HIV & AIDS Program Manager - Lodwar

Job Purpose / Objective: The International Rescue Committee – Kenya Program with funding from various donors’ implements the Partnership on AIDS (POA Project), a HIV & AIDS Prevention Project in Turkana County in the North - Rift region of Kenya. 
Working with a team of field based program staff, the HIV Program Manager will lead the program team in the implementation of Evidence Based HIV prevention interventions including Community based HIV Testing & Counseling.

With the support and guidance of both the Field Program Coordinator and the RH &HIV  Coordinator, the Manager will play a key role in all aspects of program design, strategies, approaches, implementation, monitoring, reporting as well as program quality control and improvement, human resource management, partnerships management and financial management aspects of the project.

Key Responsibilities:

Programme Design, Planning & Implementation
  • The HIV & AIDS Manager is tasked with the overall programmatic and administrative support leadership in the implementation of Evidence Based Interventions (EBI’s) in accordance with EBI implementation guidelines implementation guidelines.
  • Facilitate information sharing with other sectors, towards integrating the HIV program with other programs e.g. Gender Based Violence (GBV), Nutrition and Livelihoods.
  • Contribute to the bi - ennial development, review and implementation of the IRC Health Sector Strategic Plan in line with the IRC Country Strategic Plan, policies and procedures.
  • Provide overall guidance to program staff in the development of work plans, activity plans and budgets.
  • Where necessary, participate in concept development, proposal writing and budget development exercises in relation to HIV/ health programming for IRC Kenya.
  • Incorporate cross – cutting program design issues such as protection mainstreaming, disaster risk reduction, governance, environmental and emergency response
Quality Control & Improvement
  • Monitor programs adherence to EBI implementation guidelines for quality service provision and program implementation.
  • Conduct regular field visits, support supervision and monitoring of all HIV program activities to ensure quality service provision.
  • Plan, support and coordinate quarterly donor field site visits. .
Human Resource Management & Leadership
  • Directly supervise the HIV Officer, Key Population Officer.
  • Address staffing gaps for effective program implementation.
  • With support of HR & FPC’s Office, address staff issues arising
  • Conduct regular program planning meetings with program staff
  • Staff supervision, mentorship, performance appraisal and development through objectives developing, reviews and evaluations.
  • Participate in the weekly Lodwar Management Team meetings.
  • Participate and support safety security management.
  • Participate in the development and review of the Field site Annual Program Plans.
Partnerships & Coordination
  • With the support of the FPC and Grants Unit, the Manager will take lead in the engagement of partners in program design, proposal writing, budget development and planning, partner mapping exercises, partner capacity assessment, program review meetings and supervisory visits, in line with IRC’s Partnership framework.
  • Work together with the County Health Management Teams (CHMTs) in strengthening the coordination, linkage and networking of various HIV interventions including regular and consistent attendance to relevant health coordination meetings.
  • Maintain amicable inter - departmental relationships within IRC, its partners, the county MOH, and other stakeholders.
Monitoring & Reporting
  • Review monthly narrative and quantitative program reports
  • Preparation of the quarterly, semi – annual, annual narrative and power point progress reports.
  • Ensure the regular flow of relevant information and reports to the district level .
  • Plan, support and coordinate joint IRC & county MoH field monitoring and support supervision exercises.
Logistical and Financial Management
  • Take lead in budget preparation, planning, allocation, management, review tracking and analysis to ensure proper allocation of resources, accountability and prudent spending.
  • Participate in monthly budgets review exercises (BVA meetings) with the Finance Officer and other sector heads.
  • Enhance prudent financial management through preparation of and adherence to program work, spending and procurement plans.
  • Review and approve weekly HIV program movement plans and transport allocation.
  • Submit work and activity based monthly cash forecasts to the Finance Officer.
  • With support from the Logistics Office, track procurement of program supplies and undertake. inventory management of purchased supplies.   
Required Qualifications:
  • Bachelor’s degree or higher diploma in Social or Health Sciences / Community Health or related disciplines.
  • Undergone training in Peer Education, Behavior Change Communication, Evidence Based Interventions (EBI’s), Monitoring Reporting & Evaluation.
Required Experience & Competencies:
  • At least 5 years experience working in Community HIV & AIDS Programming.
  • Demonstrated experience in Report writing, Training and facilitation.
  • Demonstrated experience in HIV Program Implementation, Health Promotion or Community Development is an added advantage.
  • Demonstrated experience in development of IEC materials and BCC methodologies relating to HIV/AIDS and reproductive health.
  • Demonstrated experience in working with government structures at the grassroots level.
  • Strong analytical, logical, critical and creative thinking skills.
  • Good inter – personal, leadership and teamwork skills.
  • Previously served in a position of leadership and supervision.
  • Willing to work in a challenging environment.

