Division & Project Overview:
 The URC Quality & Performance Institute (QPI) is a division of URC which serves as an organizing force to bring together best practices, staff experience, partnerships, and documentation on improving health care at URC. 

The USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is URC’s flagship project in quality improvement. 

ASSIST is managed by URC’s Quality and Performance Institute, (QPI), which has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.
 

URC is looking for individuals to fill the position of Assistant Monitoring and Evaluation Officer for USAID funded project Applying Science to strengthen and Improve Systems (ASSIST). 

The project is a global leader in the implementation, advocacy, development and promotion of cost-effective methods to design and improve healthcare services and systems in developing and middle income countries.

Roles and Responsibilities:
 
The Assistant Monitoring and Evaluation Officer is a key member of M&E team. 

Reporting to the M&E Advisor, the Assistant Monitoring and Evaluation Officer will work closely with ASSIST QI Advisors to improve on the quality of QI data collected from the field. 

The incumbent will;
  • Support M&E Advisor in implementing the USAID ASSIST M&E system
  • Support/assist M&E Advisor in collecting of project data from the field in collaboration with the QI Advisors; collating the data and entering the same in the set QI tools so as to show the trends in QI
  • Support/assist M&E Advisor to develop forms for data collection & analysis and M&E reporting structure.
  • Support/assist M&E Advisor in collaborating with staff and implementing partners on qualitative monitoring to provide relevant information for ongoing evaluation of project activities, effects and impacts.
  • Recommend important changes/revision for better achievement of project M&E objectives.
  • Cooperate with M&E Advisor to organize and provide trainings in M&E for project and implementing partners, staff, local organizations and primary stakeholders.
  • Provide coaching to the site M&E staff during the validation of QI data
Minimum Qualifications:
 
Required Experience & Qualifications 
  • Bachelor degree in Statistics or Mathematics. Those with additional training in project management will have an added advantage.
  • Three (3) years’ experience and with a Strong background in M&E.
  • Applications of relevant M&E software (at minimum Microsoft excel, access, PowerPoint; SPSS/STATA)
  • Excellent ICT skills.
  • Good analytical skills and ability to interpret public health and epidemiological data.

  • Demonstrated ability to work independently and in teams.
  • Ability and willingness to travel in the field as and when required.
  • Exceptional verbal, interpersonal and written communications skills.
