Job Title: Head of Programs – AAH South Sudan
 
Reports to: Country Director
 
Supervises: Heads of Sectors
 
Duty Station: Juba, South Sudan with at least 30% travel to field stations.
 

About Action Africa Help International: Action Africa Help International (AAH-I) is an African-led, regional organisation, working in East and Southern Africa to improve the lives of livelihood-challenged communities. 


AAH-I has Country Programmes in Kenya, Somalia, South Sudan, Uganda, and Zambia. It brings over 25 years’ experience working with communities in conflict and post-conflict situations, including refugees, internally displaced people and host communities.

Job Summary: The Head of Programs is responsible for program development and delivery. 

The incumbent supports all sector heads and managers to develop concept notes and proposals and ensures programs/projects are implemented to the highest standards and are achieving the desired outcomes and impacts. 

He/she networks with all relevant in-country donors and deputizes for the Country Director as may be required.

Qualifications and Experience:
·                     A minimum of 10 years management experience in an NGO or a corporate environment, including significant field operations experience running both emergency and development programmes in South Sudan or related context.
·                     Master’s degree in Development or other relevant fields (health, humanitarian relief and food security and livelihoods).
·                     Experience and knowledge of effective financial and budgetary control; securing and managing grants from major institutional donors.
·                     Experience managing multi-cultural and cross-functional teams.
·                     Previous experience of managing and developing a teams and the ability to lead, motivate and develop others.
·                     Fluency in written and spoken English.
·                     Experience in working with donors, international organizations and government entities.

Job Title: Security Coordinator
 
Reports to: Country Director
 
Liaises with: Head of Operations, Sector Heads, HR Manager, Liaison Officer
 
Duty Station: Juba, South Sudan, with frequent travel to AAH-I Country Offices and field stations.
 
Job Summary: The Security Coordinator is responsible for directly overseeing all security related matters of AAH-South Sudan. Responsible for security assessments, planning and training as needed for staff.


Duties and Responsibilities
·                     Monitor security events and developments and advise senior management on appropriate response options.
·                     Attend all security meetings; establish contacts with the security community including NGO Forum and UN agencies.
·                     Provide regular security and risk assessment; gather and disseminate security related information whether as part of routine procedures or in response to a specific security incident.
·                     Provide pre-travel briefings to incoming visitors, employees, and contractors and security induction on arrival.
·                     Draft and update security response, hibernation and evacuation plans for all program areas.
·                     Design and update safety and security standard operating procedures, security protocols and policy, phone tree/communications policy.
·                     Provide regular advice and refresher trainings to staff and contractors on security guidelines and general risk mitigation.
·                     Maintain updated database of re-locatable staff and contractors.
·                     Provide daily reports to staff, weekly reports to country office and headquarters
·                     Write incident reports as required.
·                     Liaise with the security service provider, local administration, police authorities and other emergency services as necessary.

b) Planning and organizing – Excellent planning and organizational skills including the production of policy and procedure papers supporting project operations in the country of operations.
 
c) Communication –Ability to provide instructions clearly and concisely both orally and in writing. A high sense of discretion and Integrity when dealing with sensitive information.
 
d) Judgment and Decision Making– High degree of responsibility, initiative, alertness, physical fitness, emotional stability, the ability to prioritize a heavy work load and to delegate accordingly. Demonstrates sound judgment in security operation and information management skills.
 
e) Technology Awareness – High standard of computer literacy and an excellent knowledge of security information related liaison and analysis.
 
Minimum Skills
·                     Minimum 8 years of relevant practical experience in security management or advisory roles in a conflict or post- conflict environment
·                     Previous law enforcement and/or military experience preferred
·                     University degree in related fields
·                     Experience operating in Africa, especially understanding of South Sudan context
·                     Experience training employees in hostile environments and operational security protocols
·                     Experience working with international development / humanitarian organizations preferred.
