The National Authority for the Campaign against Alcohol and Drug Abuse (NACADA) was established vide an Act of Parliament in July 2012, and mandated to coordinate a multi-sectoral effort aimed at preventing, controlling and mitigating the impact of alcohol and drug abuse in Kenya.

Driver

Duty Station: Nairobi
 
Job Summary: To provide transport services to operations of NACADA office at the headquarters. 

Duties and Responsibilities 
  • Driving the assigned vehicles during authorized journeys; 
  • Ensuring cleanliness of the vehicle at all times; 
  • Carrying authorized goods and passengers only; 
  • Carry out routine checks on the vehicle and promptly report to the supervisor; 
  • Ensure safety and security of the vehicle, passengers and goods on or off the road;
  • Maintenance of accurate work tickets for all journeys made; 
Qualifications Required: 
  • Kenya Certificate of Secondary Education (KCSE) C- mean grade; 
  • Valid BCE driving license;
  • Over 5 years’ accident free driving experience; 
  • Basic motor vehicle mechanical skills; 
  • Driving competency 
  • Certificate/ Grade Test from Ministry of Roads;
  • Good interpersonal skills; 
  • Fluency in English and Kiswahili languages; both written and spoken;

Accountant III

Duties and Responsibilities 
  • 1. Participate in compilation of financial information and bank reconciliation arising from issuance of licenses.
  • 2. Assist senior officers to compile data on Accounting of expenditure and revenue.
  • 3. Assist in development/implementation of accounting programs, maintenance of ledger and cash books.
  • 4. Participate in issue/use of various accounting tools-payment vouchers, imprest warrants, cheque books, receipts etc.
  • 5. Assist in collection of revenue from various sources-exchequer issues clients and development partners.
  • 6. Work with senior officers to prepare payment documents on claims and debts by employees, suppliers and statutory authorities.
  • 7. Participate in organizing approvals of payments documents ,allocation of funds for payments and effecting the payment
  • 8. Assist in tagging of assets, inputting in the assets management system, computing assets depreciation and verifying balances on each account.
Qualification and Competencies
  • Must have CPA (K)
  • Bachelor’s degree in Commerce/Business Administration/Accounting or Finance will have an added advantage
  • Minimum 5 years hands on experience in a similar position

  • Computer literate and working experience in NAVISON accounting package.

Senior Counsellor II

Duties and Responsibilities


  • Participate in counselling persons with alcohol and drugs abuse challenges, individually and in group sessions-so as to help in overcoming g dependencies, adjusting to life and making changes.
  • Provide support in the development of proposals and concepts for treatment and rehabilitation activities.
  • Conduct monitoring of treatment and rehabilitation programs
  • Participate in providing support in evaluating client’s physical/mental conditions.
  • Assist in referring clients and family members to community resources or to specialists where necessary.
  • Support report writing on the treatment and rehabilitation activities.
  • Provide counselling services on the 24 hour helpline services.
  • Maintain effective filling system for soft and hard copies of program and reports.
Qualification and Competencies
  • Bachelor’s degree in counselling, psychology or related field from a recognized university
  • Diploma in Addiction counselling will be an added advantage
  • Minimum 3 years relevant work experience in a similar position
  • Team player able to cope with high challenging and fast paced environment
  • Ability to work under minimum supervision
  • Must possess excellent inter-personal, presentation communication skills (English and Swahili) in oral and written.

Programme Officers

Duties and Responsibilities
  • Support the Regional Progamme Managers in Planning, Implementation and Monitoring of Alcohol and drugs intervention programme in the region
  • Facilitate partnership linkages and working relationships with Public, Private sector and general public
  • Prepare monthly and quarterly work plans and budgets for the regional office in liaison with the regional programme manager
  • Facilitate evaluation of alcohol and drugs abuse programs in liaison with regional programme manager
  • Prepare monthly and quarterly progress reports
  • Perform any other duties as may be assigned from time to time.
Qualification and Competencies
  • Bachelor’s degree in social science from a recognized university
  • Minimum 3 years relevant work experience in a similar position
  • Skills in community /resource mobilization and ability to work with diverse groups of stakeholders.
  • Knowledge of alcohol and substance abuse legislation, policy and related mitigation.
  • Knowledge of programme design, implementation, monitoring, evaluation and budgeting.
  • High level of integrity and team player.
  • Be excellent inter-personal, presentation and communication skills.
  • Be fluent in written and spoken Swahili and English.

Corporation Secretary

Responsibilities
  • Provide guidance to the Board on their duties and responsibilities and on matters of Governance and how these should be exercised in the best interest of the Authority.
  • Ensure that Board procedures be followed and reviewed regularly and that the Board complies with the Laws, rules and regulations
  • Assisting the Chairperson in organizing Board activities, including providing information, preparing agenda, issuing notices and preparing for the meetings, board evaluations and board developments programs
  • Providing secretarial services to the board including ensuring that the Board works plan is prepared and adhered to, circulating board papers in advance of the meeting, keeping a record of attendance at meeting, keeping safe custody of the seal and a record of its usage and preparing the Board for annual general meetings where applicable.

  • Master’s Degree and postgraduate qualifications will be an added advantage.
  • Advocate of the High Court of Kenya.

  • Support and coordinate treatment and Rehabilitation of persons with substance use disorders (SUDs) by the County Government
  • Undertake regular inspections of Treatment and Rehabilitation centers in the Country
  • Formulate and disseminate a National Policy for Treatment & Rehabilitation
  • Liaise with key stakeholders in both Public and Private sectors on treatment of persons with Substance Used Disorders (SUDs)
  • Coordinate provision of psycho-social support to persons with SUDs as well as their families
  • Support mainstreaming of National policies on treatment and Rehabilitation of drug related offenders in other institutions
  • Undertake research on applicable treatment models in the country
Qualifications and Competencies
  • Master’s degree in Medicine, Psychiatry or Nursing from recognized University.
  • Seven (7) years of experience in managing and planning of treatment and rehabilitation services with at least three years at management level
  • Excellent interpersonal skills, participatory management style and good communications skills
  • Excellent capability for judgement ,management and problem solving skills

Manager II, Regulatory Services

Reporting to: Director Public Education and Advocacy


Duty Station: Nairobi

Duties and Responsibilities

  • Oversee the accreditation of training institutions on treatment and Rehabilitation of person with Substance Use Disorders (SUDs)
  • Co-ordinate the certification of addiction professionals in the country
  • Oversee the Licensing of treatment and Rehabilitation centers
  • Ensure development and implementation of advocacy strategies in treatment and Rehabilitation
  • Liaison with the stakeholders on the establishment of treatment and rehabilitation centers across the country.
  • Spearhead making of recommendation for actions involving formulation of rehabilitation plans and treatment of offenders, including conditional release and education as well as lobbying for inclusion of persons with substance use disorders in the insurance cover.
  • Coordinate monitoring and evaluation of implementation of treatment and rehabilitation policies /strategies.
  • Preparation of monthly and quarterly progress reports for policy makers.
Qualification and Competencies

  • Master’s degree in psychology/psychiatrist/social work/or public Health.
  • Minimum of five (5) years relevant experience in a busy organization, three of which must have served on senior management level.
  • Excellent interpersonal skills, presentation skills as well as oral and written communications skills
  • Ability to prioritize tasks and work for long hours
  • Excellent computer skills
