The National Transport and Safety
Authority (NTSA) is a State Corporation established under the National
Transport and Safety Authority Act 2012.
Its overall mandate is to implement
policies relating to road transport and safety.
Risk Management Officer

Key Duties and Responsibilities
- Assist with coordination of the implementation
on Enterprise wide risk management framework, policy, procedures and
systems in order to minimize Authority’s risk exposure and fraud
activities.
- Contributing to effective management and

assessments to determine the risk profile of the Authority, identifying

Enforcement Officers

The Enforcement Officers are
responsible to the Manager, Safety Enforcement and Accident Investigation for
maintenance of a proactive Road Safety enforcement Culture within Kenya,
amongst all motorists through implementation of Road Crash Prevention and
mitigation programs, and maintaining up to date Traffic Crash data and reports,
in the area of jurisdiction through Proactive traffic enforcement of the
department Operational Plans (EOP) and orders.
Key Duties and Responsibilities
- Enforcement of the NTSA Act 2012 and Traffic
Act;
- Highway patrol to detect and curb
noncompliance;
- Carry out investigations on matters pertaining
on road safety and taking necessary action;
- Ensuring all road users eg pedestrians and
motorists comply with the law;
- Educating motorist on matters related to road
safety;
- Gathering and analyzing intelligence on matters
pertaining on road safety;
- Organizing and execution of operations which
involve drunk driving and speed detection
- Through understanding of the operating
environment and maintaining the operation within the limit;
- Liaising with traffic officers in enforcing
the Traffic Laws;
- Detecting of fake and un prescribed
registration number plates and taking the necessary actions;
- Documenting and compiling all reports related
to road safety; and
- Keeping safe custody of exhibits obtained from
offenders.

recognized institution of higher learning;
- Qualification in Criminology, Lead Auditing,
Engineering or Investigation will be an added advantage;

Legal Manager

Requirements
- LLB undergraduate degree;

- Drive NTSA vehicle(s) and execute the tasks as
assigned by the Administration Officer - Transport;
- Assist in the collection/delivery of goods,
documents, mails, materials as assigned;
- Ensure the safety of passengers, cargo and
vehicle while observing traffic rules and road discipline;
- Responsible for the security of allocated
motor vehicle;
- Maintain records of motor vehicle daily
activities including vehicle log sheet at all times in line with the
Authority’s Transport Policy;
- Check daily status of tyres, brakes, engine
oil, fan belt, etc. and maintains a check list and be accountable for the
items;
- Report promptly any defects or malfunctioning
of the vehicle that require immediate attention to the Administration
Officer - Transport;
- Comply strictly with vehicle servicing
schedules and notifies Administration Officer - Transport at least one
week in advance for booking purposes;
- Guard against potential loss/damage to
Authority’s and staff members assets carried in the allocated vehicle
- Report any accidents and incidences related to
the allocated vehicle as per the Authority’s transport policy
- Ensure cleanliness of the vehicle at all
times; and
- Ensure that the NTSA vehicle(s) is only used
for official/authorized business.

Senior Human Resources Officer

The Senior Human Resources Officer
will report to the Manager, HR and Administration and will undertake the HR
projects, coordinate training and development initiatives, performance
management as well as implementation of performance contract deliverables.
Responsibilities
Performance Contract Support
- Implement Authority Performance Contract
deliverables;
- Provide administrative support to the HOD in
coordinating the performance management system;
- Prepare activity and periodic reports on
implementation of Performance Contract indicators; and
- Liaise with lead agencies in the
implementation of Performance contract targets.
HR Projects
- Provide support in undertaking and delivery of
HR projects under the people pillar in the strategic plan;
- Participate in the development and
implementation of human resource plans and budgets; and
- Maintaining ISO certification, tackling
non-conformities, internal standards and handling audit recommendations.
Training and Development
- Collate training needs in liaison with HODs.
- Conduct training needs assessment for direct
reports and support organization wide training needs assessment in liaison

programmes and oversee staff induction;
- Coordinate the Authority’s internship program
which involves screening applications based on approved vacancies for

- Conduct exit interviews to ensure proper
information is captured, recorded, and is available for analysis;

and NTSA human resources policies, rules and regulations;
Support in Policy development
- Draft HR Policies and procedures for approval
by the HoD.
- Conduct surveys on areas like employee
satisfaction, work environment, alcohol and drug abuse and knowledge of
HIV/AIDS that inform policy;
- Ensure that Directorate of Industrial Training
approvals have been sought for all training courses that are reimbursable,
and follow up on all refunds from the Directorate;
- Manage, develop, mentor and coach the HR
Assistants to ensure optimal performance.

The Senior Administration Officer
will be responsible to the HR and Administration Manager for provision of
efficient fleet and facility management services that contributes to the
achievement of NTSA’s strategic objectives.
In addition, this position manages
the administrative requirements of the organization.
Responsibilities
- Provide effective and efficient of
administrative requirements at NTSA offices including cleanliness,
facilities management, stationery and other administration inventory
management as well as provision of relevant staff welfare services ;
- Plan, organize, and direct the work of the
section to meet objectives with the most efficient use of facilities and
equipment including vehicles;
- In Liaison with Chief Security Officer,
enforce compliance with security and safety procedures and liaise with law
enforcement agencies over criminal and other security concerns;
- Plan and organize for transfer of NTSA staff,
partners, visitors, and commodities from one point to another in line with

The Manager ICT Business Application
Services reports to the Senior Deputy Director ICT.
The Candidate provides support to
users of the Authority’s core business applications through training,
documentation, testing and process improvement.
Responsibilities:
- To maintain expert knowledge in the functionality
of the Authority’s Corporate Applications
- To optimize the benefit of the approved
corporate applications to the workforce
- To work with business units in the key service
sectors of the organization.
- To learn and understand how the corporate
applications support them and suggest functionality and process changes to
improve efficiency
- To develop and maintain work instructions for
the use of corporate applications including the business process of using
the applications in consultation with Business Units
- To design and deliver training packages across
