Duties and Responsibilities
- The Administrative Head of the County
Assembly.
- The Accounting Officer/Authorizing Officer for
the County Assembly and Secretary to the Board (VCASB).
- Directing on all policy and organizational
matters relating to the County Assembly.
- Coordinating the enhancement of public
understanding and knowledge of the work of the County Assembly relations,
conferences and protocol.
- Advising on all Assembly procedures,
practices, convention and traditions to the Speaker of the County
Assembly, Presiding Officers and Honorable Members.
- Chairing of County Assembly Management
meetings.
- The Chief Advisor to the Speaker in the
exercise of all powers and functions that belong to the Speaker and
through the Speaker to the Assembly. He/she will act under the authority
and take decisions on admissibility of notices in the name of the Speaker.
- Carry out the passing of orders in the name of
the Speaker, which are the latter’s full responsibility.
- Responsible for marshaling all legislative
measures passed by the County Assembly.
- Directing and supervising all other
Departments including Finance, Procurement, HR & Administration,
Hansard, Library, Research and Legal.
- Directing and advising on Committee services.
- Directing the County Assembly budget and
legislative practices.
- Planning and executing the Assembly exchange
programmes.
- Representing the County Assembly in National
and International desks and conferences.
Requirements for Appointment
- Bachelor’s degree in social
sciences/law/political sciences, sociology/economics/HRM/Public or
Business Administration from a recognized University.
- A Master’s degree in law/social sciences shall
be an added advantage.
- 5 years’ experience in a Senior Management
Position in a Public Organization/National Parliament.
- Demonstrated ability in management and
organizational skills.
- Proven knowledge of legislative practices and
procedures and its applications.
- Proficiency in the use of basic computer
applications
- Meets the requirements of leadership and
integrity set out in Chapter six of the Constitution.
Deputy Clerk of the County Assembly

Basic Salary Kshs 109,089,
House Allowance Kshs 40,000,
Commuter allowance Kshs 16,000
Duties and Responsibilities
- Deputizing the Clerk of the Assembly.
- Assisting the Clerk in the general
administrative, supervision, budgeting and financial services of the
County Assembly.
- Assist the Clerk in supervising activities in
the Chamber, Committees and procedural services of the Assembly in liaison
with the Clerk of the Assembly.
- Assisting the Clerk in supervising other
Departments and coordination of the Assembly procedures and activities.
- Assist the clerk in providing administrative
insight to adhoc committees and other Select Committees.
- Any other duties as assigned by the Clerk
Required qualification for the post
- Bachelor’s degree in social
sciences/law/political sciences, sociology/economics/HRM/Public or
Business Administration from a recognized University.
- Masters degree in a relevant field will be an
added advantage.
- Mastery of parliamentary procedures, practices
and their applications is key.
- 3 years’ experience in a Senior Management
Position in a Public Organization/National Parliament.
- Demonstrated ability in managerial or
organizational skills.
- Proficiency in the use of basic computer
applications.
- Meets the requirements of Leadership and
Integrity set out in Chapter six of the Constitution.

- Credit Reference Bureau (CRB)
- Criminal Investigations Department (CID)
- Kenya Revenue Authority as part of compliance
with Chapter Six of the Constitution of Kenya (KRA)
