Its overall mandate is to implement policies relating to road transport and safety.

Risk Management Officer

Key Duties and Responsibilities

·                     Assist with coordination of the implementation on Enterprise wide risk management framework, policy, procedures and systems in order to minimize Authority’s risk exposure and fraud activities.
·                     Contributing to effective management and reporting of risks exposure and fraud activities.
·                     Facilitating the carrying out of risk assessments to determine the risk profile of the Authority, identifying risk control capacity gaps and exposure in the Authority’s operations, governance, ICT and financial operations.
·                     Participating in devising improvement strategies for the enterprise-wide risk management mechanisms and controls.
·                     Managing the Authority fraud risk assessment and prevention procedures and maintain and update the Authority’s risk register.
·                     Assist in assessing the appropriateness of internal policies, procedures, and guidelines, make recommendations for amendments where necessary to mitigate the identified deficiencies.
·                     Monitoring and evaluating the effectiveness of the Authority’s risk management system.
·                     Monitoring and evaluating the status of risk management and general compliance of the Authority.
·                     Performing any other duties as may be assigned.
Qualifications, Skills and Experience
·                     Degree in Commerce, Accounting or Finance.

Enforcement Officers

The Enforcement Officers are responsible to the Manager, Safety Enforcement and Accident Investigation for maintenance of a proactive Road Safety enforcement Culture within Kenya, amongst all motorists through implementation of Road Crash Prevention and mitigation programs, and maintaining up to date Traffic Crash data and reports, in the area of jurisdiction through Proactive traffic enforcement of the department Operational Plans (EOP) and orders.

Key Duties and Responsibilities
·                     Enforcement of the NTSA Act 2012 and Traffic Act;
·                     Highway patrol to detect and curb noncompliance;
·                     Carry out investigations on matters pertaining on road safety and taking necessary action;
·                     Ensuring all road users eg pedestrians and motorists comply with the law;
·                     Educating motorist on matters related to road safety;
·                     Gathering and analyzing intelligence on matters pertaining on road safety;
·                     Organizing and execution of operations which involve drunk driving and speed detection
·                     Through understanding of the operating environment and maintaining the operation within the limit;
·                     Liaising with traffic officers in enforcing the Traffic Laws;
·                     Detecting of fake and un prescribed registration number plates and taking the necessary actions;
·                     Documenting and compiling all reports related to road safety; and
·                     Keeping safe custody of exhibits obtained from offenders.
Qualifications, Skills and Experience
·                     Must possess a Bachelor’s degree from a recognized institution of higher learning;
·                     Qualification in Criminology, Lead Auditing, Engineering or Investigation will be an added advantage;
·                     2 years working experience in safety related discipline in a busy environment; and
·                     Team player with excellent interpersonal skills.

Legal Manager

Reports to: Senior Deputy Director, Legal Services



The job holder is responsible for the effective and efficient management of the Legal department, provision of legal advisory services and ensuring effective management of legal and contractual risks.

Key responsibilities

 
Provide leadership and ensure efficient and effective management of staff and resources in the Legal department.


Legal risk



·                     Review and provide legal advice on tender documents.
·                     Review ongoing cases and advice management accordingly.
·                     Liaise with relevant departments to ensure that where legal risks have been identified, appropriate courses of action have been taken.
·                     Provide legal protection and risk management advice to management especially on contract management.
·                     Provide and interpret legal information, conduct training and disseminate appropriate legal requirements to staff.
Policy development


·                     Review and advise management on legal implications of internal policies and procedures.
·                     Review and draft contracts, agreements and internal policies and ensure that they are in compliance with all statutory or legal requirements.
Litigation management


·                     Review progress of outstanding litigation and liaise with and manage external lawyers.
Regulatory compliance


·                     Develop legal regulations.
·                     Formulate compliance check-lists to be used for the purpose of ensuring that all information required is provided accordingly. Continuously monitor compliance with statutory obligations and advise management accordingly.
·                     Prepare monthly and quarterly reports for the department for executive management meetings.
Contract negotiation


·                     Formulate and review all contracts
·                     Prepare, review and modify contractual instruments to assist and support various business activities.
·                     Negotiate, review and draft documentation for business transactions and prepare and advise on the necessary checklist to be adopted to ensure information is submitted on time.
Administrative duties


·                     Provide continuous leadership, supervision, training and development of department staff ensuring an effective and motivated team.
·                     Liaise with the HR department in conducting performance appraisals and ensure competency and training gaps are addressed.
Requirements


·                     LLB undergraduate degree;
·                     A Master’s degree will be an added advantage;
·                     Must be an Advocate of the High Court of Kenya;
·                     Must have experience in public sector;
·                     Post admission experience of at least eight (8) years;
·                     Proven track record of providing accurate and effective legal counsel;
·                     Strong leadership and managerial skills; and
·                     Demonstrate knowledge of, and experience with, laws dealing with government and/or commercial contract administration, particularly contract negotiation, preparation and administration;

Driving Test Examiners

Key duties and responsibilities:


