Description: Global Communities seeks a Senior Subcontracts / Subgrants Specialist for an anticipated USAID-funded youth and workforce development program that aims to enhance the employability of Kenyan youth for increased wage and self-employment.

The program will utilize a market-driven approach to improve and refine vocational and workforce readiness training, improve mentoring and job readiness, and increase youth awareness and utilization of financial services.

Job Title: Sub Contracts / Sub Grants Specialist - Kenya Youth

Responsibilities: The Senior Subcontracts/Subgrants Specialist is responsible for overseeing the administrative and financial management and accountability requirements of the project as well as the process of solicitation, competition and close out for grants at the local levels. S/he will be responsible for managing the grants component and a small support staff. 

The Senior Subcontracts/Subgrants Specialist will lead in the provision of technical and administrative support in building capacity of local subgrantees to effectively manage grants in support of the work necessary to achieve the expected results.
 
The Senior Subcontracts/Subgrants Specialist will be responsible for effective management and administration of a sizable and complex array of subcontracts and subgrants, many with local organizations unaccustomed to the complexities of administering USG funds.

Required Experience
  • Bachelor’s degree in business, education, youth and workforce development with at least five years of experience managing grants programs.
  • Relevant experience must be in planning and managing grants projects in Sub-Saharan African countries.
  • Demonstrated capacity to design a grants program and accompanying grants manual.
  • Demonstrated, strong writing and oral presentation skills in English is required; the same skills in Kiswahili are desirable.

Job Title: Chief of Party - Kenya Youth

Responsibilities:
 
The COP is the leader of the project team and will be responsible for overall implementation, results, and contract management. 

S/he will guide technical strategy development and implementation, annual work planning and program implementation, and ensure a robust and adaptive knowledge management and M&E system. 

The COP will confer with USAID management on strategic issues to maximize impact and scale, minimize costs, and maximize efficiency and sustainability in achieving project requirements. 

Serve as primary liaison with USAID, the Government of Kenya and the home office staff. 

The position will be based in Nairobi, Kenya.

Required experience:
  • A Master’s degree or PhD preferred in business, education, youth, workforce development or related field
  • 15 years of relevant experience. Relevant experience must be in planning and managing workforce development-related projects in Sub-Saharan African countries.
  • Demonstrated ability to lead a culturally diverse team.
  • Strong technical expertise in vocational training, workforce development, and proven ability to facilitate and establish private sector partnerships.
  • Demonstrated, excellent writing and oral presentation skills in English are required; the same skills in Kiswahili are desirable.
  • Ability to resolve sensitive and complicated work issues with senior high-level country counterparts, donor representative and senior-level staff.

Job Title: Senior M & E Special -  Kenya Youth

Responsibilities:
 
The M&E Specialist will provide technical leadership for all M&E activities of the project.

The Specialist will lead the design and implementation of a comprehensive monitoring and evaluation plan for the project, including development of an appropriate data reporting and management system, processes for auditing and verification of data, and facilitating the use of M&E data for project management.

Importantly, the M&E Specialist will work closely with the Global Communities’ home office staff to improve project and sub-awardee’s internal M&E capacities and processes, including monitoring and evaluation around employment, skills development, as well as employer satisfaction. 

They will also be responsible for overall design and collection of youth participant data and its subsequent analysis and reporting. 

Requirements:
  • Master’s degree or higher in one of the proposed sectoral or vocational education fields and at least ten years of relevant experience.
  • Relevant experience must be in monitoring and evaluation in projects related to youth and vocational training.
  • Experience relevant to M&E accomplishment of the cross-cutting objectives in the contract, including women, youth and cultural change.
  • Demonstrated, strong writing and oral presentation skills in English are required; the same skills in Kiswahili are highly desirable.

Job Title: Senior Technical Advisor - Kenya Youth

The Senior Technical Advisor will have responsibilities for the design, implementation and overall quality of strategies and activities that promote youth development, and youth engagement, particularly focusing on underemployed youth who have not completed secondary school. 

This position will work collaboratively with other staff and key stakeholders to ensure project objectives are met. The position will be based in Nairobi, Kenya.

Required experience:
  • Master’s degree or higher in one of the proposed sectoral or vocational education fields and at least ten years of relevant experience.
  • Relevant experience must be in leading organizational change and managing vocational training related to the field of expertise.
  • Experience relevant to accomplishment of the cross-cutting objectives in the contract, including women, youth, cultural change, and sustainable partnerships with local and international organizations (both public and private).
  • Demonstrated, strong writing and oral presentation skills in English are required; the same skills in Kiswahili are highly desirable.
