Dadaab.
  • Support Peace Building Unit in community services with:
1.    Establish community-based structures - representative committees as well as institutions (e.g. traditional, cultural and religious mechanisms) for monitoring, reporting and addressing insecurity and conflicts.
2.    Facilitate an inter-agency process of identifying, vetting and appointing refugees to the community based security management (CBSM) committee and the nomination, vetting and appointment of CBSM focal persons.
3.    Ensure that whatever mechanisms are established to address peace, safety and security issues uphold and respect the human rights of all individuals as well as promote gender equity and inclusion of the minority and vulnerable persons.
4.    Develop and strengthen mechanisms for peace, safety and security promotion among the refugees and the host community.
5.    Provide technical support through couching and training to the community based security management (CBSM) committee members and CBSM focal persons to ensure their effective functioning.
6.    Promote and facilitate refugees’ participation in activities aimed at enhancing their safety and security.
7.    Conduct regular formal and informal consultations with refugees and their leaders on the mechanisms and strategies for increasing collaboration in monitoring, reporting and responding to their safety and security concerns.
Monitoring, Reporting and Evaluation
  • To be responsible for carrying out internal assessment of the status and direction of security situation, documenting the key achievements, challenge, impact and current situation and recommendation will be used to improve security planning and implementation in the camp.
  • To prepare monthly, quarterly, half-yearly and annual reports highlighting objectives and achievements and impact on beneficiaries in accordance with approved guidelines and donor formats.
  • Continuously monitor the rate of implementation of Peace & Security activities against the plans, facilitating reviews and re-planning sessions and making use of monthly and quarterly financial reports to monitor plans and budgets.
  • Provide overall team leadership to Security staff in the implementation of their duties.
Responsible for carrying annual staff performance appraisal as well as continuously monitor the attainment of action plans designed to improve individual staff performance.
 
Main Tasks & Responsibilities
  • On daily basis shares security reports with the Management, and advise where necessary.
  • Liaise with all other security focal persons, GOK security personnel, Host opinion leaders and Refugee Representatives in regard to security matters, when need arises.
  • Carry out investigations as necessary for follow up on security matters.
  • Observe and maintain security documents.
  • Assist with planning on security proposals and budget in liaison with the Peace Building & Conflict Resolution Officer.
  • To be the team leader for security staff and train, mentor, discipline and motivate them to work for collective responsibility and accountability.
  • To carry out security staff performance appraisals and action planning to ensure the attainment of desired performance standards and objectives.
  • To carry out any other general duties as requested by the Management, within the context of LWF/DWS Kenya Operation.
  • Maintain Law and order in collaboration with the Law enforcers in crime prevention.
  • Conduct investigations on alleged and reported cases in relation to HAP standards and PSEA programme
  • Together with an investigation committee interview witness, complaint/s and suspect/s in the standard investigation format
  • Discuss the findings & recommendations of the investigation with the SPM and determine the direction for managing the matter.
  • Responsible for ensuring that all LWF staff observe the highest standards of the code of conduct for humanitarian workers, refugee protection and prevention of sexual abuse and exploitation of beneficiaries.
  • Responsible for reporting to SPM of any incidents of abuse of authority, all forms of fiscal impropriety and discrimination in LWF operations.
Reviewed Duties and Responsibilities
  • Liaise with all other security focal persons,GOK Security personnel, Host opinion leaders and Refugee Representatives in Maintaining law and order and follow up on security matters when need arises.
  • Carry out investigations on security matters and reported cases in relation to HAP standards and PSEA Programme.
  • To train and mentor security staff through appraisal to ensure attainment of desired performance standards and objectives
  • Assist with planning on security proposals and budget with the peace building and conflict resolution officer
  • To carry out other general duties as requested by management within the context of LWF / DWS Kenya Operation
Professional Qualifications:
  • University degree or a diploma in Social Work, Sociology, Criminology, Disaster Preparedness or any relevant social science field.
  • Proven security training in field of security administration.
  • Proven academic or on – job training and understanding of the Project Cycle model in managing humanitarian assistance.
  • Applicants with the rank of a commissioner military or police officer is an added advantage
  • Applicants with investigation skills will have an added advantage.
Relevant Experience:
  • At least 5 years progressive experience in managing security programs for refugees or rural communities or police or military service.
  • Experience gained within an international humanitarian NGO will be added advantage.
  • Experience in proposal and report writing.
  • Strong representation and negotiation skills in working with UN organizations, partner agencies (NGO) and coordinating activities in a multi-pectoral setup.
  • Practical experience of using the Project Cycle tool in the humanitarian sector.
  • Working knowledge and experience of humanitarian principles, law and standards.
  • Knowledge and experience of SGBV and PSEA
  • Excellent computer skills.