·                     Carry out examination and testing of drivers and riders (both theory and practical).
·                     Compile and submit reports on test results.
·                     Advise on most appropriate examination /testing procedures.
·                     Participate in review of curriculums for examination/testing of drivers.
Qualifications, Skills and Experience


·                     Minimum of ‘O’ level of education.
·                     Holder of valid driver’s license covering all categories.
·                     Minimum age of 35 years.
·                     At least a minimum of ten (10) years of experience of which two (2)years must have been as an instructor

Drivers

Key Duties and Responsibilities


·                     Drive NTSA vehicle(s) and execute the tasks as assigned by the Administration Officer - Transport;
·                     Assist in the collection/delivery of goods, documents, mails, materials as assigned;
·                     Ensure the safety of passengers, cargo and vehicle while observing traffic rules and road discipline;
·                     Responsible for the security of allocated motor vehicle;
·                     Maintain records of motor vehicle daily activities including vehicle log sheet at all times in line with the Authority’s Transport Policy;
·                     Check daily status of tyres, brakes, engine oil, fan belt, etc. and maintains a check list and be accountable for the items;
·                     Report promptly any defects or malfunctioning of the vehicle that require immediate attention to the Administration Officer - Transport;
·                     Comply strictly with vehicle servicing schedules and notifies Administration Officer - Transport at least one week in advance for booking purposes;
·                     Guard against potential loss/damage to Authority’s and staff members assets carried in the allocated vehicle
·                     Report any accidents and incidences related to the allocated vehicle as per the Authority’s transport policy
·                     Ensure cleanliness of the vehicle at all times; and
·                     Ensure that the NTSA vehicle(s) is only used for official/authorized business.
Qualifications, Skills and Experience


·                     Minimum of Kenya Certificate of Secondary Education (KCSE) certificate or its equivalent;
·                     A valid driving license for class (is) of vehicle(s) you are licensed to drive; free from any current endorsement(s).
·                     At least five (5) years driving experience in a busy organization;
·                     First-Aid Certificate Course will be an added advantage;
·                     Defensive Driving Certificate from Automobile Association(AA) of Kenya or its equivalent qualification from a recognized institution will be an added advantage;
·                     Any other relevant training in motor vehicle servicing and road safety will be an added advantage;

Senior Human Resources Officer

The Senior Human Resources Officer will report to the Manager, HR and Administration and will undertake the HR projects, coordinate training and development initiatives, performance management as well as implementation of performance contract deliverables.
 
Responsibilities
 
Performance Contract Support
·                     Implement Authority Performance Contract deliverables;
·                     Provide administrative support to the HOD in coordinating the performance management system;
·                     Prepare activity and periodic reports on implementation of Performance Contract indicators; and
·                     Liaise with lead agencies in the implementation of Performance contract targets.
HR Projects
·                     Provide support in undertaking and delivery of HR projects under the people pillar in the strategic plan;
·                     Participate in the development and implementation of human resource plans and budgets; and
·                     Maintaining ISO certification, tackling non-conformities, internal standards and handling audit recommendations.
Training and Development
·                     Collate training needs in liaison with HODs.
·                     Conduct training needs assessment for direct reports and support organization wide training needs assessment in liaison with HODs
·                     Assist in development of orientation programmes and oversee staff induction;
·                     Coordinate the Authority’s internship program which involves screening applications based on approved vacancies for approval by the HRO, preparing appointment letters and tracking their progress / attendance;
·                     Provide support in management of staff welfare and benefits requirements in the Authority.
Performance Management
·                     Support in development, piloting, implementation of a performance Management system;
·                     Facilitate the adherence to Performance Management Calendar and timelines;
·                     Sensitizing staff on performance management and appraisal;
·                     Ensuring all Performance Management activities are carried out in accordance with Authority's Policies and procedures;
·                     Ensure staff draw performance development plans; and
·                     Validating against strategic plan deliverables and submitting performance management reports.
Employee Relations
·                     Provide advice to staff on a broad range of employee issues including general HR issues, policy interpretation, work conditions, employee development and performance management;
·                     Handle employee disciplinary cases as per the HR policy;
·                     Support in resolution of employee grievances and complaints as per the HR policy;
·                     Conduct exit interviews to ensure proper information is captured, recorded, and is available for analysis;
·                     Assist in the interpretation of Labour Laws and NTSA human resources policies, rules and regulations;
Support in Policy development
·                     Draft HR Policies and procedures for approval by the HoD.
·                     Conduct surveys on areas like employee satisfaction, work environment, alcohol and drug abuse and knowledge of HIV/AIDS that inform policy;
·                     Ensure that Directorate of Industrial Training approvals have been sought for all training courses that are reimbursable, and follow up on all refunds from the Directorate;
·                     Manage, develop, mentor and coach the HR Assistants to ensure optimal performance.
Qualifications, Skills and Experience
·                     Bachelor’s degree in Human Resources, Business Administration, Social Science or related field from a recognized University
·                     Master’s degree in Human Resources, Business Administration, Social Science or related field from a recognized University will be an added advantage.
·                     Post graduate Diploma in Human Resources Management
·                     Membership to IHRM or a relevant professional body.
·                     7 years’ experience in Human Resources and of which 4 years must have been in highlighted areas.

