Applications are hereby invited from
suitably qualified candidates to fill the above position Appointment in the
UNICEF Kenya Country Office.
Purpose of the Post: Under
the general supervision of the Chief of Field Office (NOD) based in Garissa,
and in close technical collaboration with the Chief of Education, responsible
accountable for professional technical contribution to education
programmes/projects design, planning, administration, monitoring and
evaluation, data analysis and progress reporting.
Commitment for enhancement of
gender-sensitive teamwork and capacity building, in support of achievement of
planned objectives of the work plan, aligned with country programme goals and
strategy focusing on Nomadic, Emergency Education/DRR, CFS, OOSC and children
with special needs.
Major Duties and Responsibilities
1. Programme/Project Management
- Ensure the availability of accurate, complete
and up-to-date information required for effective Education programme and
project design, implementation, management, monitoring and evaluation,
including gender disaggregation at county and sub county level.
- Work with the county and sub-county/district
counterparts from all relevant inter-sectoral departments as well as
communities to design and develop annual work plans for the assigned
county and sub-county within education programs.
2. Project Efficiency and
Effectiveness
- Enhance project efficiency and effectiveness
through implementation follow-on activities with various implementing
partners, including monitoring UNICEF inputs, local conditions and
resources, flow of supply and non-supply assistance and Education project
status.
- Undertake regular field visits to project
counties and sub counties to monitor UNICEF supply and cash
assistance.
- Provide technical assistance to counties and
sub-counties counterparts in the implementation of all activities planned
by Education section in the assigned counties.
- Support Operationalization and expansion of
Child Friendly School (CFS) School including measuring learning
achievements, OOSC strategy.
- Support in conducting periodic project
implementation reviews with district officials, CBOs, and NGO’s and
prepare relevant reports and draft recommendations for changes in the
district work plan as required.
3. Work Plan and Project
Documentation
- Mobilize all district level stakeholders and
facilitate stronger partnership for planning, implementation, monitoring
and evaluation of fully costed education strategic plan for the counties
of North-Eastern and upper Eastern region.
- Analyze collected data and information and
prepare progress reports including monitoring and reporting disintegrated
indicators.
- Support County to use GIS linked EMIS for
planning and monitoring Education project work plans.
- Assist in identification of required supplies
and equipment.
- Support public education campaigns for
creating greater awareness on educating girls and on the responsibilities
of parent & communities in providing quality education to all
children.
- Provide support for consultation with partners
as required on planning and implementation of strategies related to OOSC,
CFS, girl’s education etc.
4. Project Implementation Information
and Data
- Initiate systematic follow-up actions for
timely liquidation of Cash Assistance to counties.
- Evaluate and analyze financial and supply
reports to ensure appropriateness of documentation, expenditure on project
activities are within allotments.
- Report to supervisor/section head the outcome
of review.
- Provide monthly briefs on progress and on
emergencies as needed.
- Follow up on queries, including with and by
partners, or initiate corrective action on discrepancies.
- Assist County level Education counterparts in
developing overall capacity and in conducting rapid assessment at the time
of emergencies, contribute to the development of appropriate responses,
facilitate distribution of and monitoring end use of emergency education
supplies.
- Update regularly the Emergency Focal
Point/Officer (Project Officer, Primary Education) on situation in areas
of risk or affected and ensure smooth coordination of responses.
5. Knowledge Sharing
- Document good practices and draft relevant
section(s) of program report for donors, for management and for annual
report.
- Contribute towards the preparation of the
Situation Analysis by compiling data, analyzing and evaluating
information, and writing chapter(s) of the Analysis.
- Contribute to programme implementation annual
report and evaluate against established programme objectives and
contribute to work annual plans.
- Prepare tables, graphs and other statistical
data as required by Basic Education and Learning Outcome section.
- Compile Education project implementation
training and orientation materials to promote knowledge sharing with
donors and media.
Required qualifications,
competencies, technical background and experience
Education
- University degree in one of the disciplines
relevant to the following areas: Education; Primary Education, Economics,
Social Sciences, or a field(s) relevant to international development
assistance
Experience:
- Two years of professional work experience at
national and international levels relevant Education programmes.
- Experience working in the UN or other
international development organization an asset.
- Background in Emergency programme an asset.
Language:
- Fluency in English and Swahili required.
- Knowledge of the local working language of the
duty station is an asset

Purpose of the Post: The
Programme Officer (Adolescents) will be responsible to support the National
AIDS Control Council (NACC) in achieving results for adolescents as spelt out
in the Kenya AIDS Strategic Framework and the national operational plan to end
new HIV infections and AIDS related deaths amongst adolescents and young
people.
The incumbent will be placed at NACC
with regular supervision by UNICEF.
Major Duties and Responsibilities
- Coordinate the implementation of the
Operational Plan for Ending new HIV infections and AIDS related deaths
amongst adolescents and young people
- Support the role out of the communication
strategy for stigma reduction and reducing new infections and AIDS related
deaths amongst children and adolescents
- Liaise with the Education Sector on
implementation of policies and plans for young learners living with HIV
- Monitor, document and report on the progress
of the implementation of adolescents programming and policy within the
context of HIV across the counties in Kenya
- Support to develop content and models to train
partners for improved community based support for adolescents in HIV
prevention, treatment and care at national and sub national levels
- Offer technical support to the capacity
development unit to develop a training for marginalized adolescents to
participate in the HIV response
- Provide technical support to strengthen
networks for adolescents living with HIV
- Strengthen partnerships and coordination among
relevant sector government and non government partners, county teams, the
UN and development partners
- Support the analysis of disaggregated national
and county data on adolescent boys and girls.
Education:
- A University Degree in public health,
pediatric, adolescent health, family health, health research,
global/international health, health policy and/or management,
socio-medical, health education, epidemiology or other health related
sciences is required.
Experience:
- A minimum of 2 years of professional
experience in HIV/AIDS planning and management and/or in relevant areas of
health care, health/emergency preparedness at the international level
and/or in a developing country is required.
- Experience in HIV/AIDS programme/project
development in UN system agency or organization is an asset.
Language:
- Fluency
in English required.
- Knowledge of the local working language of the
duty station is an asset.
