Position Summary: Environmental education officer is involved in
making people aware of environmental issues, promoting conservation and
sustainability, and enhancing the public's enjoyment of the environment through
teaching and interpreting the natural world.
He/she will work within communities to inform and promote environmental awareness with talks, presentations, guided walks and workshops.
Position Purpose
The range of activities carried out
in this role involves
- Working mainly with local schools educational
institutions.
- Giving talks and taking part in developing
projects.
- Delivering presentations in schools, or host
groups at relevant sites, such as nature reserves.
Specific Roles and Responsibilities
- Researching and developing educational
programs and resources for schools, adults, families, community groups or
visitors to sites of special environmental interest.
- promoting educational programs and resources
to the target audience through leaflets, websites and newsletters;
- Liaising with colleagues, teachers and
community groups on the design and delivery of educational programs.
- Giving talks in schools or to community groups
on environmental issues.
- Teaching groups and interpreting the natural
environment for them on-site by leading guided walks and answering
questions.
- Translate the feedback from community trainers
and other paper-work prior to review by Project Director/Deputy Program
Director; as well if necessary support oral translations from external
supports for PROWOPP to communities and community trainers.
- Prepare monthly reports tracking program
reports from the program Team to Project Manager. This includes
standardizing format and vocabulary. Ensure a high, professional quality
to reports in terms of format and English. Be pro-active in securing these
reports;
- Compile comprehensive training activities
reports and narrative reports from field program team during the
curriculum training, community mobilizations and community sensitization
meeting.
- Read and develop a clear understanding of
Adeso Community Development methodologies. Advise supervisor on areas of
improvement;
- Plan the project activities for the field in
light of established objectives.
- Responsible for the monitoring of implementing
Curriculum trainings in the field and making sure Community Trainers are
efficiently training participants.
- Organizing events and activities to raise
awareness of environmental issues.
- Training others, such as teachers, in the use
of resources and in delivering educational sessions.
- Researching and collating educational
materials and resources on environmental education
- Managing other members of staff.
- Acting as a point of contact for teachers,
educationalists and colleagues, responding to requests for information on
educational issues.
- Evaluating the effectiveness of programs and
writing reports for the organization or funding bodies.
- Managing budgets for projects and educational
programs.
- Carrying out risk assessments, particularly
for outdoor activities.
- Recruiting, supervising and working with
volunteers.
Skills and Qualifications
- Bachelor’s degree in social sciences or
relevant undergraduate course.
- Minimum of 2 years’ experience in an NGO
setting;
- Must be able to work independently and show
initiative;
- Strong computer (MS Office), filing, and
organizational skills; Advance knowledge of written and spoken English is
essential;
- Ability to translate letters, reports and
meetings as required.
- Proven ability to provide oral and written
translation from Somali Language to English and vice versa.
- Willingness to travel throughout the project
areas in the area in Somalia
- Demonstrable experience and competencies in
research, monitoring and evaluation for INGOs, UN agencies and/or donor
programs;
- Sound understanding of indicators, data
collection methodology, data quality issues; ability to develop indicators
and data collection tools and assess data quality;
- Good interpersonal skills as well as

