We are currently seeking qualified candidates for the positions ofProject Manager, Senior Technical Advisor Clinical andMonitoring and Evaluation Officer for the USAID-funded, Linkages across the Continuum of HIV Services for
Key Populations Affected by HIV (LINKAGES) project, under the President’s Emergency Plan for AIDS Relief (PEPFAR) program in Kenya.

 
LINKAGES is implemented by FHI 360 in partnership with Pact, IntraHealth International and the University of North Carolina at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) and improve their enrollment and retention in care and treatment across the HIV cascade. 

LINKAGES will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV. 

The key elements of the FHI 360-led team’s strategic and technical approach are:
  • Identifying key populations and locales and comprehensively assessing risk,
  • Diagnosing “leaks” and revealing access barriers within the HIV services cascade,
  • Scaling up “what works” while innovating to ensure the most strategic use of resources and access to newly emerging technologies,
  • Addressing structural barriers and transforming local KP organizations,
  • Ensuring interventions are sustainable over the long term, and
  • Supporting the mainstreaming of human rights, gender and competency and capacity development.
Project Manager

Position Summary: The LINKAGES Project Manager is a senior member of the LINKAGES staff and will provide technical and management leadership to the LINKAGES project in Kenya. 

The primary responsibility of the Project Manager is to ensure successful implementation of the LINKAGES work plan and achievement of the project’s targets and goals across the result areas.
 
Minimum Requirements
  • Masters level degree in Public Health (preferred) or related field or equivalent.
  • At least 7 – 9 years of demonstrated key population group technical expertise, with substantial HIV prevention, care, and treatment experience with the key population.
  • At least 8 years of demonstrated excellence in a senior level technical advisor and leadership position, preferably in an international development context and working with key population groups.
  • Excellent oral and written communication in English
  • Previous experience in Sub-Saharan Africa is strongly preferred; Kenya experience is a plus.
Senior Technical Advisor, Clinical

Position Summary: The LINKAGES Senior Technical Advisor, Clinical is a senior member of the LINKAGES staff in Kenya and will provide technical and management leadership to the Kenya LINKAGES project. 

The primary responsibility of the Senior Technical Advisor, Clinical is to ensure successful implementation of the LINKAGES work plan and achievement of the project’s targets and goals by providing technical oversight and assistance in clinical aspects of the LINKAGES program, and providing technical support through the HIV cascade. 

He/she will ensure that clinical activities are evidence-based, community-driven and will contribute to the deliverables in the annual LINKAGES implementation plan. 

This position is critical in developing quality and evidence-based approaches for the clinical support of HIV and STI testing and counselling, referrals, condoms and peer outreach and navigation activities for key populations.

Minimum Requirements
  • Masters level degree in Public Health or related field or equivalent, PHD.
  • At least 5 - 8 years or more of demonstrated key population group technical expertise, with substantial HIV prevention, care, and treatment experience
  • At least 5 -8 years or more of demonstrated excellence in a senior level technical advisor and leadership position, preferably in an international development context and working with key population groups.
  • Experience with U.S. government rules and regulations and experience working in an international NGO/PVO environment desirable.
  • Previous experience in Sub-Saharan Africa is strongly preferred; Kenya experience is a plus
Monitoring and Evaluation Officer

Position Summary: The LINKAGES Monitoring and Evaluation Officer will support the LINKAGES team to develop the performance monitoring plan and reporting against the plan; the environmental mitigation and monitoring plan; and PEPFAR reporting. 

The position will also be responsible for designing and developing the project’s monitoring and evaluation systems and procedures, and providing technical assistance and M&E support to local partners delivering services.

Minimum Requirements
  • MS/MA/MPH in relevant field with 3-5 years relevant experience or BS/BA in relevant field with at least 5-7 years’ experience in Monitoring and Evaluation
  • Computer proficiency in word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Excel, Stata, and Ms Access.
  • Demonstrated experience with Health Management Information Systems and ability to transfer knowledge through informal and formal training.
  • Experience with USAID-funded activities, with PEPFAR monitoring, evaluation and reporting experience preferred.
  • Experience and knowledge of U.S. government rules and regulations and working in an international NGO/PVO environment desirable
  • Experience in designing and implementing M&E systems and experience working with key population groups and PLHIV is essential.
