Finance Assistant
Dhoobley, Somalia
Background: The
Danish Refugee Council (DRC) has been providing relief and development services
in the Horn of Africa since 1997.
In Somalia, DRC Operates in five
several regions and set up an operation in Dollow on October 2012.
We are seeking for a Somali national
who will be based in Dhoobley as part of the implementation of Dhoobley
operations, the staff will be Responsible for all tasks related to finance
under the supervision of Dhoobley Team leader and for technical issues the
Finance Coordinator will support, in compliance with DRC and donor’s policies
and procedures.
The staff will consult closely at all
times with the finance coordinator.
Key Responsibilities
To achieve the overall and specific
position’s objectives, the Staff will perform the following tasks and undertake
the following responsibilities:
Finance
- Ensure that all financial reports are in
accordance with DRC and donor guidelines and submitted on time.
- Prepare support cost plan including salary
plans with close coordination with finance officer, coordinator and DRC
Area Manager.
- Processing daily payments within two working
days and submitting to DRC AM for Authorization. This includes prioritization
of payments according to their urgency i.e. closing projects.
- Ensuring that financial procedures and
regulations are fulfilled prior to execution of payments including
preparation/initiation of bank transfers based upon the reception of full
documentation.
- Ensure all finance documents are stamped paid
when check is issued or cash is paid.
- Ensure all finance documents are filed
serially and beautifully labelled so that they can be easily accessed.
- Responsible of daily reconciliation of cash
and weekly cash count. Ensure accuracy, correctness and timely submission
of all financial documents (including monthly cashbooks) to Finance
Officer/coordinator on time.
- Make necessary correction on vouchers or scans
as advised/commented by the Finance Officer/Coordinator.
- Receiving financial documents including
settlements of advances and instalments from DRC, Suppliers and other
stakeholders.
- Update Termination benefit on monthly basis
and check if they are in line with X.81
- Monitor advances to ensure that all are settled
within the approved time limit.
- Follow Up with Dahabshiil for any transfers
submitted/pending payments.
Reporting Arrangements
Report to Finance Officer with the
support of Finance Coordinator and DRC Area Manager.
Qualifications:
- Diploma in Business Administration and
relevant Finance courses.
- High integrity, pro-active, stable, robust
character and a good team-player
- Excellent communication skills
- Excellent analytical and negotiation skills.
- Substantial within carrying out actual Finance
process.
- Experience in working in NGOs
- Proven commitment to accountability practices.
- Proven ability to priorities tasks, meet
deadlines and work with limited supervision
- Knowledge of computers: word processing,
database management packages.
- Fluent in written and spoken English.
Conditions
Availability: Sept, 2015
Duty station: The
duty station for this position will be DRC Office in Dhoobley, Somalia.
Contract: 4 months with possibility of extension. Salary and
other conditions will be in accordance with the Danish Refugee Council’s Terms
of Employment for National Staff recruited by the Somalia Country Programme.
