USAID Transition Initiatives for
Stabilization (TIS) Program:The
Transition Initiatives for Stabilization (TIS) program is funded by USAID and
responds to the complex crisis that has evolved in Somalia.
TIS implements quick impact
activities linked to longer-term stabilization goals.
The TIS program is currently seeking a skilled, diplomatic, effective, and highly motivated Project Advisor.
As our Project Advisor, you will be
the TIS focal point for community-level project design and implementation,
including the enforcement of budget and timeline requirements.
The Project Advisor will work closely
with the relevant Senior Project Advisor and Field Coordinator in the
designated area of responsibility, as well as in close conjunction with the
various partner institutions.

Qualifications and Skills Sought:
- University degree preferred, such as in
development, project management, social work, conflict management or any
other related field.
- Minimum of three years of professional
experience in the field of governance and development, or conflict
management, especially in international organizations such as NGOs.
- Minimum of two years specific experience in
the field of development with project design, implementation and
monitoring.
- Experience in community participation and
consensus-building projects.
- Thorough knowledge and understanding of
government structures and current development planning in Somalia.
- Demonstrated capacity to understand and
analyze the national, regional, and local political context in Somalia,
and especially Bay.
- A drive for results in a high-volume,
quick-paced programme environment; creativity and analytical capability
required to respond to evolving programme demands and current events.
- Excellent computer skills, including MS Office
suite.
- Written and spoken fluency in English and Somali
is required.
- Strong inter-personal skills and an ability to
work within and build a team environment; ability to provide both detailed
and strategic analysis; excellent communication and negotiation skills;
ability to work effectively and harmoniously within a diverse work
environment.
