Finance Assistant Vacancy in Kenya

The Programme for Agriculture and Livelihoods in Western Communities (PALWECO) is a bilateral programme funded by the Government of Kenya (GoK) and the Government of Finland (GoF).

The programme aims at reducing poverty, improving livelihoods and living standards of the population of Busia County.

The programme seeks to a recruit qualified and experienced candidate to fill the following vacant position:

Responsibilities
  1. Receiving and keeping book of advance requests ( travel, expense etc.), payment and settlement of advances to all Technical Assistance (TA) staff of PALWECO
  2. Salary, tax and insurance payments of national staff (including project drivers, office assistant and guards in the two international staff houses).
  3. Payment of travel and expense claims to all TA staff.
  4. Payment of bills as bank transfers (vehicle rentals, office utilities, international staff housing rents)
  5. Checking the bank balances, fetching bank statements and reconciling bank statements with accounts balance sheet and checkbook.
  6. Collecting personal expense claims and original invoices from all staff as needed and processing these (checking, correctness, validity, authenticity) and recording these into the overall accounting system (excel, access, or other)
  7. Checking payment vouchers, ensuring that all relevant supporting documents e.g memos, LPOs, LSOs imprest warrants, invoices delivery notes, inspection and acceptance notes, and all other statutory procurement documents are attached before forwarding for payments.
  8. Proper document management including photocopying and archiving of the copies with the originals plus other accounting documents to Finland as per agreed timelines.
  9. Responsible for maintaining and updating the financial and related archives.
Qualifications and Experience
  • At least CPA 2 or B.Comm Degree, Accounting or Finance.
  • At least 3 years of relevant work experience as a Book-Keeper or Accounts Assistant/Finance Assistant
  • Successful work record in a bilateral or multilateral donor-funded project
  • Knowledge and use of Government Financial Regulations and Procedures and The Public Financial Management Act
  • Working knowledge of Public Procurement and Disposal Act
Personal Qualifications
  • Good analytical skills
  • Excellent at working on tight schedules and meet dead-lines
  • Ability to keep records and tracking them whenever needed
  • Good communication skills
  • Fluency in English and Swahili
  • Excellent interpersonal skills
