Introduction: 

Digitizing EMIS: Using data for accountability and transparency in schools in Kenya is a research program aimed at testing if use of Information and communication technologies (ICT) would inform future education management information systems (EMIS) strengthening efforts. 

The program builds on up on previous EMIS trials done where mobile phones were used to collect EMIS data. 

The trials are mainly aimed at addressing the problem of electronic data capture and utilization. Electronic data capture reduces errors, bias reporting and also the time it takes to do data validation.
 

The research program will focus on three main components; validation of data systems for capacity building and data quality control, shadow paper EMIS questionnaires with two models of electronic entry and validation applications (Mobile phones and tablets) and test feedback systems and reporting tools for schools, districts and county offices in Isiolo and Mombasa counties.

In order to test the effectiveness of the ICT’s, we shall issue mobile phones to all Primary schools in Isiolo county installed with the EMIS data collection tool (Mobenzi researcher), conduct training and capacity building to all stakeholders and closely monitor progress. 

The field supervisor will be responsible for overseeing all field activities.
 
Scope of work:
 
Field Coordinator will;
  • Contact all Head teachers, Deputy head teachers in all primary schools in Isiolo county and any other relevant party and act as liaison between the them and the project manager.
  • Train the county and sub county officers on the functionality of the data collection tool (Mobenzi researcher), build their capacity and act as a first responder to technical inquiries.
  • Carry out monitoring and evaluation and report back on best practices and lessons learned.
  • Provide periodic reports and daily updates on field activities.
  • Carry out focus group discussions to get feedback on stakeholder reactions towards the project.
  • Train the head teacher and governing board member on interpretation and use of the school report cards.
  • Travel to all the primary schools within the county whenever required.
  • Maintain the interest, trust, and participation of participating communities and schools. 
  • Carry out any other project related duties assigned by the project manager.
Requirements
  • Bachelors degree, preferably in Social Science;
  • Experience working with low-income communities, preferably in a research role;
  • Experience managing teams
  • Demonstrated commitment to quality research;
  • Ability to communicate fluently in English, Swahili, and the local languages.
  • Good computer skills, particularly in Microsoft Word, with email, and the internet;
  • Strong work ethic and proactive attitude in pointing out challenges and asking questions
  • Ability to collaborate with a team and also work independently. 
  • Flexibility and ability to work in high stress situations
  • Located and familiar with Isiolo County.
  • Must be available for the full duration of the program.

Duration: August 2015 - March 2016

Preferably candidate to be an Isiolo resident
