Location: Based in Nairobi, Kenya, with frequent travel within Kenya and to Somalia

Duration: 12 months, starting on 1 January 2016

Context: Secours Islamique France (SIF) has been operational in Kenya since 2012 and in Somalia since 2014.

In Kenya, SIF’s strategy is to provide basic essential services to the refugees in the camps, including Dadaab and Kakuma, and to develop durable solutions for the urban poor.


In Somalia, SIF’s strategy is to provide basic essential services to the IDPs and returnees in Kismayo (Lower Juba Region).

As such, both the Kenya and Somalia Missions are oriented towards protracted emergencies and alleviating urban poverty, focusing primarily in the areas of Education, FSL, Shelter, and WASH.

Specific Responsibilities
 
Under the supervision of the Head of Mission (HoM), the Project Coordinator is expected to deliver or do the following tasks, in addition to other duties as assigned … 

Coordination with HoM and HQ
  • Liaise with UN agencies, government representatives, other NGOs, and donors on behalf of SIF Kenya and Somalia Missions.
  • Provide verbal and written details of meetings with the above stakeholders.
  • Design and write proposals and reports, including to donors, HoM, and HQ.
Coordination with Regional Office
  • Liaise with other senior mission management staff, including the Regional Administrator and the Logistics Coordinator on all program-related activities.
  • Liaise with Field Coordinators in Kenya and Somalia to co-manage programs and program staff.
Supervision of Field Program Team
  • Design and carry out needs assessments, baseline assessments, monitoring missions, and end-of-project evaluations.
  • Train field program staff on the above technical topics.
  • Evaluate and train field program staff on other technical issues.
  • Oversee technical aspects of program activities, including co-management of program budgets.
Kenya Mission
  • Assist the HoM and HQ to develop the mission, focusing initially on Education programs in the refugee camps.
Somalia Mission
  • Assist the HoM and HQ to develop the mission, focusing initially on IDP programs in Kismayo.
Qualifications
 
The Program Coordinator is expected to have the following qualifications and competencies …

  • Minimum of a Bachelor’s Degree related to humanitarian aid work, emergency humanitarian response, or rural development.  Other educational qualifications may be considered, based on field experience.
  • Minimum of 2 years of field-level experience as a program manager, and minimum of 2 years of program or project coordination experience.
  • Prior experience in a Kenya and Somalia.  Prior experience in an emergency context or highly insecure environment, including in NE Kenya and Jubaland, is a distinct advantage.
Skills
 
The Program Coordinator is expected to have the following skill sets …
  • Good interpersonal skills in all media and modes of communication, including professional appearance, attitude, and behavior.
  • Good ability to read, write, speak in English, Kiswahili, and Somali at a professional level, with a good knowledge of industry-standard lexicons.
  • Prior experience designing or implementing needs assessments, baselines, monitoring missions, or end-of-project evaluations.  Preference will be given to experience related to protracted emergencies involving refugees and IDPs.

Other Requirements
  • The position requires physical movement.  Candidates must be able to walk for extensive periods in urban and rural terrain.
  • Must be a Kenya citizen and able to move freely within Somalia.
