Fiscal Policy Analyst
JG “K”:

Duties and Responsibilities
  • Linking the budget to the County medium term plans and other plans
  • Capturing of the budget into the IFMIS through the plan to budget module.
  • Analysis of the county budget and preparation of budget reports
  • Develop and analysis budgetary policies in conjunction with the Director Economic Planning
  • Carrying out any other duties that may be assigned from time to time.
Requirements for appointment
  • Be a holder of Bachelors degree in Economics, Commerce or its equivalent from a recognized university
  • At least one (1) year experience in dealing with budget preparation including preparation of key budget reports
  • Basic knowledge on plan to budget module
  • Computer skills on IFMIS budget module.
  • A minimum working experience of three (3) years

Data Analyst

  • Refine the data management system to track implementation of the county medium term plan (the CIDP) and other development plans
  • Research right indicators to present to the county to better understand its socio-economic progress
  • Create data reports to be presented to the county executive and assembly
  • Audit the quality of data, organize for data re-entry as necessary and change data entry process to improve data quality.

ICT Officer, Systems Administration

Duties and Responsibilities
  • Oversee administration of county government servers and its services, including planning, designing, installation and maintenance of web server, proxy server, DNS, FTP, Mail and any other relevant server services
  • Design and implementation of security systems such as firewalls and gateways3. Advising on new and emerging technologies and innovations;
  • Provide IT client services and operations in support of desktop computing, networking, and web services through local and centralized helpdesk and network operations;
  • Coordinate with service providers to ensure proper service delivery;
  • Responsible for essential enterprise services such as backups, server administration and hardware or software research;
  • Provide network operations support for variety of products including wired and wireless applications of enterprise technology;
  • Plan and implement network security, including building firewalls, managing host security, file permissions, backup and disaster recovery plans, file system integrity, access control, anti-virus protection;
  • Provide input into IT strategy and annual IT budget;
  • Drive IT projects as directed by management, in particular expanding the IT infrastructure and support services the County

  • Be a Kenyan Citizen;
  • Be a holder of Bachelors Degree in Information Technology or a related field from a recognized university;
  • Minimum of three (3) years’ relevant experience in IT environment (especially IT support, systems administration, hardware and networking);
  • Advanced knowledge of installations, upgrades and troubleshooting of Operating System Servers and Web application Servers;
  • Advanced database administration skills including backups/restores, monitoring DB performance, and running scripts;
  • Proficiency in maintenance and upgrade of interactive website and e-commerce;

Duties and Responsibilities:
  • Identify causes of network failure, utilize test procedures and establish diagnostic aids and take remedial actions to minimize system down-time;
  • Undertaking analysis and correcting basic network problems;
  • Install and support LAN, WAN network segments, internet and intranet systems;
  • Maintaining network servers such as file servers, VPN gateways, intrusion detection, antivirus software, routing systems and other network management systems;
  • Administer servers, desktops computers, printers, routers, switches and firewalls;
  • Configuring workstations hardware and software for network operations;
  • Designing, installing and maintaining LAN/WAN, virtual private networks and wifi networks and their interoperability;

  • Oversee the administration of county government’s shared web servers, web hosting and email services
  • Ensuring website consistency and conformity to laid down standards and guidelines.
  • Liaise with the communication division to oversee county government’s social media presence
  • Ensuring that current and future web-based applications are convenient and user friendly
  • Upgrading and maintenance of web system performance by analyzing and monitoring performance tuning.

Deputy Director, Supply Chain Management

Reporting to the Director, Supply Chain Management, the Deputy Director, Supply Chain Management will be responsible for efficient management of supply chain services within the County.
 

Duties and Responsibilities
  • Providing administrative guidelines on the implementation and interpretation of Public Procurement and Disposal Act 2015 and regulations 2006;
  • Planning and co-ordination of supplies management services;
  • Enforcing public procurement policies, regulations, systems and procedures;
  • Ensuring there is timely availability of required materials and supplies at the most competitive value/terms;
  • Implementing executive order No.2 on e-procurement;
  • Carrying out planning and projection of procurement needs of the County Government;
  • Designing and evaluating supplies systems of the County to ensure adherence to established performance and systems development;
  • Preparing supplies estimates of expenditure and control of the supplies vote;

Reporting to the County Audit Committee, the Director Internal Audit will be responsible for advising the County management on risks and the adequacy of internal control systems.
 

Duties and Responsibilities
  • Reviewing the existing internal control systems, manuals and procedures and advising the management accordingly;
  • Carrying out independent assessments of development operational risks to ensure efficient and effective use of county resources;
  • Assessing compliance with county policies, procedures and regulations;
  • Developing and implementing audit plans, programs and tests ;
  • Assisting in ensuring efficient use of county accounting assets and safeguarding against loss;
  • Preparation of periodical reports for the county audit committee regarding the reliance of existing internal control systems;

  • Be a holder of Bachelors Degree in Commerce, Accounting, Finance or Business Administration from a recognized university;
  • Masters degree in Business Administration is an added advantage;
  • Certified Public Accountants CPA(K) or its equivalent professional qualifications from a recognized Institution;
  • Must be a member of Institute of Certified Public Accountants (ICPAK);
  • At least five (5) years on experience in audit function at a senior management level;
  • Demonstrated a high degree of professional competence in managing internal audit functions;

Director, Gender and Equality

Reporting to the Chief Officer in charge of Gender and Equality, the Director, Gender and Equality is responsible for the development, implementation and monitoring of Gender and Equality Policies and Programs in Migori County.
 

Duties and Responsibilities
  • Development and implementation of Gender and Equality policies and programs in the County;
  • Monitor and evaluate the implementation of gender and equality policies and programs in the County;
  • Promote gender equality and freedom from discrimination in the County;
  • Conduct and coordinate research activities on matter relating to Gender equality and freedom from discrimination;
  • Investigate any matter in respect of principles of equality and freedom from discrimination in the County;
  • To conduct audits on the status of special interest groups including minorities, marginalized groups, Persons With Disabilities (PWD’s), women, youth and children in the County;
  • Coordinate and facilitate main streaming of issues of gender, persons with disabilities (PWD’s) and other marginalized group in the County;
  • Coordinate and organize Public Education Programs on Principles of equality and freedom from discrimination in the County;
  • Carry out any other duties that may be assigned from time to time.