Position Summary: The
Deputy M&E Manager will act as the technical focal point on all aspects of
monitoring and evaluation of Adeso Somalia programs.
This includes developing and managing
the Program Measurement system, building the capacity of Adeso staff and
partners in M&E and supporting all Adeso M&E and research-related activities
of field projects.
Position Purpose: Deputy M&E Manager will be line managed by the
Deputy Country Director and technically report to M&E Manager; and will be
responsible for project level activities in relation to monitoring of project
activities, data management and analysis.
Working closely project teams, he/she
will support project monitoring and evaluation by providing and managing Adeso
Somalia Country databases and undertaking some project data management
including analysis.
The role involves providing technical
support on design of thematic survey forms, data processing tools, management
of data entry and validation, management and tracking project data using
quantitative and qualitative data analysis basics.
Specific Roles and Responsibilities
- Act as the focal point for all M&E related
activities within Somalia programs.
- Help standardize program measurement and
M&E tools and systems and ensure that all projects have robust
monitoring plans in place.
- Develop and actively manage donor log frames
and performance monitoring plans, including working closely with external
evaluators during donor assessments and evaluation;
- Work with HQ and regional offices and program
staff to ensure adequate M&E systems and quality controls are in place
that meet donor requirements and the needs of the program;
- Help project teams in Somalia with data
management including data collection, collation, analysis and reporting,
and entirely manage the indicator tracker tool for each project.
- Manage Adeso’s Somali project monitoring
information system to ensure efficient and effective collection, entry,
analysis and amalgamation of project data (both quantitative and
qualitative) and proper reporting of the outcomes and impacts of all
projects.
- Manage the other M&E staff, activities,
and budget of the Monitoring and Evaluation unit of the Somalia;
- Build the capacity of Regional Monitoring and
Evaluation assistants to analyze & disseminate regional data and
conduct data quality audits;
- Build capacity of program staff to
conceptualize, collect, use and disseminate MIS data;
- Provide technical assistance in producing
quarterly reports of program outputs and accomplishments
- Assist with management of the Research as
required
- Manage, develop, mentor and coach the
Monitoring and Evaluation team in Somalia, ensuring excellent performance
in the department
- Help refine Adeso’s methodologies for ensuring
beneficiary accountability.
- Build capacity in M&E and accountability
across Somalia country programs, including training dedicated M&E
staff, Program Managers and implementing partner staff.
- Provide technical support to dedicated project
staff in the field, through regular telephone/skype meetings, field visits
and on-the-job mentoring/coaching.
- Support Program Managers and M&E staff
with the planning and implementation of baseline surveys, needs
assessments, mid-term and end of project reviews/evaluations including
preparation of TORs.
- Coordinate with other agencies for learning
and sharing of good practices in M&E.
- Help develop appropriate data management
templates and formats for project activities and support project partners
on data management systems.
- Lead the program documentation on the best
practices, the lessons learnt and the innovation that informs future
programing in Somalia. Work with the accountability officer on the
beneficiaries accountability and feedback mechanism, and ensure the
lessons learnt and learning aspect are well documented.
- Help in writing and reviewing the quarterly
M&E reports.
Skills and Qualifications
- Bachelor’s degree or equivalent in social
sciences, statistics, mathematics, business administration or computer
science, with relevant experience in data analysis in emergency or
development sector.
- Knowledge and experience in qualitative and
quantitative data management techniques including proficient and skilful
use of SPSS, STATA, EXCEL, Epi-info software’s.
- Experience on project monitoring and
evaluation with special emphasis on data management including data
collection, analysis and storage.
- Atleast 4 years’ experience in monitoring and
evaluating Food security and livelihoods projects.
- Somalia M&E experience will be a plus.
- Excellent written and spoken English.
- Ability to work in a multi-cultural,
multi-ethnic environment with respect for diversity.
- Ability to work independently and under
pressure in a rapidly changing professional environment.
- Diplomacy and good interpersonal skills, with
the ability to remain calm under pressure and not lose sight of strategic

Position Summary: The program manager will be responsible for the
field level direct implementation of the CARSP II program in Mudug and Lower
Juba regions.
Under the direct supervision of the
Deputy Country director, s/he will undertake the overall coordination of the
program activities implementation, program team management and stakeholders’
coordination in the different regions where the program will be
implemented.
Cash assistance and recovery support
Program phase II (CARSP II), intended to promote food security and maintain
livelihoods of poor households through cash assistance and livelihood support
in South Mudug and Lower Juba (Afmadow and Dhobley).
The main program components include
unconditional cash transfer, cash for work and livelihood support (skills
transfers and appropriate livelihood inputs).
As the head of office for Galkacyo,
s/he will be closely working and directly supervising the support functions
(logistics, Human resources, Finance, ICT, safety and security etc).
Position Purpose
- Overall responsible for program activities
coordination in the 2 regions of Lower Juba and Mudug
- Coordinate with the Communities and other
stakeholders on the program activities implementation
- Overall responsible for the Galkacyo office
management