Senior Administration Officer

The Senior Administration Officer will be responsible to the HR and Administration Manager for provision of efficient fleet and facility management services that contributes to the achievement of NTSA’s strategic objectives. 

In addition, this position manages the administrative requirements of the organization.

Responsibilities
·                     Provide effective and efficient of administrative requirements at NTSA offices including cleanliness, facilities management, stationery and other administration inventory management as well as provision of relevant staff welfare services ;
·                     Plan, organize, and direct the work of the section to meet objectives with the most efficient use of facilities and equipment including vehicles;
·                     In Liaison with Chief Security Officer, enforce compliance with security and safety procedures and liaise with law enforcement agencies over criminal and other security concerns;
·                     Plan and organize for transfer of NTSA staff, partners, visitors, and commodities from one point to another in line with organizational policies and procedures;
·                     Develop and implement vehicle policies and procedures that will ensure efficient utilization;
·                     Manage the Fleet Management systems;
·                     Monitor fleet operations to ensure compliance to NTSA Administrative policies and procedures, safety rules, and government regulations;
·                     Submit regular fleet reports to the Deputy Director HR and Admin including break downs, accidents, fuel usage, vehicle running cost, vehicle usage and driver performance;
·                     Prepare periodic cost analysis, management and operational reports of fleet and facilities;

The Administrative Assistant will be responsible for providing administrative support to ensure efficient operations of the office.

IT Officer 1 (Hardware Applications and Data Security)

The Hardware Applications and Data Security officer will report to the Senior ICT Officer, Information Security and Risk. 



The candidate will be responsible for planning and implementing the Authority's Information Security policies and procedures and will Safeguard Information System Assets by identifying and solving potential and actual security problems.

Responsibilities



·                     Recommend and schedule repairs to the LAN/WAN;
·                     Assist the Information Security Manager with compliance of security policies, standards and procedures
·                     Safeguard Information System Assets by identifying and solving potential and actual security threats;
·                     Handle and report all ICT security related incidents;
·                     Implement security technologies under the direction of the Senior Information Security and Risk Officer;
·                     Analyze IT security risks/vulnerabilities and recommend solutions for internal threats;
·                     Assist with the delivery on security awareness across the business;
·                     Monitor, deploy and maintain security tools;
·                     Liaise with vendors for subject matter expertise and problem resolution as required;

IT Officer II 

(2 Positions)

The ICT Officer works in close collaboration with the Front Office, Management Support and Business staff for resolving complex ICT-related issues.
 

Responsibilities:


·                     Ensure compliance with corporate information management and technology standards, guidelines and procedures for the Authority’s technology environment;
·                     Support users in TIMS and ERP functionality for improved business results and improved client services;
·                     Provide inputs to the administrative business processes mapping and implementation of the internal standard operating procedures (SOPs);
·                     Provide inputs to preparation of results-oriented work plans;
·                     Perform specific technical functions, including changing of hardware electronic components (disks, memories, network wiring, power sources, etc.) and routine repairs;
·                     Assist in the installation of commercial and in-house developed software and related upgrades;
·                     Assist in upgrading patch and anti-virus programs on a timely basis;
·                     Monitor file server traffic, usage and performance on a frequent and regular basis;
·                     Support users in backing up and restoring their files, as well as in virus detection, removal and prevention;
·                     Assist in trouble-shooting and monitoring of network problems;
·                     Respond to user needs and questions regarding network access;
·                     Assist in backup and restoration procedures for local drives. Maintenance of backup logs;

Manager, ICT Business Application Services

The Manager ICT Business Application Services reports to the Senior Deputy Director ICT. 


The Candidate provides support to users of the Authority’s core business applications through training, documentation, testing and process improvement.

Responsibilities:
·                     To maintain expert knowledge in the functionality of the Authority’s Corporate Applications
·                     To optimize the benefit of the approved corporate applications to the workforce
·                     To work with business units in the key service sectors of the organization.
·                     To learn and understand how the corporate applications support them and suggest functionality and process changes to improve efficiency
·                     To develop and maintain work instructions for the use of corporate applications including the business process of using the applications in consultation with Business Units
·                     To design and deliver training packages across the organization in the use of corporate applications, and their practical use as part of the broader job role
·                     Proactively analyze existing operational procedures and recommend/specify/implement approved changes to maintain/improve efficiency.
·                     Assist business units with assessment and implementation of software enhancements to ensure the full functionality and benefits of the application are realized
·                     Work closely with systems support staff where software problems or required changes are identified and participate in the testing of software upgrades and modifications
·                     Provide ongoing support to users requiring assistance with business applications Create and maintain a close working relationship with the Workforce Development team to ensure the outcomes of the position closely align with their goals and procedures
·                     Under the guidance of the manager, ensure appropriate apportionment of time and resources to support Organizational services, to ensure the achievement of key performance indicators and objectives.
