The Kenya Medical Training College
(KMTC) is a State Corporation, established for the purpose of providing
facilities for college education under the Ministry of Health.
The KMTC Board seeks to recruit
competent, dynamic, visionary and experienced persons to fill the following
vacant positions:
Director / Chief Executive

Key responsibilities
Reporting to the Board of Management,
the Director/CEO will be the Accounting Officer and be responsible for the
following:-
- Be responsible for the day to day operations
of the organization.
- Provide leadership to senior management and
staff.
- Prepare the annual budgets and establish
proper internal controls.
- Be responsible for the execution of the
Board’s strategies, decisions and policies.
- Ensure that the organization has an effective
management structure including succession plans.
- Be responsible for the achievement of the
objectives of the organization.
- Put in place effective administrative
structures, processes and systems.
- Provide regular, thorough and prompt
communication to the Board on financial and administrative matters.
- Be responsible for stakeholder management and
the enhancement of the corporate image of the organization.
- Ensure that college mandate, Board policies
and Resolutions are implemented fully and effectively.
- Lead teams for high performance and
innovation.
- Ensure prudent management of resources for the
achievement of the college’s mandate and strategic objectives.
- Ensure that the College’s Strategic plan is
implemented timely; the Performance Contract objectives and targets are
achieved and reported in time to the Board; the annual and quarterly
reports are submitted in compliance with statutory obligations.
- Initiate, establish, and strengthen
inter-institutional collaborations and strategic partnerships for the
realization of the College’s mandate.
- Ensure that staff remains motivated to
discharge their responsibilities effectively and efficiently, and in
compliance with human resource management policies and practices.
- Establish and sustain effective relationships
with the Board of Management, the Government, parent Ministry and other
stakeholders.
- Promote a culture of compliance with
regulations, statutory requirements, good corporate governance principles
and best practices.
- Perform any other responsibilities as
determined and deemed necessary by the Board of Management.
Requirements
For appointment to this grade, a
candidate must:
- Hold at least a Postgraduate (masters or
doctorate qualification) from a university recognized in Kenya.
- Have at least ten years knowledge and
experience in the relevant field.
- Have served in a position of senior management
for a period of at least five years.
- Have interpersonal and communication skills.
- Have knowledge and experience in project
review, monitoring and evaluation.
- Have knowledge of higher learning
institution’s training and programs.
- Have undergone strategic leadership and
development programme course.
In addition, candidates will be
required to submit copies of membership association, certificate of clearance
from Kenya Revenue Authority (KRA), Ethics and Anti-corruption Commission
(EACC), Higher Education Loans Board (HELB), and Credit Reference Bureau (CRB);
and provide Certificate of Good Conduct from the Criminal Investigations Department
(CID).
Tenure: The successful candidate will be engaged on a three (3) year contract renewable once subject to performance evaluated by the Board of Management.
Performance Management: The successful applicant shall sign a performance contract with the Chairperson, Board of Management.
Corporation Secretary

Key Responsibilities
Reporting to the Director/CEO, the
Corporation Secretary will be responsible for the following:-
- Provide guidance to the Board on their duties
and responsibilities and on matters of governance in risk assessment and
management, quality assurance processes and strategic planning and review.
- Assist the Board in carrying out the
following:
1.
Board induction and training.
2.
Updating the Board and Committee
charters.
3.
Preparation of Board work plans
4.
Board evaluation.
5.
Governance compliance and audit.
6.
Implementation of the code of conduct
and ethics.
- Review of management’s implementation of
strategies, policies and plans.
- Ensure the timely preparation and circulation
of Committee and Board papers.
- Ensure timely circulation of Committee and
Board minutes.
- Be the custodian of the seal of the
Organization and account to the Board for its use.
- Maintain and update the register of conflicts
of interest.
- Facilitate effective communication between the
organization and the stakeholders.
- Ensure that quarterly and annual returns are
promptly filed with the relevant authorities.
- Application of technology in the work
environment.
- Assisting the Chairperson in organizing Board
activities.
- Providing leadership and management of the
Board Secretarial staff.
- Providing secretarial services to the
Board.
- Perform any other responsibilities as
determined and deemed necessary by the Chief Executive Officer.
Requirements
For appointment to this position, a
candidate must:
- Hold a Masters degree in business
administration from a university recognized in Kenya.
- Have a Certificate in Certified Public
Secretary (CPS).
- Have served in a position of
management/teaching for a period of at least three years.
- Have interpersonal and communication skills.
- Have passion for continuous professional
development.
- Have knowledge and experience in project
review, monitoring and evaluation, and
- Have knowledge of higher learning
institution’s training and programs.
In addition, candidates will be
required to submit copies of membership association, certificate of clearance
from Kenya Revenue Authority (KRA), Ethics and Anti-corruption Commission
(EACC), Higher Education Loans Board (HELB), and Credit Reference Bureau (CRB);
and provide Certificate of Good Conduct from the Criminal Investigations

Tenure
- The successful candidate will be engaged on
Permanent and Pensionable terms of service on completion of six (6) months
probationary period.
Performance Management
- The successful applicant shall sign a
performance contract with the Chief Executive Officer.