Duties and Responsibilities

The Community Health Services function entails:
  • Sensitizing communities for uptake of quality health services;

Project Manager - Lodwar

Job Purpose / Objective:
 The project Manager - CORE Polio Eradication will lead the planning, implementation, supervision, and monitoring of IRC’s CORE polio eradication project in Turkana county. 

The CORE polio project manager will work closely with the county health team and the CORE group project team to ensure implementation of activities geared towards polio eradication by increasing population immunity and enhancing surveillance for Acute Flaccid Paralysis at the county level.

Key Responsibilities:

Technical Coordination and support:
  • Participate in the planning, implementation and monitoring of routine immunization and supplemental immunization activities at the county level and provide support as guided by the project deliverables.
  • Participate and provide support as guided by the CORE polio project priorities in AFP surveillance, polio outbreak investigation, case and contact tracing.
  • Work closely with the county disease surveillance coordinator in planning and training health facility staff at the county level on polio and immunization.
  • Participate in Cross border meetings and implementation of cross border polio eradication activities.
Finance and Grant Management:
  • Manage the CORE polio project budget ensuring spending is maintained within appropriate margins.
  • Identify and respond to project needs, implement activities, and conduct follow-up to ensure project success.
  • Monitor timeliness, quality and progress of project deliverables as per the work plans and implementation plans in place.
  • Ensure timely documentation and use of information to continuously improve the quality and performance of the project.
Communication and Documentation:
  • Develop and maintain project related record-keeping system and provide accurate documentation of all reporting forms.
  • Provide material related to project progress and updates both internal and external use.
  • Assist in the development of publications and communication materials wherever possible.
Coordination, Representation and Advocacy:
  • Implement effective communication strategies to maintain strong correspondence among stakeholders.

Required Qualification / Experience & Competencies:
  • Diploma or degree certificate in nursing, clinical medicine or medicine.
  • Advanced degree in Public health is an added advantage.
  • At least 5 years experience in immunization and community health programs with at least 2 years experience at project management level.
  • Experience working closely with Ministry of Health on disease surveillance and immunization programs/activities at county or national level.
  • Competent in Windows, MS office programs, email and database (HMIS, PEPFAR database, EPI-Info) experience.

  • Be in possession of Kenya certificate of secondary education (KCSE)
  • Must POSSESS a valid practicing license from the nursing counsel of Kenya or any recognized body by the government of Kenya
  • Have interpersonal and good communication skills to clients, patients and the members of health staff
  • Knowledge of computer is an added advantage
  • Job experience for the last two years is a prerequisite

Security Guards - Kakuma

Job Purpose / Objective: The national security guard, under the supervision of security officer, will assist the security officer in the coverage of all field sites. 

S/he will be present during all the distribution exercise by accompanying the programs distribution teams to the various sites within the camp. 


S/he will ensure that incentives guards are deployed in all the sites both day and night and to provide the guarding expertise. 

S/he will respond to any incident which requires the security officer during the distribution exercise and within their areas of jurisdiction. 

S/he will make periodic security reports of incidents which might occur during the distribution exercise to the security officer. 

S/he will work closely as a team with other national guards and the incentive counterpart managers, supervisors and the guards to ensure that there is cohesion and information sharing.

Key Responsibilities
  • To ensure that Safety and Security of staff, clients, and property in all field sites is secure and free from losses or damages by ensuring coverage of all facilities 24/7.
  • Monitoring nutrition SFP,BSFP and OTP activities and ensuring that all field stores are guarded at all times.
  • Ensure enforcement of IRC security protocols within the field sites in a professional manner in line with the IRC WAY.
  • To monitor assets/material movement from the IRC stores to any other location within IRC programs in reducing and minimizing chances of defraud within the stores and programs.
  • To enhance accountability in procurement/storage process in ensuring proper procedures are followed.
  • To work closely with supply chain department, and nutrition program to ensure that the field stores control procedures are adhered to.
  • To gather information from reliable sources and share with the security officer and other security actors within the area of operation.
  • To oversee the operations of incentive guards deployed to the field sites.
  • Under the guidance of security supervisor, mentor the security incentive guard force through identification of capacity gaps and carrying out the trainings.
  • To be conversant with the distribution circles for the nutrition programs to ensure that there is adequate guard coverage during the distribution exercise.
  • To maintain reporting system of incidents occurrences within IRC programs and in the field and giving situation updates to the security officer within necessary time frame.
  • To assist the security officer in investigating crimes incidences within IRC programs and making recommendations to the management for action.
  • Perform any other duty as may be directed by the supervisor.
Key Result Areas;
  • Maximum presence and involvement in the distribution exercise and coverage of all field sites.
  • Taking preventive measures to avert any pilferages of commodities.
  • Coordinating with Nutrition program to ensure that all distribution circles are timely communicated.