Implementation
- In liaison with the deputy country director,
Lead the overall program management in the 2 regions of Lower Juba
(Afmadow and Dhobley) and South Mudug districts
- Undertake day to day program activities
implementation as per the program document guideline and the
implementation time frame
- Ensure the quality program implementation in
accordance with the donor requirement and Adeso program guidelines. Work
with the team to develop and continuously revise the implementation work
plan in order to meet the program objectives
- Facilitate and ensure the beneficiaries, the
communities and the authorities understand well the program and they
support its due implementation at the communities level
- Represent Adeso in the cluster activities and
coordination meetings at the regional level
- Liaise with Logistics department on the timely
procurement of the program supplies and the subsequent delivery to the
implementation sites.
- Represent the CARSP II program in both the
internal and external coordination meeting, workshops and regular review
meetings
Program team management
- In liaison with the DCD and the human
resources department, lead the recruitment of the program staff in the
both regions
- Supervise, mentor, manage and motivate staff
for optimal performance of the program.
- Undertake regularly staff performance
management and institute the necessary measurement for improvement
- Provide the relevant training to the program
team
Reporting, Monitoring and evaluation
- In liaison with the DCD and the M&E
manager, ensure the program regular reports such as the monthly, the
quarterly-both internal and external are timely met.
- Ensure timely and quality data collection
during the post distribution monitoring, market price surveys, and the
continuous program assessments
- Support the program consultants during the
baseline and final program performance evaluation
- Work with the communication and M&E teams
on the program continuous documentation
- Oversee quality control throughout the program
life cycle, including ensuring implementation of the appropriate M&E
tools and integrating them into the program activities.
Budget management
- As the program budget holder, you are
responsible for the budget management, expenditure monitoring and work
with finance for the efficient budget utilization
- Responsible for managing the program in
accordance with the approved program budget.
- Ensure the program expenditure are in line
with the donor rules and regulation
- In liaison with your line manager and finance
officer, ensure BVAs regular reviews are done, and advice finance on areas
that need adjustment
Head of office – Galkacyo
- Responsible for Galkacyo office management
–both the South and North offices
- Represent Adeso in external coordination, meetings
with the authorizes, other agencies and stakeholders in Mudug region for
the smooth operation in the region
- Responsible for the overall smooth and
efficient running of the office, including operational support to all
programs operating out of this office, adherence to Adeso and donor policy
and procedures at this office, leading and facilitating coordination
between other Adeso offices, and serving as the focal point for all safety
and security issues and crisis management affecting this office.
- Provide day-to-day line management, or
dotted-line management depending on program needs, of staff based at this
office. This includes writing and/or contributing to personnel
evaluations, leading in solving personnel issues, and ensuring staff at
this office receive the support required to be successful at their jobs.
Skills and Qualifications
Essential
- Bachelor’s Degree or equivalent combined
education in food security and livelihood, and work experience in
exceptional circumstances;
- First-hand experience in managing cash based
programs in similar context
- At least 3-years of program management
experience at manager level
- Excellent knowledge and experience with
humanitarian guidelines and principles.
- Experience in budget management and knowledge
of financial procedures.
- Ability to multi-task, meets short deadlines,
and effectively handles stressful situations.
- Previous experience in Somalia, and preferably
the program area
- Fluency in English. Somali speakers strongly
preferred with good communication skills
- Strong interpersonal skills and ability to
establish, motivate and maintain effective working relations with the
program team and other field staff.
- A qualified Somalia National is highly
preferred
- Proficiency in computer applications such as
word processing, spreadsheets, power point, etc.

conducting researches, preparing statistical reports, handling information

Specific Roles and Responsibilities
- Support NRM/Adeso’s program teams in Somalia
in project implementation, planning and coordination for activities to be
implemented;
- Be a communications vocal point for his/her
region, collect and arrange and label photos and share with
Reporting/Communication Officer, and other program staff;
- Follow up with teams to produce mission
reports, other program reports, and provide data/feeds and pictures from
the field for the NRM DPD, Senior M & E, Project Officers, Reporting
Officer/Communications Officer;
- Collect data needed for the development of
success stories- ideally 1 story every month, and share it with the
program management, and other field teams in the field offices to develop
stories;
- Liaise with and support key program staff to
ensure that project are running effectively and making best use of project
resources;
- Utilizes monthly communications and visibility
calendars to develop content and disseminate targeted communication and
visibility including environmental awareness campaigns and social media;
- Support the program teams that the use of any
communication or visibility materials are in high quality and are used
effectively;
- Assist the Project Officers in drafting
mission, weekly, bi-weekly, monthly and six monthly report s and
activities updates- if the Project Officer wants to delegate;
- Compile, transcribe, and distribute minutes of
meetings;
- Scheduling events, programs, and activities,
as well as the work of others;
- Translate the feedback from community trainers
and other paper-work prior to review by Project Officer/Project
Director/Deputy Program Director; as well if necessary support oral
translations;
- Any other duties assigned by the line manager.
Skills and Qualifications
- Degree in community development, natural
resource management, soil and water conservation, renewable energy or a
social science or associated field with a minimum of one to two years
practical international experience is ideal;
- Demonstrated effective organizational skills
and ability to handle work in a timely manner and to coordinate tasks to
meet deadlines;
- Excellent representational and communication
skills, written and oral proficiency in English, and verbal communication
skills in one or more local languages; Somali language skills a plus;
- Proven ability to work well with multi-level
stakeholders with strong interpersonal skills;
- Experience in developing program work-plans,
developing program budgets, managing program implementation, and field and
managing short-term technical assistance;
- Skills of spoken Somali is mandatory as
communicating in Somali with the local communities etc;
- Demonstrable experience and skills in the use
of software programs such as MS Word, PowerPoint, Excel, database
programs, the internet, electronic media etc;
- Ability to work in a multi-cultural,
multi-ethnic environment with respect for diversity;
- Good knowledge of written and spoken English
is essential, as well as a critical eye for editing and grammar and
ability to handle multiple tasks simultaneously;
- Willingness and ability to travel to remote
locations.
