The
URC Quality & Performance Institute (QPI) is a division of URC which serves
as an organizing force to bring together best practices, staff experience,
partnerships, and documentation on improving health care at URC.
The
USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is
URC’s flagship project in quality improvement.
ASSIST is managed by URC’s Quality and Performance Institute, (QPI), which has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.
URC is looking for individuals to fill the position of Finance and Administration Officer for USAID funded project Applying Science to strengthen and Improve Systems (ASSIST).

URC is looking for individuals to fill the position of Finance and Administration Officer for USAID funded project Applying Science to strengthen and Improve Systems (ASSIST).
The
project is a global leader in the implementation, advocacy, development and
promotion of cost-effective methods to design and improve healthcare services
and systems in developing and middle income countries.
Roles and Responsibilities:
Roles and Responsibilities:
The
Finance & Administration Officer reports to the Finance & Operations
Manager and will provide support to project team on all Finance, Admin &
Procurement related work.
He
will ensure compliance with USAID and URC regulations regarding accounting,
auditing and financial management requirements. Responsibilities include, but
are not limited to the following:
- Preparation
of monthly expenditure reports, bank reconciliation, petty cash accounts
in line with organizational and donor requirements and deadlines
- Preparation/recording
voucher/accounting transaction into QuickBooks
- Ensure
the proper use of charge numbers and accounting codes
- Manage
the local bank account
- Manage
petty cash including ensuring the maintenance of an appropriate level of
petty cash in safe deposit
- Timely
submission and preparation of Financial field report
- Monitor/review
& track the expenditures against budget
- Assist
with preparation and logistical support for workshops, meetings and
seminars as requested.
- Prepare,
distribute and track travel advances for staff and follow-up on
money/accountability owed.
- Establish
an indexed filing system in the finance section and ensure financial
documents are filed as per the filing system.
- Provide
on-going support & mentoring to project staff with regard to project
financial systems & procedures.
- Preparation
of payroll and timely remittance of statutory deductions.
- Ensure
that all costs in the project adhere USAID/URC regulations are in turn
allowable, reasonable and allocable
- Ensure
the proper layout of the office environment including cleanliness, visitor
waiting areas and comfort
- Ensure
the prudent use of office resources including paper and related items by
maintaining a resource consumption system.
Minimum Qualifications:
Required
Experience & Qualifications
- A
Bachelor’s Degree in Commerce ( Accounting/Finance option) with CPA (K) or
its equivalent
- At
least 3 years of experience in financial accounting for international
donor funded projects
- Ability
to maintain accounting records, analyze and prepare reports and statutory
returns
- Experience
with and an ability to follow United States federal contract procedures
and regulations.
- Excellent
computer skills and experience in Quick Books Accounting system will be an
added advantage
- Strong
organizational skills, ability to set priorities and to manage many tasks
simultaneously.