Required Qualifications:     
  • KCSE Certificate and above. Experience in military, police, prison or NYS training will be an added advantage.
  • Training or certification in first aid, firefighting and security related training.
  • Must be Computer literate ( MS Word, Excel, Power point and Internet)
  • Possess a valid Certificate of good conduct.
  • Must be a Kenyan citizen
  • Should have a letter of recommendation from previous employer.
Required Experience & Competencies:
  • A minimum of 3 years work experience with a humanitarian organization in similar capacity especially in a refugee set up.
  • Knowledge in using communication gadgets i.e. VHF, HF radios.

Nutrition Officer - Kakuma & Dadaab

Job Purpose / Objective: Working under the guidance and supervision of the Nutrition Manager, the Nutrition Officer will be directly responsible for implementation of the Integrated Management of Acute Malnutrition (IMAM) program, nutrition surveillance, hospital feeding, nutrition education & counseling and promotion of maternal infant and young child nutrition in the camp.

Key Responsibilities
  • Implement and supervise the inpatient and outpatient therapeutic feeding of severely malnourished under-fives while following the stipulated protocol.
  • Implement and supervise the supplementary feeding of the moderately malnourished under-fives, pregnant/lactating mothers, individuals with medical conditions (HIV/AIDS and TB).
  • Ensure the Blanket Supplementary Feeding Program (BSFP) activities are implemented successfully.
  • Implement comprehensive maternal infant and young child nutrition program (MIYCN) with strong Baby Friendly Hospital Initiative (BFHI) and Baby Friendly Community initiative (BFCI) approaches.
  • Supervise and monitor the hospital inpatients diet including the special diets for medical cases like diabetes, TB, HIV/AIDS, Hypertensive among others.
  • Train and mentor the nutrition program staff and the integrated community health promoters through identification of capacity gaps and carrying out refresher trainings and on the job trainings.
  • Plan and conduct trainings on Growth Monitoring Promotion (GMP), IMAM and MIYCN to other mainstream health professionals.
  • Develop key messages in nutrition to the targeted beneficiaries, and ensure it is delivered appropriately.
  • Offer nutrition support through counseling to individuals with medical conditions including Comprehensive Care Clinic clients.
  • Plan and conduct the annual health and nutrition surveys together with other stakeholders in the camp.
  • Plan and conduct mass MUAC screening of the under fives on a quarterly basis in collaboration with the Community Health Promoters.
  • Work closely with other nutrition related programs such as HIV/AIDS, Environmental Health, Clinical Services and Community Health Program in order to improve the nutrition situation in the camp.
  • Compile and submit donor and IRC Nutrition Program weekly, biweekly and monthly reports of all the activities implemented, as well prepare food requisitions.
  • Coordinate Nutrition meetings with IRC and participate in Project monitoring, Review and Evaluation.
  • Represent IRC in Nutrition Coordination meetings with Implementing partners and other Nutrition /Health related forums.
  • Lease with Supply Chain Department in logistical Program Supplies procurement and Monitoring Supply control
  • Stock monitoring of various commodities
  • Any other duties as assigned by the supervisor.
Required Qualifications:
  • Bachelor degree in Food, Nutrition and Dietetics from a recognized University.
  • Must be a registered nutrition or dietitian KNDI
Required Experience & Competencies:
  • Minimum 2 years work experience in community nutrition and implementation.
  • Experience in maternal infant and young nutrition with strong BFHI & BFCI approaches.
  • Experience in nutrition survey and assessments.
  • Good communication and interpersonal skills.
  • Strong report writing and team working skills.
  • Knowledge in computer packages and basic analysis skills.
  • Experience in Nutrition and HIV/AIDS programming added advantage.
  • Ability to work in hardship areas (previous experience in a camp setting will be an added advantage).
